FIRST AMENDMENT TO
AGREEMENT NO. 5592 BETWEEN
THE CITY OF EL SEGUNDO AND
SCS ENGINEERS
THIS FIRST AMENDMENT ("Amendment") is made and entered into this 121"' day of March
2019, by and between the CITY OF EL SEGUNDO. a general law city and municipal
corporation existing under the laws of California ("CITY"), and SCS ENGINEERS.. a California
corporation ("CONSULTANT"). The parties agree as follows:
1. In addition to the amount set forth in Section I (C) of the Agreement No. 5592, the
CITY agrees to pay CONSULTANT an additional surn for CONSULTANT'S
services, at the rates specified in Exhibit -,A". The CITY agrees to pay
CONSULTANT for CONS U LTANT's services a SUrn not to exceed sixteen thousand
five hundred sixty dollars ($16,560.00) over the course of the term of the Agreement
in exchange for CONSULTANT's provision of additional services. CITY will pay
this SLIM on the basis of the hourly rates and cost reimbursement rates as specified in
the attached Exhibit "A". which is incorporated herein.
2. This Amendment may be executed in any [lumber or counterparts, each of which will
be an original. but all of` which together constitutes one instrument executed on the

same date.
3. Except as modified by this Amendment. all other terns and conditions of' the
Agreement, as amended, retrain the same.

Subject: Proposal to Provide Additional Solid Waste Consulting Services Fiscal Year 20 L8
Dear Mr Berkman and Ms.Allen:
The City of EI Segundo (City) has requested an action plan, schedule and budget from SCS Engineers
(SCS)to provide additional solid waste consulting services through the remainder of the 2018/2019
fiscal year, ending September 30, 2019. This work is in addition to the previously approved work
scope for Fiscal Year 2018/2019.
SCOPE OF WORK
The following scope of work has been prepared based on our ongoing work with the City, and the
City's needs through September 30, 2019.
Task 1 Prepare Local Implementation Plan for Compliance Order and
Quarterly Report
For this task, SCS will develop the LIP, outlining the tasks the City will complete to address the
program gaps identified and to improve, expand, or implement new diversion programs to achieve
compliance per the Compliance Order schedule.
A requirement of the Compliance Order is to submit LIP status reports to CalRecycle on a quarterly
basis, based on the calendar year. The reports use CalRecycle's electronic, quarterly reporting
format. For each task, we will explain the status of the task, and the actions that have been taken to
complete the task. If work has fallen behind schedule or has not been completed, we will explain the
reason(s)for the delay or incompletions. For this fiscal year, it is assumed one quarterly report will
be prepared and submitted.
Task 2 Commercial Hauler Ordinance and Hauler Data Tracking
SCS will work with the City attorney to draft and adopt ordinance requiring commercial haulers to
provide customer data. This effort is necessary in order for the City to be able to obtain, monitor,
and provide outreach to businesses and large multi-family complexes on the requirements of AB 341
and AB 1826
fhe City has previously received information from WM, Athens and Republic for AB 341 and 1826
compliance purposes. We will contact these companies and request an update on the number of
businesses and multi-family (M-F) complexes serviced, and those with recycling and organics service.
Based on this information, we will identify AB 341 and 1826 compliant and non-compliant
businesses and M-F complexes.

Following approval of the commercial hauler reporting ordinance, SCS will request data from the
remaining commercial haulers on the number of businesses and M-F complexes serviced, and those
with recycling and organics service. Using this information, we will identify AB 341 and 1826
compliant and noncompliant businesses and M-F complexes.
Task 3 Outreach to Businesses and M-F complexes
Using the information obtained in Task 2,SCS will prepare a letter to be sent to all noncompliant
businesses and M-F complexes of AB 341 and AB 1826 requirements. For budgeting purposes, it is
assumed the City will be responsible for the production and mailing of the letters.
Task 4 Residential and Green Waste Activities
As required under the Compliance Order, and part of the LIP, the City must monitor and report on the
residential recycling programs being implemented in the City, including holiday trees,shredding
events, and bulky item collection. SCS will monitor the information provided by EDCO, and retain the
data for reporting in the LIP quarterly report, as well as Electronic Annual Report.
AB 1826 requires M-F complexes to recycle yard waste and tree trimmings. Many complexes are
serviced by professional landscaping companies, who may either leave the materials on site, or take
the materials with them to a disposal or processing facility. For this task, we will prepare a short
letter survey to be sent to M-F complexes requesting data on the disposition of landscape waste and
information on the landscape companies serving their properties.
Task 5 Education and Outreach
As required under the Compliance Order, and part of the LIP, we will design and develop outreach
and education materials for the residential and commercial green waste programs, C&D debris
diversion requirements under CalGreen, and other diversion programs at City facilities and events.
For budget purposes, it is assumed the City will produce and distribute the outreach materials.
The City is responsible to provide outreach to businesses and M-F complexes on AB 341 and 1826.
For this task,SCS will work with the City to develop new outreach materials, including but not limited
to, letters, website posting, handouts at city facilities (City Hall, library, etc.). For budgeting purposes,
it is assumed the City will be responsible for production and/or distribution of the materials.
Task 6 Disposal Reporting System Tracking
On an ongoing basis, SCS obtains and tracks the information reported in the Disposal Reporting
System (DRS), which is the tonnages reported as disposed from the City of EI Segundo. We will
maintain an excel spreadsheet of this data, and note any anomalies and/or trends.
PROJECT FEES
The proposed hours and fees to complete the above-described scope of work are included in Exhibit
1. The fees include the labor and direct costs to undertake each task. We will conduct the work
under the existing agreement between SCS and the City.
