ORDINANCE 1576 ORDINANCE NO. 1576
AN ORDINANCE AMENDING EL SEGUNDO MUNICIPAL CODE
SECTIONS 1-6-4 and 1-6-5 REGARDING EXCLUSIONS AND
DEPARTMENT HEADS.
The City Council of the City of EI Segundo does ordain as follows:
SECTION 1: The City Council finds as follows:
A. The EI Segundo Municipal Code ("ESMC") provides that the City Council
may from time to time by Ordinance designate departments, appointive
officers, or employees of the City; and
B. It is in the best interest of the City to list all existing officers and members
of departments excluded from the Personnel Merit System; and
SECTION 2: ESMC § 1-6-4 is amended as follows.-

Those officers and members of departments in addition to department heads and
elected officers who are expressly excluded from the merit system are:
Assistant City Manager
City Attorney
City Manager
City Engineer
Deputy City Manager
Information Systems Director
Senior Civil Engineer
Senior Executive Assistant
SECTION 8: ESMC §1-6-5 is amended as follows:
Sec 1-6-5. DEPARTMENT HEADS
For the purpose of this chapter and for the purpose of initiative ordinance 586 and
for the purpose of ordinances expanding the coverage of initiative ordinance 586,
and not by way of limitation, effective October 16, 2018, the term "department
head" includes:
Assistant city manager
Chief of police
City manager

Deputy city manager
Director of finance
Director of human resources
Director of library services
Director of planning and building safety
Director of public works
Director of recreation and parks
Fire chief
Information systems director
SECTION 4: Repeal of any provision of the ESMC herein will not affect any penalty,
forfeiture, or liability incurred before, or preclude prosecution and imposition of penalties
for any violation occurring before, this Ordinance's effective date. Any such repealed part
will remain in full force and effect for sustaining action or prosecuting violations occurring
before the effective date of this Ordinance.
SECTION 5: If any part of this Ordinance or its application is deemed invalid by a court
of competent jurisdiction, the city council intends that such invalidity will not affect the
effectiveness of the remaining provisions or applications and, to this end, the provisions
of this Ordinance are severable.
SECTION 6: The City Clerk is directed to certify the passage and adoption of this
Ordinance, cause it to be entered into the City of EI Segundo's book of original
ordinances, make a note of the passage and adoption in the records of this meeting, and,
within fifteen (15) days after the passage and adoption of this Ordinance, cause it to be
published or posted in accordance with California law.
SECTION 7: This Ordinance will become effective on the thirty-first (31st) day following
its passage and adoption.
