FIRST AMENDMENT TO
PROFESSIONAL SERVICES AGREEMENT
BETWEEN
THE CITY OF EL SEGUNDO AND
I-IR DYNAMICS & PERFORMANCE MANAGEMENT, INC.
This First Amendment is entered into this P( day of October, 201'8, by and between the
CITY OF EL SEGUNDO, a municipal corporation and general law city ("CITY") and HR
DYNAMICS & PERFORMANCE MANAGEMENT, INC., a California Corporation
("CONSULTANT").
I. This amendment is to add Consultant services as described in Exhibit"A",and increase
the total amount of the Agreement by$100,000, so that the total, not-to-exceed amount
of the Agreement is $150,000.
2. The term of this Amendment is October 1, 2018 to March 30, 2019.
3. This Amendment may be executed in any number or counterparts, each of which will
be an original, but all of which together constitutes one instrument executed on the
same date.
4. Except as modified by this Amendment, all other terms and conditions of Agreement
No. 5545 remain the same.

PROPOSAL FOR HUMAN RESOURCES CONSULTING
September 4, 2018
CITY OF EL SEGUNDO
HR Dynamics&Performance Management, Inc. is pleased to provide the City of EI Segundo
with a proposal for professional human resources consulting services. The City has
expressed the need for skilled project oriented human resources services. HR Dynamics&
Performance Management, Inc. consultants are uniquely qualified to perform the services
desired, with successful backgrounds in public sector human resources management.
SCOPE OF WORK
HR Dynamics & Performance Management, Inc. shall provide one Associate and one
Principal Consultant to perform defined Project Management activities. The Principal
Consultant shall also provide project oversight as well as Human Resources advisement
services for the City of El Segundo.
The Associate shall perform the following services:
1) Software customization, workflow and implementation of the On-Boarding Module
within Neo Gov.
2) Software customization,workflow and implementation of the Performance Evaluation
Module within Neo Gov.
The Principal Consultant shall perform the following services:
1) Provide a set of uniform Disciplinary Templates for consistent use City-wide;provide
a Beneficiary Checklist and other forms identified by Consultant for City's use.
2) Establish uniform Pay Range Tables per Bargaining Unit.
3) Develop Salary Schedule with new Pay Ranges, per new Pay Range Tables and
include the implementation of City's Salary Survey results.
4) Reconcile Salary Schedule with Neo Gov; identify and resolve discrepancies.
5) Develop a new Part-Time Salary Schedule to reflect the Minimum Wage increase
and eliminate current compaction issue.
6) Evaluate PERS Annuitants on City Payroll for compliance with PEPRA.
7) Develop the initial components of a City-wide Wellness Program and provide start-up
framework for a City-wide Wellness Committee.
8) Develop the components of an Employee Development Program.
9) Provide coaching and mentoring services.
10)Provide advisement on complex HR matters.
The scope of work is project-oriented in nature. Work shall involve a combination of on-site
visits, and off-site work. On-site visits will include data collection and meetings. Off-site
work will entail development of identified work products.
FEES FOR SERVICES
1 Associate: 40 hours per week @ $65.00 per hour= $2,600 per week
1 Principal: 12 hours per week @ $125.00 per hour= $1,500 per week

Cost: 3 Months = $49,200 - Not to exceed $50,000
6 Months = $98,400 — Not to exceed $100,000 ••
The costs have been estimated for both 3 Months, and 6 Months. The City desires to enter
into an agreement for 3 Months, subject to renewal. It is estimated that the defined Scope of
Work will entail 6 Months, and therefore it would be reasonable to expect that half of the
items included in the Scope of Work will be completed in the initial 3 Month timeframe. The
Consultants will not be responsible for the completion of all items in the Scope of Work in
the initial 3 Months.
