B. SPECIAL ORDERS OF BUSINESS (PUBLIC HEARING)
1. Consideration and possible action to conduct a Public Hearing to consider
adopting new fees or amending current fees and service charges and other
amendments to the City of EI Segundo Fee Schedule; not including water rate
fees, sewer rate fees, and development impact fees. (Fiscal impact: potential
additional revenue for FY 2017-18 of$100,450 & $602,700 in FY 2018-19)
Mayor Fuentes stated this was the time and place to open the Public Hearing and
receive testimony concerning adopting new fees or amending current fees and service
charges and other amendments to the City of EI Segundo Fee Schedule; not including
water rate fees, sewer rate fees, and development impact fees.
The staff and the City Attorney's office recommend the Public Hearing be continued to a
Special Meeting on Monday, April 30, 2018 at 3:00 PM in Council Chamber.
MOTION by Council Member Pirsztuk, SECONDED by Mayor Pro Tem Boyles to
continue the Public Hearing to a Special Meeting on Monday, April 30, 2018 at 3:00 PM

C. UNFINISHED BUSINESS
D. REPORTS OF COMMITTEES, COMMISSIONS AND BOARDS
2. Consideration and possible action to support the request from the Arts and
Culture Advisory Committee to allocate $45,000 to fund the 2018 EI Segundo Art
Walk, to be held on the third Thursday during the months of June, July and
August of 2018.
(Fiscal Impact: $45,000)

allocate $33,000 to the Arts & Culture Advisory Committee, to fund the 2018 EI
Segundo Art Walk, with the understanding the committee work with the Economic
Development Advisory Committee (EDAC) and allow the City's Plaza to be the Event

Ratified Payroll and Employee Benefit checks; checks released early due to
contracts or agreement; emergency disbursements and/or adjustments; and wire

4. Approve Regular City Council Meeting Minutes of March 20, 2018, Special City
Council Meeting Minutes of March 22, 2018 and Regular City Council Meeting
Minutes of April 3, 2018.
5. Accept as complete the Construction of Americans with Disabilities Act (ADA)-
Compliant Curb Ramps by Rojas Construction for the Community Development
Block Grant Project (CDBG) 601848-17/ City Project No. PW 17-21. Authorize
the City Clerk to file a Notice of Completion in the County Recorder's Office
(Fiscal Impact: $65,150 in CDBG Funds)
6, Accept as complete the Center St. Water Main Improvement from Pine Ave. to EI
Segundo Blvd. and authorize the City Clerk to file a Notice of Completion in the
County Recorder's office. Project No. PW 17-22.
(Fiscal Impact: $674,955.50)
7. Authorize the City Manager to execute a Professional Services Agreement No.
5515 in a form approved by the City Attorney with Wiland Associates LLC for
Incident Management Training and Consulting Services,

Department Capital Improvement Project (CIP) recommendations for Fiscal Year
2017/2018 as prioritized by the Recreation and Parks Commission.

well as the state of recruitment at the EI Segundo Police Department.
Additionally, consideration and possible action regarding incentives to attract
lateral and entry level of police officers to apply at the City of EI Segundo Police
Department.

Expenditures and an increase of $2,678,642 to the General Fund Revenues and
an increase of $346,447 to Fund 405 {Facility Maintenance} expenditures).
Recommendation - 1) Receive and File FY 2017-18 2nd Quarter Financial
Review; 2) Approve the appropriation requests itemized in Attachment A; and/or
3)Alternatively discuss and take other action related to this item,

Measure C and stated he is looking forward to the Run for Education Race on
Saturday.

Mayor Fuentes — Congratulated the newly elected Council Members, thanked

of the City, attended the EVA Airlines ground breaking ceremony, attended the
South Bay Councils' of Government Steering Committee meeting, attended the
LAEDC Southern California Aerospace meeting, congratulated Greg Carpenter,
City Manager, Barbara Voss, Economic Development Manager, Police Chief
Whalen, and Melissa Moore, ESUSD Superintendent on becoming inducted
Honorary Commander's at the LA Air Force Base, mentioned the unveiling of the
DWP Water Tower Mural on Grand Ave will be on either April 28,or May 1, 2018.
