SECOND AMENDMENT TO
AGREEMENT NO. 5321 BETWEEN
THE CITY OF EL SEGUNDO AND
DENN ENGINEERS
THIS SECOND AMENDMENT ("Amendment") is made and entered into this 10th day of
July,2017,by and between CITY OF EL SEGUNDO,a general law city and municipal corporation
existing under the laws of California("CITY"),and DENN ENGINEERS,a California corporation
("CONSULTANT"). The parties agree as follows:
1. In addition to the amount set forth in Section 1 of the Agreement No. 5321, the CITY
agrees to pay CONSULTANT an additional sum not to exceed six thousand dollars
($6,000.00) for CONSULTANT'S services, plus a two thousand dollar contingency
($2,000.00) for the increased scope specified in the attached Exhibit "B," which is
incorporated by reference.
2. This Amendment may be executed in any number of counterparts, each of which will
be an original, but all of which together constitutes one instrument executed on the
same date.
3. Except as modified by this Amendment, all other terms and conditions of Agreement
No. 5321 will remain the same.

EXHIBIT B
1. Please provide a fee proposal for topographic survey for design for the northern side of El
Segundo Blvd from Penn to Arena St. The survey will be used to determine if changes to the
curb and gutter existing elevations is a feasible solution to resolve the ponding issue.
The City would like a scaled topographic survey (1" = 10')to existing private property lines, of
El Segundo Boulevard between Penn Street and Arena Streets for the purpose of design to
improve existing street drainage and eliminate a current ponding issue in the gutter. The survey
shall include elevations for the back of sidewalk,top of curb, flowline, gutter edge if applicable,
the asphalt three feet from the edge of concrete, and the centerline. The survey will help
determine the direction of stormwater flow past the named properties and will likely be used for
design if new sidewalk is required. California registered land surveyors with valid licenses shall
perform the surveying.
2. Please provide a fee proposal for design of construction plans for a curb and gutter solution
to the ponding problem if feasible.
The City would like a scaled construction plans (1" = 10')that show the removal and
replacement of existing facilities and any new elevations to be used for asphalt or concrete
installation to improve the existing drainage conditions. City titleblocks and general notes shall
be used for the designs. California registered civil engineers with valid licenses and experience
with street drainage issues shall design the construction plans.
Both a .pdf file and an AutoCAD file of the survey information and of the construction plans
shall be submitted as final products to the City. The AutoCAD files shall be compatible with the
City's AutoCAD software.
The successful firm shall be able to obtain the proper insurance and business license and enter
into a standard City agreement with the City for this project.

ATTENTION BIDDERS:
The following additions, modifications, and clarifications to the specifications shall be
included in,and become a part of,any contract which may be executed for the above project
in the City of El Segundo:
1. The proposal due date and time has changed to June 21,2017, at 3:00 pm.
Fee proposals can be emailed to Floriza Rivera at frivera@elsegundo.org.
2. Please see the attached supplement for responses to consultant questions.
As evidence that the BIDDER has read this Addendum, the BIDDER must acknowledge
same in the space provided below and submit this Addendum with the Bid Proposal.Failure
to provide such acknowledgement shall render the bid as non-responsive and subject to
rejection.

REQUEST FOR FEE PROPOSAL
ADDENDUM NO. 1 SUPPLEMENT

TO: All Prospective Consultants
The following questions have been raised regarding this request. The response to each question
is provided here and made available to all prospective consultants. The information and
clarification provided in this Addendum shall be considered as incorporated into the scope for
this project. All other portions of the project scope and previous Addenda not specifically
mentioned in this Addendum remain in force.
Question 1: Are profiles needed for the designs for El Segundo Blvd.?
Answer: Yes, any profiles that would clarify the construction that needs to be done to
correct the current drainage issue in the area would be required.
Question 2: Do you want the street cross-sections prepared from the survey information or
will the City prepare the cross-sections?
Answer: The successful consultant will prepare all street cross-sections and plan details
needed to construct the drainage improvement.
Question 3: Should the field information as described in the RFP (for use of developing the
cross sections and existing profiles) be at 25 foot intervals or?
Answer: 25-foot intervals are the maximum that shall be used. Smaller intervals shall be
used if the designer deems it necessary to do so to provide a successful solution.
Please include driveway approach elevations (flowline at the top-of-x locations,
and the top-of-x elevation)where driveway approaches are encountered along the
survey in the event that those approaches will need to be reconstructed as part of
the street improvement. Designs shall call out new elevations for the same
locations if necessary.
Question 4: How far up (northerly)the adjoining Streets and Alleys do you want topo
information?
Answer: These are minimum suggestions. Smaller than 25-foot intervals, and boundaries
extending past those suggested below shall be used along the adjoining streets if
the designer deems it necessary to provide a successful solution. Elevations shall
be taken at all grade breaks along the survey routes.
• For Penn Street, 30 feet north of the flowline on El Segundo Blvd.
• For the alley between Penn Street and Sheldon Street, north of the BC to
10 feet past the north edge of the existing grate. Please take elevations at
the grate as well. City staff has had to place sandbags at the intersection
during severe rains.
• For Sheldon Street, 30 feet north of the flowline on El Segundo Blvd.

• For the alley between Sheldon Street and Arena Street, 30 feet north of the
flowline on El Segundo Blvd.
• For Sheldon Street, 30 feet north of the flowline on El Segundo Blvd.
• For the alley between Arena Street and Eucalyptus Street, 30 feet north of
the flowline on El Segundo Blvd.
Question 5: Do you want topo information (to the east and west)to the other sides of the
intersections of Arena and Penn?
Answer: Yes. Please begin the survey at the NE corner of Penn/El Segundo Blvd. Please
end it at the BC near the Hydroflex building at 301 El Segundo Blvd. A fire
hydrant is located at the NW alley corner where the survey will end.

Question 6: For the Street construction plans, are the City sheet sizes to be 24"X 36"?
Answer: Yes.
Question 7: Should research/plotting of existing subsurface utilities of record(in the
proposed construction area)be included on the topographic survey?This would
be needed for the construction plans.
Answer: Yes.
Question 8: Where has ponding been noticed?
Answer: Ponding has recently been noticed east of and at El Segundo Blvd./Sheldon St.
and El Segundo Blvd./the alley west of Sheldon St. Please see the pictures on the
following page.
