(FORMERLY RBF CONSULTING, A MICHAEL BAKER INTERNATIONAL COMPANY) THIS FIRST AMENDMENT ( "Amendment ") is made and entered into this 28th day of October, 2015, by and between the CITY OF EL SEGUNDO, a general law city and municipal corporation existing under the laws of California ( "CITY "), and MICHAEL BAKER INTERNATIONAL, INC. (formerly RBF Consulting A Michael Baker International Company), a Pennsylvania Corporation ( "CONTRACTOR "). Pursuant to Section 33 of Agreement No. 4716 ( "Agreement "): a. The Agreement in its entirety is assigned to Michael Baker International, Inc. a Pennsylvania Corporation; and b. Sections 1.0 and 2 of the Agreement is amended to add the services set forth in Exhibits "A" and "B" to this Amendment, which are expressly incorporated by this reference. 2. This Amendment may be executed in any number or counterparts, each of which will be an original, but all of which together constitutes one instrument executed on the same date. 1 Except as modified by this Amendment, all other terms and conditions of Agreement No. 4716 remain the same. Date: June 18, 2015 ADDITIONAL WORK REQUEST SUMMARY Client: City of El Segundo Project: Park Place Extension and Railroad Grade Separation Project Work Requested By: Ms. Kimberly Christensen, AICP, Planning Manager Summary of Additional Work: On January 15, 2015, RBF Consulting received a request from Ms. Kimberly Christensen to provide assistance in preparing a 2015 Metro Call for Projects Grant Application. The following summarizes the services provided in response to this request. TASK 1: TRAFFIC ANALYSIS RBF provided technical assistance in completing various sections of the application concerning traffic information statistics relating to Park Place (see attached). The traffic analysis was due to the City on January 21. TASK 2: PROJECT MANAGEMENT Ms. Rita Garcia provided coordination with the RBF Traffic Team toward the timely completion of the traffic services described above. This task assumed a maximum of 2 hours for Project Management, in addition to one hour for conference calls. Request No.: .2 ---- - - - - -- Date: September 9, 2015 ADDITIONAL WORK REQUEST SUMMARY Client: City of El Segundo Project: Park Place Extension and Railroad Grade Separation Project Work Requested By: Ms. Kimberly Christensen, AICP, Planning Manager Summary of Additional Work: On August 26, 2015, the City received Caltrans approval of the Preliminary Environmental Study (PES) Form for the Park Place Extension project. The PES Form documents the approved range of technical studies for the proposed project, in addition to the appropriate class of action under NEPA. As part of the PES Form, Caltrans has requested task items related to technical studies that were not accounted for in our original contract dated January 15, 2015. The following summarizes the services provided in response to this request. TASK 1: NATURAL ENVIRONMENT STUDY (NES) Michael Baker International's (Michael Baker) original scope of work accounted for the preparation of a Natural Environment Study — Minimal Impacts (NES -MI). Caltrans has indicated within the approved PES Form that a full Natural Environment Study (NES) will be required for the project. The Caltrans guidelines for the preparation of an NES require an enhanced level of analysis as compared to an NES -MI. Specifically, the NES requires the following: • An enhanced discussion of regulatory background applicable to the project, including the Clean Water Act, Migratory Bird Treaty Act, Porter - Cologne Water Quality Control Act, among others. • Expanded description of any potential habitats or natural communities of special concern at the project site, based on literature /records searches and site reconnaissance; • A range of graphics to support conclusions within the NES; • A discussion of cumulative impacts; and • An enhanced discussion of potential impacts related to special status species, wetlands, and invasive species. Michael Baker will incorporate this additional environmental analysis into the NES. Upon completion of the NES, the findings will then be incorporated into the EIR /EA. 14725 Alton Parkway, Irvine, CA 92618 -2027 MBAKERINTL.COM Office: 949.472.35051 Fax: 949.472.8373 Agreement No. 4716A We Make a Difference INTERNATIONAL TASK 2: VISUAL TECHNICAL MEMORANDUM Based on the approved PES Form for the project, Caltrans has indicated that a Visual Technical Memorandum will be required in support of the EIR /EA, which was not accounted for in our original scope of work. Pursuant to the Caltrans Standard Environmental Reference (SER), Michael Baker will provide the Memorandum consistent with the guidelines set forth by the Federal Highway Administration (FHWA) Guidelines for the Visual Impact Assessment of Highway Projects, recently updated January 2015. Michael Baker will prepare a Memorandum consistent with the current Caltrans Landscape Architecture Program's recommended Memorandum Annotated Outline. The Memorandum will briefly discuss the project location, existing visual setting, and proposed improvements. Any sensitive receptors will be documented. The project's visual change, as compared to baseline conditions, will be analyzed qualitatively. Any proposed project features that would minimize /avoid potential visual impacts will be discussed. This analysis will summarize the project's visual change, potential sensitivity of viewers, and the resultant visual impacts. TASK 3: PROJECT MANAGEMENT Mr. Alan Ashimine will provide coordination and oversight of the preparation of the NES and Visual Technical Memorandum. This task assumes a maximum of 6 hours for Project Management.
