on Saturday, April 23, 2016 at 9:30 AM, meet on the SE corner of Imperial Hwy.
Tracey Miller - Zarneke, resident and Environmental Committee member, commented on
the upcoming possible infrastructure projects and encourages the Council to make
decisions with the environment in mind when approving the projects.

and employee Benefit checks; checks released early due to contracts or
agreement; emergency disbursements and /or adjustments; and wire transfers.

5. Adopt Resolution No. 4981 approving Plans and Specifications for City -wide
Catch Basin Screen Installation, Project No. PW16 -12.

6. Receive and file this report regarding emergency work to repair dwelling units at
the Park Vista Senior Housing Facility due to water intrusion without the need
for bidding in accordance with Public Contracts Code §§ 20168 and 22050
and El Segundo Municipal Code ( "ESMC ") §§ 1 -7 -12 and 1 -7A -4.
(Fiscal Impact: $50,000.00)
7. Authorize the City Manager to execute an Amendment No. 4938A and extend the
professional services agreement with Prosum Tech Services in an amount not -
to- exceed $100,000.00 for helpdesk and technical support for the Information
Systems division.

Hospital Care Act for the El Segundo Executive Management Group,
Management/Confidential Group, Supervisory and Professional Employees'
Association (SPEA), and Police Managers' Association (PMA) and 3) a
Resolution for Employer Paid Member Contributions (EPMC) for Management -
Confidential.
Greg Carpenter, City Manager, introduced and presented the item. Mr. Carpenter
presented modifications to the staff report and Resolution No. 4975.

MOTION by Mayor Pro Tern Jacobson, SECONDED by Council Member Fellhauer to
adopt revised Resolution No. 4975 amending Chapter 1A2 of the Administrative Code
providing benefit changes to employees of the Executive and Management - Confidential
series with a modification concerning monthly medical contributions (the resolution was
revised to reflect the modifications presented by Greg Carpenter, City Manager) and
adopt Resolution No. 4976 updating the employer's contribution under the Public
Employees' Medical and Hospital Care Act for the El Segundo Executive Management
Group, Management /Confidential Group, Supervisory and Professional Employees'
Association (SPEA), and Police Managers' Association (PMA) and adopt Resolution

8, Consideration and possible action regarding FY 2015 -2016 Midyear Financial
Review, consider funding for the Richmond Street Project and the Sidewalk,
Curb and Gutter Restoration Program.

Joseph Lillio, Finance Director, presented the FY 2015 -2016 Midyear Financial Review,
Council Discussion
Stephanie Katsouleas, Public Works Director and Meredith Petit, Recreation and Parks
Director, answered Council questions concerning the Richmond Street Rehabilitation.
MOTION by Council Member Atkinson, SECONDED by Council Member Fellhauer to
reinstate pedestrian lighting fixtures and conduit for the Richmond Street Rehabilitation
project. MOTION PASSED BY VOICE VOTE. 3/2 YES: Atkinson, Fellhauer, Fuentes
NO: Dugan, Jacobson
MOTION by Mayor Pro Tern Jacobson, SECONDED by Council Member Fellhauer to
transfer $200,000.00 from the General Fund to the CIP Fund for the Sidewalk, Curb and
Gutter program. MOTION PASSED BY UNANIMOUS VOICE VOTE. 5/0
Council consensus to receive and file FY 2015 -16 Midyear Financial Review.
G. REPORTS — CITY MANAGER — Asked Stephanie Katsouleas, Public Works
Director, to give an update on the intersection of Maple Avenue and Main Street.
H. REPORTS — CITY ATTORNEY- Reported the Southern California Association of
Governments has prepared its regional transportation plan which includes a number of
aviation improvements at the Los Angeles World Airport (LAX). During closed session,
Council voted 5/0 to direct legal counsel, Shute, Mihaly & Weinberger to prepare a
lawsuit to challenge the CEQA (California Environmental Quality Act) documentation
that was prepared for the regional transportation plan.

issue.
Mayor Fuentes — Commented on the State of the City Address held on April 6, 2016 at
the Los Angeles Air Force Base. The Mayor thanked all those involved. Mentioned
April 19th the El Segundo Fire Department is hosting a seminar on Earthquake
Preparedness at 7:00 PM in the lobby of the El Segundo Public Library and stated she
will be attending the Los Angeles Forecast 2016 on Wednesday, April 20, 2016.
