(Fiscal Impact: None) RECOMMENDED COUNCIL ACTION: 1. Direct staff to make the appropriate changes to the Municipal Code to allow the annual rotation of the positions of Mayor and Mayor Pro Tem. 2. Council Member Pirsztuk provided the methodology for rotation suggested below: • To be elected Mayor, a Council Member must have been on the council for at least one year. • A Council Member can only be elected to a one -year Mayor term during their four -year Council term. + It is recommended, however, not required, that the rotation for Mayorship is based on the number of votes received during the election process. • Any member of the Council can opt -out or defer their rotation. The objective of this change is to provide all Council Members the opportunity to become Mayor and Mayor Pro -tem, as well as neutralize and equalize the Council. Also, this change will enable the Mayor to provide focused leadership, vision, and energy during a one -year term and will mitigate burnout. Note: Currently Manhattan Beach and Hermosa Beach have elections every 9 '/z months. Culver City, Lomita, Palos Verdes, and Rancho Palos Verdes have elections annually. Q 32
