BACKGROUND AND DISCUSSION:
The Police Department is requesting a thirty (30) day extension for the interim position of
Information Systems Manager in accordance with El Segundo Municipal Code Section 1 -6-
13(c). Scott Kim has been Acting Information Systems Manager since November 14, 2015, due
to the resignation of Larry Klingaman, who held the full time manager position.
Since Mr. Kim was appointed to the Acting IS Manager position, he has been managing various
projects including the ongoing fiber plan and the Laserfiche install in addition to coordinating
multiple service contracts. Staff is currently researching the various options available to fill this
vacancy on a full -time permanent basis. Until such time, we are requesting extending Mr. Kim's
Interim assignment in order to maintain continuity of services.
In accordance with El Segundo Municipal Code Section 1- 6- 13(c), no person shall be employed
by the City under provisional appointment for more than six (6) months in any fiscal year. The
Code further states the provisional appointment may be extended for not more than thirty (30)
days with Council approval. Staff is requesting a thirty (30) day extension through June 14,
2016. It is the Police Department's intent to request additional thirty (30) day extensions through
the remainder of the fiscal year to comply with ESCC Section 1- 6- 13(c).

provisional appointment may be made of a person meeting the qualifications

BACKGROUND AND DISCUSSION:
As reported earlier, unforeseen deck conditions were discovered adjacent to unit 219. Prior deck
modifications were attempted years ago to address ponding and the flat slope, but the work,
which included poorly installed flashing, resulted in long term, subsurface water damage (wood
rot). That substandard installation is being addressed as part of this project. The work occurring
at the other two units is still proceeding according to plan and is expected to take a total of
approximately three weeks to complete.
Public Contracts Code § 22050 (c) requires that the City Council receive updates at every
regularly scheduled meeting until the emergency repair is completed. Therefore, staff
recommends that City Council receive and file this report on the status of the emergency repair
to address the water intrusion issues at the Park Vista Senior Housing Facility.

BACKGROUND AND DISCUSSION:
The regularly scheduled Municipal Election for City Council was held on May 3, 2016 for three
(3) Council Seats, City Clerk, City Treasurer and Measurer B. The City Clerk's office canvassed
the returns of the election and has certified the results as required by Elections Code § 10262.
Pursuant to California Elections Code Section 10263, the City Council must adopt a resolution
declaring the results of the election. The proposed resolution declares Drew Boyles, Carol Pirsztuk
and Don Brann elected to office of the El Segundo City Council, Tracy Weaver elected to the
office of City Clerk, and Crista Binder elected to the office of City Treasurer. In addition, the
proposed resolution deems Ordinance No. 1519 (Measure B) adopted and ratified.

A RESOLUTION RECITING THE FACT OF AND DECLARING THE
RESULTS OF THE GENERAL MUNICIPAL ELECTION HELD APRIL 12,
2016.
The City Council of the city of El Segundo does resolve as follows:
SECTION 1: The City Council finds and declares as follows:
A. A General Municipal Election was held in the City of El Segundo on
Tuesday, April 12, 2016, as required by law;
B. Notice of the election was given in the manner provided by law;
C. Voting precincts were properly established, election officers were
appointed, votes were cast, votes were received and canvassed and the
returns made and declared in the time and manner required by the
Elections Code for holding elections in general law cities;
D. The City Clerk canvassed the returns of the election and certified the
results to the City Council. These results are attached as Exhibit "A," and
incorporated by reference.
SECTION 2: The whole number of ballots cast in the precincts, except provisional
ballots, was 1592. The number of provisional ballots cast in the City was 498. The
number of vote by mail ballots cast in the City was 1535, making a total of 3625 ballots
cast in the City.

SECTION 12: The Mayor and City Clerk are hereby authorized and directed to execute
Ordinance No. 1519, "A PROPOSITION AMENDING EL SEGUNDO MUNICIPAL
CODE § 3 -4 -3 TO INCREASE THE TRANSIENT OCCUPANCY TAX TO FUND
GENERAL MUNICIPAL SERVICES INCLUDING, WITHOUT LIMITATION, POLICE
PROTECTION AND CRIME SUPPRESSION SERVICES, FIRE PREVENTION AND
SUPPRESSION SERVICES, AND PARK AND RECREATION FACILITIES AND
SERVICES," and the City Clerk will certify to the passage of Ordinance No. 1519, by
the People of the City of El Segundo, enter it into the book of ordinances and cause
such ordinance to be codified in the El Segundo Municipal Code.
SECTION 13. The City Clerk is directed to enter in the City's records a statement of the
result of the election, showing: (1) the whole number of ballots cast in the City; (2) the
names of the persons voted for; (3) the measures voted upon; (4) for what office each
person was voted for; (5) the number of votes given at each precinct to each person
and for and against the measure; and (6) the total number of votes given in the City to
each person and for and against each measure.

SECTION 14: The City Clerk will immediately make and deliver to each of the persons
so elected a Certificate of Election signed by the City Clerk and authenticated; the City
Clerk will also administer to each person elected the Oath of Office prescribed in the
Constitution of the State of California and will have them subscribe to it and file it in the
office of the City Clerk. Each and all of the persons so elected will then be inducted into
the respective office to which they have been elected.
SECTION 15: The City Clerk will certify to the passage and adoption of this Resolution
and enter it into the book of original resolutions.

AGENDA DESCRIPTION:
Consideration and possible action to change the current practice of electing a Mayor and Mayor
Pro -tem for two -year terms and instead, to have these positions appointed on an annual basis using a
set rotation. (Fiscal Impact: None)
RECOMMENDED COUNCIL ACTION:
1. Direct staff to make the appropriate changes to the Municipal Code to allow the annual
rotation of the positions of Mayor and Mayor Pro Tem.
2. Alternatively, discuss and take other action related to this item.

BACKGROUND & DISCUSSION:
This request was made independently to the City Manager by both Council Members Dugan and
Pirsztuk. Council Member Pirsztuk provided the methodology for rotation suggested below:
• To be elected Mayor, a Council Member must have been on the council for at least one year.
• A Council Member can only be elected to a one -year Mayor term during their four -year Council
term.
+ It is recommended, however, not required, that the rotation for Mayorship is based on
the number of votes received during the election process.
• Any member of the Council can opt -out or defer their rotation.
The objective of this change is to provide all Council Members the opportunity to become Mayor and
Mayor Pro -tem, as well as neutralize and equalize the Council. Also, this change will enable the Mayor
to provide focused leadership, vision, and energy during a one -year term and will mitigate burnout.
Note: Currently Manhattan Beach and Hermosa Beach have elections every 9 '/z months. Culver City,
Lomita, Palos Verdes, and Rancho Palos Verdes have elections annually. Q
