THE CITY OF EL SEGUNDO AND
GARY V. BUFKIN
THIS FIFTH AMENDMENT ("Amendment ") is made and entered into this 1 day of April
2011, by and between the CITY OF EL SEGUNDO. a general law city and municipal corporation
existing under the laws of California ("CITY "). and GARY V. BUFKIN, an individual
(`'CONSULTANT").
1. Pursuant to Section 15 of Agreement No. 2999, executed April 16. 2002. as amended,
("Agreement"), Section 1(A) of the Agreement is amended to add the Scope of services set forth in
attached Exhibit "A," to this Amendment.
2. Pursuant to Section 15 of the Agreement, Section 2 of the Agreement is amended to extend
the term to September 30, 2012.
3. This Amendment may be executed in any number or counterparts. each of which will be an
original. but all of which together constitutes one instrument executed on the same date.
4. Except as modified by this Amendment. all other terms and conditions of the Agreement
remain the same.
IN WITNESS WHEREOF the parties hereto have executed this contract the day and year
first hereinabove written.

Gary Bufkin provides computer programming and maintenance services for the city's
multi - departmental permit system (Muni Permits). The system currently serves Building
and Safety, Planning, Fire Prevention, Public Works, Police, Code Enforcement and
Recreation &. Parks. Muni - permit allows staff to not only issue permits, but also to track
a development project from beginning to the end.
Description of Services to be Performed by Consultant under task order:
• Modification to existing planning permitting process - to prevent building permit
issuance prior to fee collection and final approval.
• Creation and implementation of on -line permitting.
• Creation and implementation of project level reporting
• Provide database for the new document imaging program
• Modification to various existing plan check and inspection reporting
• Any other modification, enhancement, or maintenance to the existing Muni Permit
system
