August 12, 2015 (revised September 7, 2015)
Stephanie Katsouleas
Director of Public Works
City of El Segundo
350 Main Street
El Segundo, CA 90245
Subject: Richmond Street Additional Work
Stephanie:
Based on the instructions on how to proceed for the subject project per the most - recent city council
meeting, APP is hereby requesting a budget increase to complete the work as described below.
The fee for each additional scope item is in bold following the scope description.
Street and Pedestrian _Lighting, — Although not specifically mentioned in the City's RFP, our
assumption was that the existing street lighting design and construction would be performed by
SCE. However, as the design process has evolved, the design of new street lighting and
pedestrian lighting is being requested by the Project Team. The detailed scope of work is provided
below and will be performed by our traffic subconsultant. ($1,730)
• plan and design LED ped lights in the style comparable to the street lights on adjacent
streets;
• conversion of current street light design to LED;
• design light output and location of all lights /poles on all three blocks of Richmond;
final design and electrical plan for street lighting for PS &E;
• coordination with SCE
Church's Day Care Bid Packa e - As agreed to by the city council, a separate bid package (PS &E)
will be prepared to relocate the chain link fence, sand box retaining wall and other impacted
improvements for the approximately 100 foot length of existing fence. The improvements will be
shifted so that all private improvements are outside of the City right -of -way, which is 10 feet behind
the existing westerly curb face. The specifications will include specific requirements that will restrict
the construction work to the period from December 21, 2015 to January 3, 2016. The area between
the existing back of sidewalk and the westerly City right -of -way line will be reconstructed with
temporary AC pavement. ($2,000)
El Segundo Boulevard Striping Plan - As agreed to by the city council, additional parallel parking
stalls will be added to the north side of El Segundo Boulevard between Richmond and Main Street.
Some minor adjustment of the El Segundo centerline stripe will also be required to provide
adequate WB through lane width and to transition at Richmond and Main. We have assumed the
striping plan will be done using Google Earth for the base geometry, thereby requiring no additional
survey work and that these plans will not require specifications or a title sheet. ($1,035)

Storm Draig at Holl Based on the record drawings provided by the City, there is a County -owned
15" RCP that flows westerly in Holly and outlets to the 39" RCP that flows northerly in Richmond.
Unfortunately, a new connection to a County -owned storm drain is a time - consuming process that
will require County approval. If we proceed with this approval process there will be additional costs
involved. The cost reflected to the right does not include any plan check or other fees requested by
the County and assumes that the City will provide pothole results for the existing water main that
the proposed storm drain lateral will have to cross. ($2,500) Another option includes constructing a
cross -gutter across the easterly side of Holly that will drain the existing low spot near the SE corner
of Holly /Richmond, which would not involve County approval and which would require no additional
scope of work. The City has indicated that we should proceed with the design of a cross -
gutter at no additional fee.
"View Simulation of lands ape — As requested at a workshop with the City, APP will prepare one
view simulation at street level depicting the proposed street lighting and landscaping for Richmond.
The view simulation will be prepared prior to the next council meeting, at which time the council will
determine the final street species and street lighting style. ($2,280)
If any of these tasks are acceptable to you, please provide us with written authorization to proceed.
If you have any questions or require additional information please do not hesitate to call.
Respectfully submitted,
