The parameters include: Capacity: 1,600 vehicles per lane per hour for all through and turn lane! 2,880 vehicles per dual turn (combined) lane per hour 1 M Agreement No. 4845 2. Adjustments for exclusive and optional turn lanes, right turns on red, and other factors are left to the discretion of local agencies to reflect observed operations; however, these adjustments must be applied consistently each year. Please use the attached Sample Highway Monitoring Report as a guide for the preferred format for ICU calculation submissions. Levels of service must be assigned based on overall intersection V/C ratios, as follows: V/C Ratio LOS 0.00-0.60 A 0.61-0.70 B 0.71-0.80 C 0.81-0.90 D 0.91-1.00 E > 1.00 F 4.
