2013 Nov 26 - CC MIN SPCSPECIAL MEETING OF THE EL SEGUNDO CITY COUNCIL TUESDAY, NOVEMBER 26,5:00 P.M. CALL TO ORDER — Mayor Fisher at 5:00 PM PLEDGE OF ALLEGIANCE — Council Member, Atkinson ROLL CALL Mayor Fisher - Mayor Pro Tern Jacobson - Council Member Fuentes - Council Member Atkinson - Council Member Fellhauer - Present Present Present via teleconferencing Present Present PUBLIC COMMUNICATIONS - (Related to City Business Only - 5 minute limit per person, 30 minute limit total). Individuals who have received value of $50 or more to communicate to the City Council on behalf of another, and employees speaking on behalf of their employer, must so identify themselves before addressing the City Council. Failure to do so is a misdemeanor and punishable by a fine of $250. Antonio Mendez, resident, concerned with that recommendations from the public will not be heard. Mr. Mendez asked about elected officials and receiving life long medical benefits. Council Comments: Council members are allowed the same benefits as City employees. UNFINISHED BUSINESS: Consideration and possible action to direct staff to prepare the necessary documents to potentially place ballot measures on the April 2014 election to amend the City's tax codes for purposes of increasing the City's revenues, including but not limited to: potentially eliminating the sales tax credit granted to businesses and create a parking lot tax as part of the City's business license taxes ( "BLT "); increasing the utility user tax ( "UUT "); increasing the transient occupancy tax ( "TOT "); and, imposing a UUT on the residents. (Fiscal Impact: Unknown). David Herbst, on behalf of the Chamber of Commerce, gave a presentation. Council discussion Karl Berger, Assistant City Attorney, answered questions concerning various type of elections. MINUTES OF THE SPECIAL CITY COUNCIL MEETING November 26, 2013 PAGE NO. 1 Consensus by Council (5/0) directed staff to prepare the following necessary documents to potentially place ballot measures on the April 2014 election to amend the City's tax codes for purposes of increasing the City's revenues, including but not limited to: (a) UUT, TOT, airport parking tax and BLT measure; (b) No sunset clause; (c) schedule of tax implementation, for example, years and percentages; (d) Advisory ballot: percentage to facilities (total cost of preparation and construction) and equipment, language to be worked out with City Manager's office; (e) Clause re: suspending or lowering tax rate by Council resolution; (f) Consolidated tax ballot;(g) Lifeline Clause — can we exempt certain categories of taxpayers, or link to PUC ?; (h) Resolution to include representatives from Chamber of Commerce on CIPAC; and (i) UUT applies to both residential and commercial. The Chamber feels the City staff is exceptional and are appreciated. Chris Powell, resident, commented on proper language for an Advisory measure in the upcoming election. Council Member Fellhauer mentioned she would like to discuss Council benefits at a later date.
