Unless otherwise noted in the Agenda, the Public can only comment on City - related business that is
within the jurisdiction of the City Council and /or items listed on the Agenda during the Public
Communications portions of the Meeting. Additionally, the Public can comment on any Public Hearing
item on the Agenda during the Public Hearing portion of such item. The time limit for comments is five (5)
minutes per person.

Recommendation — Approve Warrant Demand Registers and authorize staff to
release. Ratify Payroll and Employee Benefit checks; checks released early due
to contracts or agreement; emergency disbursements and /or adjustments; and
wire transfers.
2. Regular City Council Meeting Minutes of January 18, 2011.

3. Consideration and possible action regarding acceptance of the project for
the rehabilitation of Grand Avenue from Sepulveda Boulevard to Duley
Road Project No • PW 10 -03 (Fiscal Impact: $338,365.52
Recommendation — (1) Accept the work as complete; (2) Authorize the City Clerk
to file a Notice of Completion in the County Recorder's Office; (3) Alternatively,
discuss and take other action related to this item.
4. Consideration and possible action regarding the acceptance of $39,810 in
grant funding from the U.S. Department of Homeland Security, through the
Office of Grants and Training, under Fiscal Year 2008 and 2009 State
Homeland Security Grant Programs ( SHSGP) to pursue regional training
and radio programming (Fiscal Impact: $39,810
Recommendation — (1) Authorize the acceptance of $39,810 in grant funds from
the SHSGP 2008 and SHSGP 2009 grant programs; (2) Authorize the City
Manager to sign an Agreement with the County of Los Angeles who will serve as
grant administrator for both grants; (3) Alternatively, discuss and take other

5. Consideration and possible action to adopt Ordinance No. 1458 approving
Environmental Assessment EA 881, Specific Plan Amendment No. 10 -01,
and Zone Text Amendment ZTA 10 -04 to amend the Smoky Hollow Specific
Plan Land Use Plan and the El Segundo Municipal Code ( "ESMC ")
regulating the permitted uses in the Small Business (SB) and Medium
Manufacturing (MM) Zones (Fiscal Impact• NIA
Recommendation — (1) Waive second reading and adopt Ordinance No. 1458 for
Environmental Assessment EA 881, Specific Plan Amendment No. 10 -01, and

amending the City's Flexible Benefit Plan Document and Summary Plan
Description to reflect changes resulting from the Affordable Care Act of
2010 eliminating the reimbursement of over - the - counter medicine or drugs

6a.Consideration and possible action regarding a request from Tree
Musketeers to waive the permit and inspection fees per El Segundo

Segundo Municipal Code Section 8 -8 -7 D1; (2) Alternatively, discuss and take
other action related to this item.

7. Consideration and possible action to (1) determine which residential
properties will receive City- provided trash collection services when the
City's current residential trash collection contract expires on July 31, 2011;
(2) approve the Trash Subcommittee's recommendation to bid out the
contract for trash collection services and select one of the Subcommittee's
bidding options for a new trash collection contract to begin August 1, 2011.
(Fiscal Impact: Unknown; fiscal impact to the City estimated at $444,906 to
$561,000 depending on City Council Action(s) taken on this agenda item.)
Recommendation — (1) Direct staff to either include or exclude City - provided
trash services for three and four unit properties in the next residential trash
hauling contract; (2) Approve the Trash Subcommittee's recommendation to bid

BACKGROUND AND DISCUSSION:
The City of El Segundo received a letter from Ms. Gail Church, Executive Director, Tree
Musketeers, requesting that the City waive applicable permit and inspection fees for 51 concrete
cut -outs on Douglas Street and 141 tree planting sites in various locations on Douglas Street,
Maple Avenue, Lairport Street and Mariposa Avenue.
The Tree Musketeers is the nation's first nonprofit youth environmental organization where kids
take action to help the planet, teach other kids to become active citizen and community leaders
and acquire leadership skills through urban forestry projects. This year celebrates the El Segundo
24th annual Arbor Day presented by Northrop Grumman on March 12, 2011.
Fees proposed to be waived:

Arbor Day 2011 is set for 9:30am- 12:OOpm on Saturday, March 121'. TREE
MUSKETEERS is pleased to coordinate this event with the City of El Segundo. We
expect some 350 participants for the planting that culminates with a closing ceremony
accompanied by lunch provided by Chevron.
The Department of Recreation and Parks and TREE MUSKETEERS staff have
identified 141 planting sites in various locations on Douglas St., Maple Ave., Lairport
St., and Mariposa Ave. These City easements have little greenery and the addition of
trees will not only beautify and add visual attraction to the mostly industrial area, but
also aid in our overall goal of remaining a city that works to change the course of global
warming.
Concrete cut -outs are required for 51 tree sites. TREE MUSKETEERS has arranged
for a contractor to complete the work pending the appropriate permits required by the
City. With the event quickly approaching, it is with great respect and urgency that we
request assistance in obtaining an Encroachment Permit as well as consideration to waive
applicable permit and inspection fees. In addition to the fee waiver, the following
services are requested from the City to ensure project success:
• Use of the Joslyn Center meeting room on Thursday, March 10`h, from 4:30- 8:O0pm.
• Permission to have trees and materials delivered to the City Maintenance Yard on
Illinois St. during the week of March 7 -11.
• Assistance with transfer of trees and stakes to the project site on March 121i.
• 5 -10 trash collection receptacles.
• Portable stage and sound system.
• Fire Department to water trees at or around 11:30am on March 12`h
Thank you for supporting a project to beautify El Segundo, help combat global
warming, and stimulate community involvement. We look forward to a great event.
