The City Council, with certain statutory exceptions, can only take action upon properly posted and listed
agenda items. Any writings or documents given to a majority of the City Council regarding any matter on
this agenda that the City received after issuing the agenda packet, are available for public inspection in
the City Clerk's office during normal business hours. Such Documents may also be posted on the City's
website at www.elsegundo.org and additional copies will be available at the City Council meeting.
Unless otherwise noted in the Agenda, the Public can only comment on City- related business that is
within the jurisdiction of the City Council and /or items listed on the Agenda during the Public
Communications portions of the Meeting. Additionally, the Public can comment on any Public Hearing
item on the Agenda during the Public Hearing portion of such item. The time limit for comments is five (5)
minutes per person.
Before speaking to the City Council, please come to the podium and state: Your name and residence
and the organization you represent, if desired. Please respect the time limits.
Members of the Public may place items on the Agenda by submitting a Written Request to the City Clerk
or City Manager's Office at least six days prior to the City Council Meeting (by 2:00 p.m. the prior
Tuesday). The request must include a brief general description of the business to be transacted or
discussed at the meeting. Playing of video tapes or use of visual aids may be permitted during meetings if
they are submitted to the City Clerk two (2) working days prior to the meeting and they do not exceed five
(5) minutes in length.

Recommendation — (1) Award a contract to S &L Specialty Contracting, Inc. for
Group 30; (2) Authorize the City Manager to execute a contract in a form
approved by the City Attorney; (3) Alternatively discuss and take other action

7. Consideration and possible action regarding amending a professional
service agreement with Robert Half International in support of Accounts
Payable. (Fiscal Impact: $10,000)
Recommendation — (1) Authorize the City Manager to approve /ammend
Professional Service Agreement on behalf of the City for temporary professional
accounting services as approved to form by the City Attorney; (2) Alternatively,
discuss and take other action related to this item.

8. Consideration and possible action to adopt a resolution supporting the
continuation of the Boeing C -17 Globemaster III cargo plane production
program at Boeing's Long Beach manufacturing facility. (Fiscal Impact:
None)
Recommendation — (1) Adopt the attached resolution supporting the continuation
of production of the Boeing C -17 Globemaster III cargo plane and authorize
appropriate legislative advocacy to promote its continued production in Long
Beach, California; (2) Alternatively, discuss and take other action related to this
item.
9. Consideration and possible action to support the South Bay Regional
Intermodal Transit Center Project in the reauthorization of Safe,
Accountable, Flexible, Efficient Transportation Equity Act: A Legacy for
Users (SAFETEA -LU). (Fiscal Impact: None)
Recommendation — (1) Approve the City Council's support for the inclusion of the
South Bay Regional Intermodal Transit Center Project in the reauthorization of
Safe, Accountable, Flexible, Efficient Transportation Equity Act: A Legacy for
Users (SAFETEA -LU); (2) Authorize the Mayor to sign a letter indicating the
City's strong support for the project; (3) Alternatively, discuss and take other

PUBLIC COMMUNICATIONS — (Related to City Business Only — 5 minute limit per
person, 30 minute limit total) Individuals who have receive value of $50 or more to communicate
to the City Council on behalf of another, and employees speaking on behalf of their employer, must so
identify themselves prior to addressing the City Council. Failure to do so shall be a misdemeanor and
punishable by a fine of $250. While all comments are welcome, the Brown Act does not allow Council to
take action on any item not on the agenda. The Council will respond to comments after Public
Communications is closed.

BACKGROUND AND DISCUSSION:
In 2003, the City Council approved regulations affecting the Parking Structure located at 121
West Grand Avenue. Among other things, the City Council adopted a permit parking program
which assisted downtown businesses in meeting parking requirements set forth in the ESMC.
To continue assisting local businesses and make for street parking available, particularly in these
times of economic downturn, the Dowtown Parking Subcommittee is recommending amending
current regulations affecting the Parking Structure. The Subcommittee noted that encouraging
employees of surrounding businesses to use the Parking Structure, rather than parking on City
streets, would increase parking within the downtown area and consequently attact more visitors.

Accordingly, the Subcommittee directed that the two hour parking time limitations within the
Parking Structure be removed during the day, but be imposed between 6 p.m. and 8 a.m. The
latter restrictions would discourage overnight use of the Parking Structure.
The draft ordinance and resolution would accomplish the City Council's intent. In addition, the
draft resolution would authorize the City Manager, or designee, to identify certain parking stalls
within the Parking Structure as "permit only" parking. This would ensure that those businesses
which already acquired parking permits would have parking stalls available for their employees.
No other changes are proposed with the draft documents.
ORDINANCE NO.
AN ORDINANCE AMENDING EL SEGUNDO MUNICIPAL CODE
SECTION 8 -5E -5 REGULATING PARKING TIME RESTRICTIONS
WITHIN SPECIFIED AREAS.
The city council of the city of El Segundo does ordain as follows:
SECTION 1: ESMC § 8- 5E -5(A) is amended to read as follows:
"8 -5E -5 Parking Prohibited; Exceptions.
A. Except as otherwise provided in this section, it is unlawful for any person
to park or leave standing any vehicle on any street or structure in a
specified area for more than two (2) hours between 6:00 p.m. and 8:00
a.m. Monday through Fridays, inclusive, holidays excepted.
B. Except as otherwise provided in this section, it is unlawful for any person
to park or leave standing any vehicle on any street or structure in a
specified area designated as "permit only" parking.
C. Exceptions. This section does not apply:
To any person parking in a permit stall who possesses a valid
parking permit issued pursuant to this article;
2. To any person holding a valid handicap permit issued pursuant to
this code or the California Vehicle Code; or
3. To any public emergency vehicle."
SECTION 2: If any part of this Ordinance or its application is deemed invalid by a court
of competent jurisdiction, the city council intends that such invalidity will not affect the
effectiveness of the remaining provisions or applications and, to this end, the provisions
of this Ordinance are severable.
SECTION 3: The City Clerk is directed to certify the passage and adoption of this
Ordinance; cause it to be entered into the City of El Segundo's book of original
ordinances; make a note of the passage and adoption in the records of this meeting;

and, within fifteen (15) days after the passage and adoption of this Ordinance, cause it
to be published or posted in accordance with California law.
SECTION 4: This Ordinance will become effective on the thirty -first (31 st) day following
its passage and adoption.

RESOLUTION NO.
A RESOLUTION AMENDING RESOLUTION NO. 4340
REGARDING SPECIFIED AREAS WITHIN THE CITY WHERE
PARKING PERMITS MAY BE USED IN ACCORDANCE WITH
ARTICLE E TO CHAPTER 8 -5.
BE IT RESOLVED by the Council of the City of El Segundo as follows:
SECTION 1: The City Council finds and declares as follows:
A. This Resolution is adopted in accord with Article E of Chapter 8 -5
for the purpose of amending previously established "specified
areas," as defined by that Article and identified by Resolution No.
4340, adopted November 5, 2003 ( "Resolution No. 4340 ");
B. This Resolution relies upon the information set forth in the
administrative record.
SECTION 2: Amendment of Specified Area. Resolution No. 4340 is amended
as set forth in this Resolution. Except as amended by this Resolution, all other
terms and conditions of Resolution No. 4340 remain the same. Section 2 of
Resolution No. 4340 is amended to read as follows:
"In accordance with Article E of Chapter 8 -5 to the El Segundo
Municipal Code ( "ESMC "), the parking structure located at 121
West Grand Avenue is designated as a "specified area" to the
extent that the City owns, leases, or otherwise controls parking
stalls within that structure (collectively, "City Stalls." The City
Manager, or designee, is authorized to designate certain City Stalls
as "permit only" parking."
SECTION 3: Environmental Assessment. The proposed project is exempt
from the requirements of the California Environmental Quality Act (Cal. Pub. Res.
Code §§ 21000, et seq.; "CEQA ") and CEQA Guidelines (Cal. Code Regs. Title
14, §§ 15000, et seq.) in accordance with CEQA Guidelines § 15301 (Class 1 —
Existing Facility) and CEQA Guidelines § 15304 (Class 4 — Minor Alterations to
Land). The project involves a negligible expansion of use; there is only a minor
change in the operation of an existing building and use; and no improvements on
a developed property located in an urbanized area, surrounded by office uses
and having no value as habitat for endangered, rare or threatened species. The
project would not result in significant effects relating to traffic, noise, air quality, or
water quality and it can be adequately served by all required utilities and public
services.
SECTION 4: Effective Date of this Resolution. The effective date of this
Resolution will coincide with the effective date of Ordinance No. , and will
remain in effect unless repealed or superseded.
