The existing one -story, 3,345 square -foot building was remodeled and converted
into a restaurant in 2007. No additional parking is required for a change in use in the
(DSP) Zone. Existing buildings in the (DSP) Zone may change to any use
enumerated in the PERMITTED USES section of the applicable Specific Plan
District without providing additional on -site parking spaces, provided that all existing
parking on -site spaces are maintained and available for use. There are currently two
parking spaces on the property. The existing parking stalls are located at the rear
and will be reconfigured to provide the required trash enclosure needed for the
operation of a new restaurant at this location.
The intended hours of alcohol sale are expected to be during the hours the
restaurant is open. The restaurant's hours of operation will be limited to 11:00 a.m.
to 12:00 a.m. Mondays through Thursdays, 11:00 a.m. to 1:00 a.m. Fridays and
Saturdays, and 8:00 a.m. to 12:00 a.m. on Sundays. Therefore, there will be no
impacts on residential uses in the City. In addition to complying with the
requirements of the City of El Segundo and the State of California Department of
Alcohol Beverage Control the restaurant is subject to County Health Department
regulations that address and monitor impacts of fumes and odors.
No live music or entertainment is proposed within the restaurant areas at this time.
Planning staff reviewed the application and the Director made the necessary
findings to grant an Administrative Use Permit. The attached letter specifies all of
the required findings for the permit.
II. Inter - Departmental Comments
The project applications and plans were circulated to the Police Department and
Building Division for review. The Police Department had no comments. The
Building Division had the following comments regarding the project:
