The applicant proposes to provide for on -site sale and on -site consumption of beer, wine and distilled spirits at a proposed 3,345 square -foot restaurant (a bona fide public eating place) in an existing building at 333 Main Street. CEQA does not require an environmental assessment if the project consists of limited construction and the conversion of an existing small structure from one commercial use to a restaurant where only minor modifications are made. Administrative Use Permit 07 -06 AUP Finding No. 1 There is compatibility of the particular use on the particular site in relationship to other existing and potential uses within the general area in which the use is proposed to be located. Facts in Support of AUP Finding No. 1 The applicant proposes to provide on -site sale and on -site consumption of alcohol in a proposed restaurant. The approximately 3,345 square -foot restaurant will occupy an existing single -story building. The restaurant will contain a counter bar area, two banquet rooms and general dining seating. The large banquet room will contain 18 seats and the small banquet room will contain 10 seats. The general dining area will have 56 seats and the bar will have 11 seats. The restaurant will contain a total of 95 seats. 2. The restaurant must obtain a State of California Alcohol and Beverage Control (ABC) license for on -site sale and consumption of alcohol (Type 47). 3. The surrounding land uses include: commercial retail, offices, residential and restaurants. The proposed restaurant use which will serve alcohol will be compatible with the surrounding uses. 4. The intended hours of alcohol sale are expected to be during the hours the restaurant is open. The restaurant's hours of operation will be limited to 11:00 a.m. to 12:00 a.m. Mondays through Thursdays, 11:00 a.m. to 1:00 a.m. Fridays and Saturdays, and 8:00 a.m. to 12:00 a.m. on Sundays. 5.
