There will be no cost for COPLINK during the first three years; however, there are start-up
costs that are required by the West Covina Service Group (WCSG). The WCSG, which
provides our computer aided dispatch and records management system require a Structured
Query Language (SQL) server to be placed outside of their firewall. This is required to protect
the integrity of our original data and the WCSG system. Asset forfeiture funds will be used to
purchase the SQL server ($8,000) and for annual maintenance ($2,000) with WCSG.
COPLINK/RTIIS will extract our replicated data, needed for analysis, from our SQL server.
The information is then compared to contacts, arrests, citations and field interview cards made
by other law enforcement agencies through out the county searching commonalities and
linking patterns.
The regional sharing of crime information will mark a significant milestone for the law
enforcement community through out Los Angeles County. RTIIS will enhance our ability to
protect our community, and nation, against terrorism and will assist in our fight against crime.
Similar COPLINK systems are currently operational in Orange and San Diego counties.
