AGENDA DESCRIPTION:
Consideration and possible action regarding the approval of a Memorandum of Agreement
between the City of El Segundo and the Los Angeles Regional Integrated Law and Justice
Project ( LARILJP) to share crime and suspect information with other law enforcement
agencies across the region. (Fiscal Impact – $10,000)
RECOMMENDED COUNCIL ACTION:
(1) Authorize the City Manager to execute a Memorandum of Agreement, approved as to form
by the City Attorney, between the City of El Segundo and LARILJP to share crime and suspect
information with other law enforcement agencies across the region; (2) Alternatively, discuss
and take other action related to this item.
BACKGROUND & DISCUSSION:
The Los Angeles Regional Integrated Law and Justice Project Governance Committee was
established by the Los Angeles County Police Chiefs' Association on September 16, 2004 to
develop the Regional Terrorism Intelligence and Integration System (RTIIS). The desired result
was to be able to share crime information, without regard to jurisdictional boundaries, among
Los Angeles County law enforcement agencies.
A regional solution was identified and COPLINK, an off- the -shelf software product that
connects disparate information sources, was selected. The Los Angeles Police Department
and Los Angeles County Sheriffs Department have secured start-up grant funding.
