Under the implementation deadlines that are applicable to the City, 20% of all vehicles must
be in compliance by December 31, 2007 (see chart below for affected vehicles). Additional
deadlines are that 60% compliance needs to be achieved by 2009 and 100% compliance by
2011. Public Works staff is proposing to retrofit two vehicles this year using available
unallocated equipment replacement funds and utilizing a "piggyback" cooperative purchase
order already executed by the Metropolitan Water District. A City of El Segundo purchase
order will be assembled by staff and reviewed by the City Attorney prior to the City Manager
execution. This purchase method will be beneficial to the City and expedite the purchase of
these filters. By being proactive in the conversion of City vehicles, staff plans to be in full
compliance of the new regulations prior to the December 31, 2011 deadline.

Piggybacking with MWD
As stated in the attachment, the California Government Code 6500 allows the participation of
other public agencies with the contractor's acceptance (also attached) to participate in this
award of contract to Ironman Parts & Services. The MWD purchase order is attached.
Carbon /Particulate Footprint
By retrofitting this diesel particulate filter component "in -line" to the exhaust system, the
combined filters on the two vehicles will not change the CO2 emissions emanating from the
vehicles but will restrict the amount of particulates that would otherwise disperse into the
atmosphere. It is estimated that the filters will reduce particulate emissions by 50 kilograms per
year.
BACT
Of the four choices of BACT, this proposal to retrofit these two vehicle engines (bolded) is
listed below:
• Engine certified to 0.01 g /bhp -hr* PM standard (2007 engine) or
• Engine certified to 0.10 g /bhp -hr PM and retrofit with highest level verified diesel
emission control strategy (DECS) or
• Alternative -fuel, gasoline, or heavy -duty pilot ignition engine certified to the lowest
optional PM standard or
• Existing engine retrofit with highest level verified DECS.
