appreciation to City Clerk, Cindy Mortesen and all Municipal Clerks for the vital

Group, Inc for design engineering and construction support services for the Douglas Street
Gap Closure /Railroad Grade Separation Project (Fiscal Impact = $1,391,153 05) and
authorize the Mayor to execute the agreement on behalf of the City contingent upon
Caltrans' approval of the consultant pre -award audit MOTION PASSED BY UNANIMOUS

Authorize staff to solicit proposals for the Downtown Specific Plan Improvements
(estimated consultant cost = $500,000, approve Capital Improvement Project) and
approve an additional $1,200,000 funding from General Fund revenues for the
improvements and design on the 100 and 200 blocks of Main Street and those on
Grand Avenue
Mayor ProTem Jacobs not - participating due to a possible conflict of Interest

proposals for the Downtown Specific Plan Improvements (estimated consultant cost = $500,000,
approved Capital Improvement Project) and approve an additional $1,950,000 funding from the
Infrastructure Replacement Fund consisting of $1,200,000 for the improvements and design on
the 100 and 200 blocks of Main Street and the Grand Avenue median and $750,000 for the 500
block of Main Street, and to include a design evaluation to include 4 lanes on Main Street with

BACKGROUND & DISCUSSION
For several years, the El Segundo Cub Scout Pack 968C, in conjunction with Pacifica District
BSA, have held a soapbox derby in the City The route, the same as last year, requires the
closure of Grand Avenue from Arena to Eucalyptus from 12.00 noon to 5.00 p.m on Saturday,
July 21, 2001 Although the Cub Scouts organize the event, all youth groups, grade one -five
are invited to participate The El Segundo Cub Scouts will provide liability insurance The
sponsors will use volunteers for traffic, crowd control and clean up. City support will include
one motor officer and one cadet, compensated at time and one -half overtime rate, and RSVP
volunteers from the Police Department. Sign posting and traffic delineator delivery will occur
during the workweek by the Street Department and no crew will be required the day of the
event As in the past, the FY 2000 -2001 budget has included provision for City expenses in
connection with this event

control and that you inform the RTD Bus Lines In addition, we will need to
use the barricades from the Water Department and have them dropped off the
day before the race as in the past.

new Code, prepared by Sterling Codifiers, Inc , is a compilation of all ordinances,
including any changes made to them, as approved and adopted by the City
Council, through September, 2000, excluding Title 6, Animal Control, as this title
has already been amended as required No significant changes have been
made to the Code other than ensuring conformity when citing State and Federal
Law and minor editing where language was unclear or inconsistent with
previously approved changes in job titles, referenced departments, etc
Sterling Codifiers, Inc will provide continuous supplement service, whereby each
newly adopted ordinance amending, altering, adding or deleting provisions of the
El Segundo Municipal Code will be identified and inserted in official copies
Currently, details are being worked out to enable the code to be available on the
City web site Council will be updated as plans are formulated

CALIFORNIA ADOPTING THE CITY OF EL SEGUNDO, CALIFORNIA
MUNICIPAL CODE
BE IT ORDAINED by the City Council of the City of El Segundo, California, as follows
Section 1: From and after the date of passage of this ordinance, the City Code of
the City of El Segundo, California prepared by Sterling Codifiers, Inc containing the
compilation of all ordinances of a general nature together with the changes made to said
ordinances, under the direction of the governing body of the City, shall be accepted in all
courts without question as the official code and law of the City as enacted by the Mayor
and City Council
Section 2: There is hereby adopted, as a method of perpetual codification, the
loose -leaf type of binding together with the continuous supplement service, provided by
Sterling Codifiers, Inc., whereby each newly adopted ordinance of a general and
permanent nature amending, altering, adding or deleting provisions of the official City
Code is identified by the proper catchline and is inserted in the proper place in each of the
official copies, one copy of which shall be maintained in the office of the City Clerk,
certified as to correctness and available for inspection at any and all times that said office
is regularly open
Section 3: All ordinances of a general nature included in this official City Code
shall be considered as a continuation of said ordinance provision and the fact that some
provisions have been deliberately eliminated by the governing body shall not serve to
cause any interruption in the continuous effectiveness of ordinances included in said
official City Code All ordinances of a special nature, such as tax levy ordinances, bond

WHEREAS, an apphcahon was initiated by the City Council of the City of El
Segundo to prepare an amendment to the Downtown Specific Plan, and
WHEREAS, an Initial Study was prepared pursuant to the requirements of the
California Environmental Quality Act (CEQA), Cal Public Resources Code Section
21000 et seo The Initial Study demonstrated that the project would not cause any
significant environmental impacts Accordingly, a Mitigated Negative Declaration
(MND) was prepared and circulated for public review and comment between April 21
and May 11, 2000, and
WHEREAS, the Planning Commission and City Council reviewed the project
and supporting evidence with the authority and criteria contained in the California
Environmental Quality Act, State CEQA Guidelines and the City of El Segundo
Guidelines for the Implementation of the California Environmental Quality Act
(Resolution 3805), and,
WHEREAS, the City Council adopted the Mitigated Declaration on August 1,
2000, and,
WHEREAS, there have been no changes in the area that would change the
conclusion of the determination of no significant impacts, and,
WHEREAS, the Mitigated Negative Declaration analyzed the impacts of housing
in the Downtown Specific Plan area, and,
WHEREAS, on April 12, 2001 the Planning Commission did hold, pursuant to
law, a duly advertised public hearing on such matter in the Council Chambers of the City
Hall, 350 Main Street, and notice of the public hearing was given in the time, form and
manner prescribed by law, and adopted Resolution No 1319 recommending approval of
Amendment 1 of the Downtown Specific Plan No 01 -03 and General Plan Amendment
No 01 -1, and,
WHEREAS, at the duly scheduled meeting of the City Council of the City of El
Segundo on May 1, 2001, a duly advertised public hearing was held on this matter in the
Council Chamber of the City Hall, 350 Main Street, and,

WHEREAS, opportunity was given to all persons present to speak for or against
the findings ofDTSP Amendment 1 No 01 -03 and GP Amendment No 01 -1, and,
WHEREAS, at said hearing the following facts were established
1 The Downtown Specific Plan area is located in the northwest quadrant of the
City of El Segundo The General Plan land use designation and zoning for the
site is Downtown Commercial and Public Facilities
2 Surrounding land uses in the area are generally residential in nature, one to
three stones in height The surrounding area and project area is a fully
developed urban environment
3 The El Segundo High School campus, the Library and Library Park are
located north of the Specific Plan area on Main Street To the east and west of
the 500 block of Main Street (on Richmond and Standards Streets) is a Two -
Family Residential (R -2) Zone, developed mainly with duplexes and two -
family dwellings
4 To the west of the balance of the Specific Plan boundary (on Richmond and
Concord Streets) is mainly Multi - Family Residential (R -3) zoning, which is
developed with small (3 -12 unit) apartment and condominium complexes
Further beyond the R -2 and R -3 Zones, (on Concord and Virginia Streets) is
Single- Family (R -1) Residential zoning and development
5 To the west of the Specific Plan area there are also a few parcels zoned
Downtown Commercial (C -RS), and Neighborhood Commercial (C -2) on
Grand Avenue, and Parking (P) on El Segundo Boulevard The development
on these sites is also consistent with the zoning, and includes one to two story,
low- density (0 5 to 10 floor area ratio) commercial construction, and a
surface parking lot
6 To the east of the 400 block of Main Street is a Two - Family Residential (R -2)
Zone on Standard Street, again developed consistent with the zoning
designation
7 To the east of the 300 block of Main Street is largely Multi - Family
Residential (R -3), developed similarly to the areas to the west of the Specific
Plan boundary Additionally, there are a few parcels zoned and developed as
Parking (P), on Standard Street, and Downtown Commercial (C -RS), on
Grand Avenue, similar to the west of the Plan area
8 To the east side of the 200 block of Main Street, on Standard Street, is an area
that is also zoned and developed as Downtown Commercial (C -RS), again
with similar commercial uses and densities

9 To the east of the 100 block of Main Street, on Standard Street, is a small
industrial zone within the Smoky Hollow Specific Plan area with a zoning
designation of Small Business (SB) The land uses in this area (light
industrial, warehousing etc ) are consistent with the zoning South of El
Segundo Boulevard is the Chevron Refinery, which is zoned Heavy Industrial
(M -2), consistent with the land use
10 The majority of the 100 block of the east side of Richmond Street is a surface
parking lot for the Chevron Refinery immediately to the south Smaller
Chevron parking lots also occupy the west side of Richmond and the 100
block of Main Street There are four small City owned surface parking lots
with a total of approximately 115 parking spaces, which are open and free to
the public, within and immediately adjacent to the Plan area
11 Plant species present are those that are commonly used for landscaping
purposes or which have adapted to urban environments There is no known
rare or endangered animal species associated with the project site, or project
locale
ENVIRONMENTAL ASSESSMENT
That the City of El Segundo has prepared an hutial Study and, an
accompanying Mitigated Negative Declaration which was made available to
all local and affected agencies and for public review and comment m the time
and manner prescribed by law The Initial Study concluded that the proposed
project will not have a significant adverse effect on the environment, and a
Mitigated Negative Declaration of Environmental Impact was prepared
pursuant to the Califorma Environmental Quality Act (CEQA) The City
Council adopted the Mitigated Negative Declaration on August 1, 2000
2 That when considering the whole record, there is no evidence that the project
will have the potential for an adverse effect on wildlife resources or the
habitat on which the wildlife depends, because the project is in -fill
development in a built -out urban environment
GENERAL PLAN AND ZONING CONSISTENCY
That the proposed use is consistent with the following General Plan goals, policies,
programs, and objectives
I The General Plan Land Use designation for the site and zoning is Downtown
Specific Plan (DSP)

2 The proposed amendment to the Downtown Specific Plan would allow
tenant/business owner housing above the first floor in the Downtown Specific
Plan area The addition of tenant/business owner housing as a permitted use in
the Plan area would be an insignificant increase in density
3 The goals, policies, programs, and objectives which apply to the proposed
project are contained within the Housing Element including, H 4, H 4 -1, and
H 4 -1 1 The Specific Plan is consistent with the Housing Element in that
residential uses will be permitted, and increased densities will be allowed,
providing the opportunity for a diversity of housing types, prices and tenure
WHEREAS, the permitted residential use shall promote residential use in the
downtown area without increasing traffic trips to the extent that such would be increased
by restricted residential use, and
WHEREAS, the restricted residential use shall act to provide additional security
with respect to the business and residential uses in the downtown area
NOW, THEREFORE, BE IT RESOLVED that the City Council adopts
Amendment No. 01 -03 to the Downtown Specific Plan and General Plan No 01 -1 as
follows
SECTION 1. The Downtown Specific Plan is hereby amended to reflect the
addition of tenantfbusmess owner residential uses The corresponding changes to the
Downtown Specific Plan as set forth in Exhibit A, attached hereto and incorporated
herein by this reference, are also hereby approved
SECTION 2. The 1992 General Plan Summary of Existing Trends Buildout
(Exhibit LU -3) of the Land Use Element is hereby amended to reflect the reflect the
addition of residential uses in the Downtown Specific Plan The corresponding changes
to the Land Use Element as set forth in Exhibit B, attached hereto and incorporated
herein by this reference, are also hereby approved
SECTION 3. The Land Use designations ( "Commercial Designations"
subsection) of the Land Use Element is hereby amended to reflect the addition of
tenant business owner residential uses in the Downtown Specific Plan The
corresponding changes to the Land Use Element as set forth in Exhibit C, attached hereto
and incorporated herein by this reference, are also hereby approved
SECTION 4. This Ordinance shall become effective at midnight on the

VII. PARKING
1 Purpose -
The purpose of this section is to provide for adequate parking standards, to assure that
parking spaces shall be suitably maintained and available for the use of the occupants of
the site and to mitigate potential associated on- street parking and traffic circulation
problems throughout the Downtown and surrounding areas
2 General Provisions -
a No use or building shall be established, erected, enlarged or expanded unless
parking facilities are provided and maintained as required by this Section
b Parking facilities should be designed so that a car within a facility will not have to
enter a street to move from one location to any other location within the same facility
c Bumpers or tire stops a minimum 6 inches in height shall be provided in all parking
areas abutting a building, structure, sidewalk, planting area, street or alley
d All tandem parking spaces, where allowed, shall be clearly outlined on the surface of
the parking facility
e, Parking facilities in all Districts shall be designed in such a manner that any vehicle
on the property will be able to maneuver as necessary so that it may exit from the
property traveling in a forward direction However, cars may exit onto an alley
traveling in a reverse direction
f Where the application of the following cumulative parking schedules results in a
fractional space of 5 or greater, the number of required parking spaces shall be
rounded up to the next whole number
g No vehicular use area, except driveway access to a property, for any residential use

8 Joint Use and Off -Site Parking Facilities-
Parking spaces may be joint use or located off -site on a different lot or lots, subject to
approval of a parking demand study and a parking agreement. The Director of
Community, Economic and Development Services may approve a parking demand study
for joint use and off -site parking for fewer than 10 spaces The Planning Commission
shall review any point -use and off -site parking for 10 or more spaces The agreement
shall be recorded in the office of the County Recorder, prior to the issuance of a Building
Permit The agreement may include conditions as the Director of Community, Economic
and Development Services or the Planning Commission deems appropriate
Sites with Transportation Systems Management (TSM) and Transportation Demand
Management (TDM) Plans -
The number of required parking spaces may be further modified subject to approval of a
Transportation Systems Management or Transportation Demand Management Plan,
pursuant to the procedures and requirements of Chapters 20 55 and 20 56 of the El
Segundo Municipal Code
10 Existing Buildings with Permitted Uses -
Existing uses in an existing budding may change to any other use enumerated in the
PERMITTED USES section of the applicable Specific Plan District without providing
additional on -site parking spaces, provided that all existing on -site parking spaces
provided in connection with the building or structure shall be continued and available for
use with the subject building
11 Failure to Maintain Required Parking -
In the event parking facilities required to be provided under this Section, or required
pursuant to any application approved in accordance with this Section, are not
maintained, the Director of Community, Economic and Development Services may
revoke and cancel the certificate of occupancy issued for such structure, Prior to such
revocation, the Planning Commission shall hold a public hearing in accordance with the
public hearing procedures provided in Chapter 20 90, Procedures for Hearings, Notices
and Fees, of the El Segundo Municipal Code. However, If It appears that failure to
maintain such required parking was reasonably beyond the control of the person
required to maintain the same, the certificate of occupancy shall not be revoked until the
owner has had at least 90 days to reestablish the minimum required parking In the
event the certificate of occupancy is revoked, the premises covered thereby shall not be
occupied or used for any purpose until a new certificate of occupancy has been issued.

power and signal plan, tin interior and landscape lighting plan, fire alairn, and communication
design, HVAC, and Title 24 forms.
Adventure Park: Budlong & Associates' project for the L.A County Parks & Recreation
Department included MP&F engineering for the addition of a gymnasium building (11,500 sq. ft.)
and renovations of the multipurpose building (including the kitchen layout to increase space and

Our insurance agent, Dealey Renton & Associates has sent to the Department of Public Works for
the County of Los Angeles certification of our insurance coverage, A copy of that certificate is
enclosed along with a completed Affirmative Action Policy and Program fbrin.
Our understanding of Phase One of the project is as follows:
I'hc area being upgraded is known as Recreation Park. This patio and the infrastructure are
approximately 45 years old with no improvements nr upgrades on the electrical system, The main
switchgear and distribution center is outdated and does not provide C.F 1, proloction.
These, along with most sub - panels, will be replaced. Mint of the electrical distribution and
secondaries aie supplied through deteriorated underground, rigid steel conduits and will be replaced
with all new electrical PVC. The pmjec:t has a budget amount of $215,000, including design cost

In oider to accomplish this our work would include:
The Electrical design and monitoring of the park -wide replacement anti upgrade of the electrical
systems including sub- panels and distribution, a new additional service conversion to computer
c:ontrollud lighting anti irrigation systems; and provisions for tele- communications, alanns, fiber
optic system, etc. The main switchgear and distribution center, and most sub - panels will be
replaced (currently supplied through deteriorated underground rigid steel conduits) with all new
electrical PVC:.

Identify, label, relocate and reconnect all electrical equipment that is identified to be kept

services along with spare.- for future. All interior court lighting lc be supplied from this

Reconfigure the electrical and lighting demands park -wide, and split the loads and
redisinbute them to the new sources or locations as described below.
Pcrlor n a loud test to determine if the farthest 120V lighting load can be served from a
transformer in the electrical room if so, place the new transformers and lighting control
boards in the electrical room, removing approximately nine (9) exterior lransfanners.
if not, relocate the secondary circuits for the field lights over to the appropriate servicc
closest to the individual field. These areas and services will be designated during the design
phase and de wribcd briefly below
• Add a new 400 amp service in the newer concession (the Octagon building) serving George
Brett Field. All field lighting and walkway lighting in the George Breit Field anti the picauc
area to be fed from this faclity.
• Upgrade the set-vice and transformer to it 200 -250 anti) service at the Joslyn Center, allowing
for future growth Possible walkway lighting and minor area lighting maybe supplied from
this service
• At Lucalyptus Street, "both concessions", upgrade the services, removing the oxteria
transformers at each facility, sizing them to accommodate future needs. Also to include
the load and distribution for the field lighting directly associated with each building that will
he transferred to each.
• Tins project will include a triple run of dositpialed conduits to each facility including
termination into a junction box at the clubhouse or proposed new community center
property tine. Those conduits will accommodate tole- communication, computer controlled
circuits, and alarm, systeirrs as further determined during this design.
• All fields, interior courts, walkway lighting, and imgution systems will he controlled by
computer from any facility or at designated areas determined later.
• This phase will include all new underLgound conduits, vaults, and transformers, where
needed, with circuits to supply power to each lighting loop at each filed,
The polo-to -pole connections and other secondary circuits will not take place until Phase Two
Work by City Staff includes cutting, removal and replacement of all concrete and asphalt.

transportation purposes
RECOMMENDED COUNCIL ACTION.
Adopt the resolution, accept receipt of the Traffic Congestion Relief funds and
approve the proposed use of those funds
BACKGROUND & DISCUSSION
The Transportation Congestion Relief Fund AB 2928 provides approximately $1
billion directly to cities and counties for preservation, maintenance and
rehabilitation of the local street and road system. In fiscal year 2000 -2001 the bill
allocated $400 million one -time to cities and counties, of which the City of El
Segundo received $120,203 The proposed use of the funds is toward the
reconstruction of Duley Road, which is a project expected to be included in the
2001 -2002 CIP budget
Use of these funds requires Maintenance of Effort (MOE) to be adopted by the
City Council, in compliance with Government Code Section 14556 26 This MOE
is a condition of continued funding and certifies that the City of El Segundo will
maintain Its current level of General Fund expenditures for transportation
purposes, which is calculated based on the average spent on street and highway
purposes over the last three years (1996 -97, 1997 -98, 1998 -99)

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EL SEGUNDO, CALIFORNIA
CERTIFYING THE CITY WILL SUSTAIN ITS LEVEL OF EXPENDITURES FOR
TRANSPORTATION PURPOSES
WHEREAS, AB 2928, known as the Transportation Congestion Relief Fund, provides
approximately $1 billion directly to cities and counties for preservation, maintenance and
rehabilitation of the local street and road system, and
WHEREAS, the City of EI Segundo is in receipt of $120,203 25 for fiscal year 2000-
2001, and
WHEREAS, use of these funds imposes an MOE provision (per Government Code
Section 14556.26) which requires cities to maintain their current level of General Fund
expenditures for transportation purposes, and
WHEREAS, the formula is calculated on the average over the last three years (1996 -97,
1997 -98 and 1998 -99) of city expenditures from the General Fund for street, road and highway
purposes,
NOW, THEREFORE BE IT RESOLVED, that the City Council of the City of El Segundo,
California will sustain its level of General Fund expenditures for transportation purposes in
compliance with Government Code Section 14556 26

BACKGROUND & DISCUSSION*
The Federal Aviation Administration has approved $1,000,000 in funding for
Phase 8 of the City's Residential Sound Insulation Program In accordance with
the FAA and Los Angeles County Community Development Commission
program guidelines, staff has developed a plan for Phase 8 to insulate
approximately 50 homes Phase 8 is Internally funded, ultimately requiring no
City funds Other sources of funds will be used in helping reduce the cost to
each participant Including the County through the Community Development Block
Grant (CDBG) program (available August 2001) and from the out -of -court
settlement On average a single- family dwelling owner participating in the
program can expect to pay $6,000 Multi -family owners will pay $3,500 on
average

It is estimated that Phase 8 will cost approximately $1,250,000 For each unit the
FAA would provide 80% of program funding CDBG would provide 20% funding
for only qualified CDBG candidates Non -CDBG qualified participants would be
responsible for the 20% program cost not covered by the FAA $3,000 would be
drawn from available settlement funds for each non -CDBG participant and
applied to reduce the homeowner's cost

Staff recommends a continuation of the existing program policy Specifically, the
policy has been to serve the "most Impacted to the least Impacted" homes and
the distribution between single family and multiple family dwellings is proportional
to the current mix of 47% single family 53% multiple family homes
Within the next few weeks, staff will submit an amendment to Wyle Laboratories'
existing contract and scope of work to complete Phase 8 In the Interim, Wyle
will also continue their overall program management role, recently extended by
Council, until the Program Coordinator position Is filled
Recently the FAA has notified staff that a $ 2 million grant Is available for use in
Phase 9 Staff will return to City Council for approval of Phase 9 and the release
of a RFP for technical consultation in the near future
