4 Approval of Amendment Number 5 to the City's Contract Number 2737 of November 15,
1999 with Wyle Laboratories Inc. (Wyle) to extend the time Wyle provides in program
management of the City's Residential Sound Insulation (RSI) Program This amendment
continues Wyle's current project management service for up to 6 months at a cost not to
exceed $10,000 per month, or $60,000 total.
Recommendation — Approve Amendment Number 5 to City Contract Number 2737 and
authorize the Mayor to execute the Amendment upon approval of the City Attorney.
Consideration of a California Defense Retention Grant Program Application to the State of
California — Technology, Trade and Commerce Agency
Recommendation - Approve filing of grant application with qualification.
License Agreement with Boeing Satellite Systems for installation of underground

Recommendation — Authorize staff to solicit proposals from qualified consultants.
11 Request for the City Council to implement a Communications Training Officer (CTO)
program and increase the authorized staff level for Senior Dispatchers to provide more
sui)ervisory coverage No cost from the General Fund, $17,800 from Asset Forfeiture
Recommendation —
a) Approve the creation and implementation of a CTO program for the newly
formed dispatch center.
b) Increase Senior Dispatcher authorized staff level to 4 positions; and reduce full -
time Communications Dispatcher authorized staff level to 13 positions, thus

1332 This ordinance reflects the legislative action required by the City Council to effect
the creation of the Administrative Services Department and the position of Director of
Administrative Services The creation of an Administrative Services Department, as the
Council is aware, is the culmination of the staffs desire to "flatten" the organization and
make more efficient the services provided by the Finance and Human Resources
Departments Ordinance No 1332, if approved, will be effective October 1, 2001, at
which time the reorganization of the Human Resources and Finance Departments will
be complete

WHEREAS, the E1 Segundo Municipal Code provides that the
City Council may from time to time by Ordinance designate
departments, appointive officers, or employees of the City; and
WHEREAS, it is in the best interest of the City to list all
existing City departments in the Municipal Code and officers
excluded from the Personnel Merit System; and
WHEREAS, it is in the best interest of the City to create a
Department of Administrative Services, which combines the Human
Resource and Finance functions of the organization, and whereas,
it is in the best interests of the City to eliminate the Director
of Finance position, create the Director of Administrative
Services position and reassign some duties of the Assistant City
Manager
NOW THEREFORE, THE CITY COUNCIL OF THE CITY OF EL SEGUNDO

on when a new program manager is hired This recommendation is made based
on Wyle's excellent past performance for the City and reasonable cost
For reference purposes, authorization to proceed with Phase 8 of the RSI

BACKGROUND & DISCUSSION'
Staff is seeking authorization to submit an application, with the support of the Los
Angeles Air Force Base (Base), to the State of California — Technology, Trade
and Commerce Agency for $50,000 in matching grant funds That is, the City
would be required to match the amount of state funds with its own funds The
funds would be used to prepare a Specific Plan for the 42 -acre portion of the
Base south of El Segundo Boulevard known as Area A that the Air Force wishes
to privatize Staff estimates the cost of preparing a Specific Plan at $100,000
A Specific Plan would allow the City to proactively plan and direct the preparation
of development policies and standards for the site while working with the
selected developer In the absence of a Specific Plan, the developer would
complete planning efforts independently and the City would review and process

Because an RFP must be prepared for the selection of a consultant; and
because the Air Force will not select a developer until later this year (according to
current schedules), the preparation of a Specific Plan could not begin until FY
2001 -02 Therefore, the City share of the matching funds would be subject to
City Council approval as part of the FY 2001 -02 budget process It should be
noted that the possibility exists that the State would not approve a full match
Should that be the case, it is recommended that the City Council authorize filing

Boeing Satellite Systems has requested permission to install an estimated 3,000 linear
feet of 4" diameter communication conduits in the Imperial Highway rights -of -way, as
shown on the attached map
The License Agreement provides for an annual franchise fee based on a unit fee of
$0 1276 per linear foot of conduit, adjusted annually in accordance with the Consumer
Price Index (CPI) This recommended fee is consistent with the $0 1237 per linear foot
(and adjusted to Consumer Price Index) currently charged to Hughes Space and
Communications under an April, 2000 agreement for installation of similar
communication conduits
Staff recommends that the City Council approve the License Agreement with Boeing

LICENSE AGREEMENT
THIS LICENSE AGREEMENT ( "Agreement ") is entered into this day of
, 2001 ( "Effective Date ") by the CITY OF EL SEGUNDO,
CALIFORNIA, a municipal corporation ( "City ") and by BOEING SATELLITE SYSTEMS,
INC ( "BSS'), a Delaware corporation.
WHEREAS, the City is the owner of certain public street rights -of -way commonly
known as IMPERIAL HIGHWAY, SEPULVEDA BOULEVARD, AND SELBY STREET, in
the City, as shown on the maps attached hereto as Exhibit A; and
WHEREAS, BSS wants to receive permission to perform certain acts upon,
under, along and across the property described above, specifically to install and
maintain 4" PVC communications conduits,
NOW, THEREFORE, it is agreed as follows:
1 The City, for and in consideration of the full and prompt performance of
the things to be performed by BSS as hereinafter set out and contained, hereby grants
to BSS subject to termination as hereinafter provided and under the terms, conditions
and provisions hereinafter contained, a temporary, non - exclusive, non - possessory
license to lay, construct, maintain, operate, repair and remove a series of
communications conduits in, under, along and across those certain public street rights -
of -way situated in the City of El Segundo, County of Los Angeles, State of California
described herein above
2 Said communications conduits shall be for the exclusive use of BSS and
installed in the general locations shown on Exhibit A (enclosed herewith and hereby
made a part thereof) and as more specifically to be shown on maps to be filed with the
City Director of Public Works subject to the approval of the City which are incorporated
herein by this reference and made a part hereof BSS shall not lease or otherwise
transfer the use of any portion of the capacity of the telecommunication conduit that is
the subject of this agreement to any third party without the express, written consent of
the City
3 BSS shall submit engineering plans and specifications for the installation
of conduits These plans shall be prepared by a State of California licensed
professional engineer.
4 All work within the public street rights -of -way shall be in accordance with
the City Standards, and the Standard Specifications for Public Works Construction and
shall require a City Department of Public Works Excavation permit.

5. BSS shall pay an annual License Agreement Fee to the City. This fee
shall for the first year be $382.80. This fee has been computed on a unit fee rate of
$0.1276 / lineal foot / year of each separate conduit and total estimated installation of
3,000 linear feet of A" diameter conduit. This fee shall be adjusted each year (from the
effective date of the agreement) based on the change in the Consumer Price Index, for
the Los Angeles Area as issued by the United States Department of Commerce.
6 BSS shall bear all costs of expenses in connection with the construction,
maintenance, operation or repair of said communications conduits installed pursuant to
this Agreement so long as this Agreement shall remain in effect.
7 BSS shall not unreasonably interfere with or obstruct the public use of said
street rights -of -way, and shall promptly and properly backfill any excavations made by
or for BSS as a part of installing the communications conduits and appurtenances Both
parties shall use their best efforts to cooperate in the construction, maintenance,
operation or repair of the communications conduits
8 The City reserves the right to change the grade of any street or road over
which this License is granted or to locate or relocate municipal water pipes, sewer lines
or any other city owned subsurface installations, and BSS shall within thirty (30) days
after demand by the City, start to relocate the location of all affected conduits, and
appurtenances laid, constructed or erected hereunder, so as to conform to such
changes in grade, or such location or relocation of subsurface installations and proceed
diligently to complete such relocation, all at the sole expense of BSS. In case BSS shall
fail to comply with the City's instructions given therefor, the City may cause the work
required to be done by others and shall keep an itemized account of the cost thereof,
which BSS shall pay immediately upon its being presented with said accounting as
hereinafter set forth
9 If any street or portion thereof along, across, or under which said
communications conduits are installed or maintained hereunder, shall be damaged by
reason of the usage of the conduits, or by reason of any other cause arising from the
operation by BSS of said communications conduits, BSS shall, at its own cost and
expense, immediately repair any and all such damage and restore said street or portion
thereof to as good condition as before such usage or cause of damage occurred, 'such
work to be done under the direction of said Director of the Department of Public Works,
and to his or her satisfaction
10 BSS and its employees and agents, at any and all times when necessary,
shall have reasonable access to the communications conduits. However, BSS shall
comply with all applicable provisions of the city's Municipal Code and shall ensure that
all materials furnished and used in installation of said communications conduits conform
to the City standards for such type of work and improvement. All designs, materials,
and work shall be subject to the approval of, and finished to the satisfaction of, the City.

11 The License granted herewith is temporary only and may be revoked by
the City at any time on ninety (90) days written notice of such revocation to BSS, which
right the City does specifically reserve. Such revocation may be made for any reason
wnich the City. in the exercise of its sole but reasonable discretion, deems sufficient.
No such revocation, however, shall be made or ordered unless and until BSS is
afforded an opportunity to be heard on the question of such revocation upon at least ten
(10) days prior written notice to BSS of the time, place and purpose of such hearing.
The decision of the City in said matter, however, shall be final and conclusive
12. In the event the License granted herewith is revoked, BSS shall at its own
cost and expense, promptly remove from the property, if the City so requires, said
communications conduits or portion thereof which the City in its discretion may
designate for such removal, if any. Upon removal, the streets from which the conduit is
removed shall be restored to the condition which they were in prior to removal, or to a
better condition when required to meet the then in effect standards of the City.
13 BSS shall indemnify, defend and hold harmless the City, its officers,
employees and agents and each of them, from and against any and all suits, claims,
actions, legal or administrative proceedings (excluding City administrative proceedings),
demands, damages, liabilities, interest, attorney's fees, costs, expenses or judgements,
of whatever kind, arising in any manner out of the construction by BSS permitted
pursuant hereto and the operation and maintenance by BSS of the facilities constructed
pursuant hereto This indemnity in favor of the City shall include, but not be limited to,
any acts of negligence, or any omission to act where a duty to act exists, by or on behalf
of BSS, and /or its officers, agents, contractors and subcontractors. The foregoing
indemnification shall not be applicable to any suits, claims, actions, legal or
administrative proceedings, demands, damages, liabilities, interest, attorneys' fees,
costs, expenses or judgements, of whatever kind, caused by or arising from the active,
negligent, willful or intentional misconduct of the City. BSS shall provide the City with a
written certificate of insurance in an amount of at least $1,000,000 per incident
combined single limit public liability, naming the City as additional insured, and shall
provide that the City receives at least 30 days prior written notice by registered or
certified mail of cancellation or significant change in said insurance.
14 The license granted herewith is personal to BSS and shall not be assigned
by BSS, in whole or in part, without the written consent of the City first being received
No written consent by the City hereunder shall be deemed a waiver by the City of any of
the provisions hereof, except to the extent of such consent.
15 Nothing herein is intended or shall be interpreted to substitute for any
permit or other authorization required by any federal, state or local agency other than
the City or any private parties or party, or to limit any of the powers or authority of any
federal, state or local agency other than the City or of any private parties or party.
16 In any action to interpret or enforce any provision of this Agreement, the
prevailing party shall be entitled to its reasonable attorneys' fees.

17 This Agreement shall be construed in accordance with the laws of the
State of California.
18. This Agreement may be executed in one or more counterparts, each of
which shall be an original but all of which together shall be deemed to constitute a

BACKGROUND &
The recodification of the El Segundo Municipal Code has been completed_
The new Code, prepared by Sterling Codifiers, Inc., is a compilation of all
ordinances, including any changes made to them, as approved and adopted by
the City Council through September, 2000, excluding Title 6, Animal Control, as
this title has already been amended as required No significant changes have
been made to the Code other that ensuring conformity when citing State and
Federal law and minor editing where language was unclear or inconsistent with
previously approved changes in fob titles, referenced departments, etc. The code
has also been historically annotated showing the source of legislation and
passage date Sterling Codifiers, Inc will provide continuous supplement service,
whereby each newly adopted ordinance amending, altering, adding or deleting
provisions of the El Segundo Municipal Code will be identified and inserted in
official copies

Council approved the recodification of the Municipal Code in the 96 -97
annual budget In June of 1997 the process began with Sterling Codifiers. All
ordinances (1917 -2000) were provided to the publisher for classification, editing,
proofreading, printing and binding of legislation The publisher provided
recommendation of areas where new legislation is needed, research and legal
review, and analyzed the legislation Conflicting provisions, and provisions that
duplicate themselves in the ordinances, inconsistent and obsolete provisions,
and vague, overbroad wording and phraseology were identified. Comparisons
with current State and Federal laws were made, and all statute references were
corrected to current citations The publisher also made recommendation of areas
where new legislation is needed Staff received a draft workbook and an
extensive review period began The City Attorney and Staff worked closely to
analyze the changes and recommendations The final product is being presented
to Council for their review
Staff is proposing a month long review perod for Council and the public
Council is being provided with an electronic version of the Code for their review.
The public may go to www stedingcodifiers com, code samples, code of El
Segundo The library will be provided with 3 binders that will be available for the
public to check out and review Council will also be provided with a "short" list of
any changes made A redline and strike out version would not be prudent due to
the extensive change in format
Staff, with Council approval, will schedule a public hearing for May 1,
2001, and plan for final adoption at the May 15, 2001 regular meeting

person who inhales, breathes or drinks this material or
substance pursuant to the direction or prescription of any
doctor, physician, surgeon, dentist or podiatrist authorized
to so direct or prescribe
S. Minors Soliciting Purchase Of Liquor Prohibited: It shall
be unlawful for any person under the age of twenty one years
to solicit any other person to purchase alcoholic beverages
for such person under the age of twenty one years upon any
premises licensed to sell alcoholic beverages either on -sale
or off -sale

BACKGROUND AND DISCUSSION
in July of 1993 the City awarded a five (5) year contract to Zakaroff Recycling Services
Inc (now Consolidated), for the collection of residential and municipal solid waste. At or
near the conclusion of this contract the City performed a compensation study comparing
surrounding Cities to determine how our rate compared to the other locations It was
found to be a very favorable rate, therefore the City of El Segundo agreed to a three (3)
year contract extension, continuing through July 31, 2001.
Recently the City staff has performed an area wide survey of rates and services and
has determined that the City is still receiving very favorable rates for this type of service
A report prepared by Hilton, Farnkopf & Hobson, LLC, a certified management
consultant, was also reviewed. This consultant has performed an area wide survey of
rates and services of the entire South Bay and Los Angeles County areas. The results
of this study (copy of survey on file in City Clerk's Office) also reflected that our rates
and services received were very favorable in comparison to the other municipalities A
continuance of this contract including minor language adjustments requested by the City
Attorney, as well as additional job tasks and Air Quality Management District
requirements stipulated by staff will be negotiated upon Council approval. This
agreement will maintain the same rates for art-additional three (3) year period

INTRODUCTION AND BACKGROUND:
On July 15, 1993 the City awarded a five (5) year contract to Zakaroff Recycling Services Inc for the collection of residential
trash On July 20, 1993 Zakaroff was awarded a contract for solid waste and recycling collection at City buildings The
residential and city budding contracts were combined into one contract on August 1, 1996
The contract is scheduled to expire on July 31, 1998, however rt contains an extension clause which states the City, at its sole
option may notify Zakaroff of its desire to extend the contract for an incentive option period of one, two, or three years Any such
notification shall be delivered by the City to Zakaroff by 5 00 p m , July 31, 1997
DISCUSSION
In order to determine whether it is in the City's best interest to execute our option, staff surveyed eleven (11) neighboring cities
who contract for solid waste collection (see attached refuse collection survey) There are two types of cities identified in the
survey franchise and non - franchise Franchise cities have economy of scale and the ability to adjust both residential and
commercial rates Non - franchise cites allow for the benefits of competition in trash collecbon Historically, and to limit its liability
for cost associated with possible landfill clean -up, El Segundo has made a decision not to be a franchise city
ctors considered in comparing costs were quality of service, provision of comparable service, are they franchised (one hauler
nor bath commercial and residential trash collection), curbside recycling, and contractual escalation clause There are three
cities currently paying less than El Segundo (see attached comparison chart) These are Redondo Beach, Hermosa Beach,
and Burbank

at S3 59 The Redondo Beach contract is anew five (5) year contract which went Into effect In November 1996 The value of

stops in a given time The curbside recycling program Includes green waste which significantly reduces the amount of trash
picked up for transport to the landfill This reduction in volume results In lower tipping fees, labor and equipment costs
However, Redondo Beach staff have indicated that their contractor's performance has been unsatisfactory and that they are
considering taking action against the contractor
Burbank has a variable rate of which only their 35 gallon rate of 97 76 is less than El Segundo Their additional rates are S14 16
for a 64 gallon container, and 522 39 for a 101 gallon container.
Hermosa Beach is a franchise, city with a costs of 98 99 per household for trash collection and 91.31 for curbside recycling
Hermosa Beach has recently extended its existing contract for an additional three years Although their curbside recycling
program does not include green waste, d still reduces the amount of trash which, in turn, reduces collection cost Their contract
does not provide an annual clean -up week, or for a recycling drop -off center, as does the El Segundo contract
Zakaroff provides the lowest cost seance when compared to any of the non - franchised cities surveyed They have provided
excellent service to the City of El Segundo residential community during the first four (4) years of their contract They respond
quickly and efficiently to staff inquiries and to the few complaints received. Zakaroff is equally as efficient in their operation of
the El Segundo recycling drop -off center located at the City Maintenance Facility.
Staff recommends the City Council authorize the forwarding of a letterto Zakaroff Recycling Services expressing the City's desire
to extend the current Solid Waste Collection contract for an additional three (3) years

BACKGROUND AND DISCUSSION
Staff is requesting a budget of $150,000 from Infrastructure Replacement Funds to
develop a Sewer Master Plan Staff will review all proposals, select a consultant, and
report to the City Council with a recommendation for contract award
A review of the conditions of all City sewers has been conducted through the use of
cameras being pulled through the sewer system The review Indicates that over $3
million dollars worth of repair will be required over the next five (5) years At the same
time, new extensive water users are being limited In the Smokey Hollow area due to
lack of sewer capacity
It is appropriate to approve this proposal at this time so that a Sewer Capital
Improvement Program can be presented for funding for the next budget This program
can be set up to address the sewer concerns in the Smokey Hollow area first
(See attached history)

miles of sewer reams and ten (10) sewage pump stations The City has had several
annual maintenance programs to repair and refurbish sewer mains and pump stations

1. Administration and Management:
Within one (1) week after the City's Notice to Proceed, the consultant shall meet with the
City Engineering staff to initiate the Sewer Master Plan Study The purpose of this
meeting will be to establish clear lines of communications, review and revise, if needed,
the proposed project schedules and scopes, establish general study guidelines, discuss
project parameters and constrains, and obtain background data
• Work Plan
The consultant will provide a detailed plan for management coordination and quality
control to ensure successful and timely completion of the studies It is the City's
desire to originate this project in the Smokey Hollow area bounded by Sepulveda
Boulevard, El Segundo Boulevard, Center Street, and Imperial Avenue The other
City priority areas will be discussed during our initial meeting
The consultant and City Engineering staff will meet at regular intervals to review the
cost schedule status and progress of the work, as well as anticipated problems and

sewers with size, slope, flow rate, peak flow, flow direction, pipe materials, siphons,
force main sizes, elevations, force main pipe materials, appurtenances, street right -
of -way and names, sewer easements and dimensions The consultant should also
make recommendations on methods of converting the atlas maps to a digital format
The consultant shall ensure through quality control that this sewer system

3. Analysis of the Sewer System:
Criteria
Based upon the information collection phase, the consultant shall prepare and
submit a set of study criteria The criteria shall include methods of estimating peak
flows, gravity sewer pipe criteria with respect to velocity and depth to diameter ratios,
recommendations for flow measurements, unit flow factors for the various land uses,
flow peaking relationships, recommendations for inflow /infiltration studies,
allowances for inflow and infiltration, force main sizing, materials and operation, and
general useful life spans as guidelines in planning for facility replacements and
rehabilitations
• Flow Monitoring
The consultant shall set up a flow - monitoring program at strategic sewer access
structures locations to allow the unit flow factors to be calculated accurately
• Inflow and Infiltration
The Sewer Master Plan shall have an inflow and infiltration reduction plan The
consultant shall compare historic and seasonal ground water levels against sewer
invert elevations and the year of construction to identify possible reaches of high
infiltration The consultant shall identify inflow potential at reaches where sewer
access structures are located in the vicinity of gutters and other flow parts of
storm /irrigation factors
• Sewer System Analysis
The consultant shall develop a hydraulic model for the City's sewer collection
system Based upon the hydraulic model, the consultant shall perform an analysis
for the ultimate land use based on the built -out condition of the present General Plan
and appropriate Specific Plans The ultimate Master Plan shall include facilities that
will solve existing and future deficiencies in the collection system, pump stations and
force mains, and will extend the system to service future developments
The consultant shall evaluate potential solutions to relieve deficiencies in the system
These shall include diversion of flow to relieve and /or bypass deficient segments,
sewer replacement with larger pipes, and providing parallel sewers to carry excess
flows Selection of the most viable solutions will maximize the use of the existing
system capacity The evaluation shall be based upon a number of factors, including
cost effectiveness based on a construction, upgrade, replacement, operations and
maintenance costs, level of deficiency for existing and ultimate conditions, existing
conditions and remaining useful life of the existing facilities

The consultant shall evaluate the City's existing ten (10) sewer pump stations using
the information gathered duning the information collection phase The consultant
shall develop a general assessment condition of the pump stations by performing
field reviews The review shall cover pump stations condition and age, pump
stations capacity, flow records at pump stations, pump control system, provisions for
stand -by and emergency power, sump operation and efficiency, wet well capacities
The consultant shall also evaluate the electrical service and equipment for their
compliance with electrical codes and standards, control equipment, telemetry,
mechanical equipment, structures, power and service, odor, noise and safety
The consultant shall make recommendations for upgrades to the pump stations and
inclusion in its improvement program
The consultant shall ensure quality control to ascertain that all analyses and
evaluations conducted are cost effective and based on both sound principles and
established criteria
4 Improvement Program / Cost Estimates
Capital Improvement Program (CIP)
• The consultant shall formulate and submit a Capital Improvement Program based
upon results of the studies undertaken Based upon funding sources available, the
consultant shall prepare a five (5) and /or ten (10) year program
Based on the development protections and the facilities identified to serve further
developments, if any, the consultant shall develop a separate CIP for facilities that
serve future developments The CIP will include priontization of the recommended
improvements and the implementation plan in the five (5) year intervals
Project Cost Estimates
The consultant shall generate quantity take -offs and cost estimates for all the
proposed facility improvements The costs estimates shall include construction,
contingencies, engineering, administration and inspection The consultant should tie
the unit prices to a cost index (i a Engineering News Record's Construction Cost
Index) so it is in a format that can be easily updated or revised The consultant shall
also incorporate its knowledge of similar costs for projects in the Southern California

specific map for clarity and usefulness for office use or public presentation
The consultant shall prepare three (3) copies of the Draft Sewer Master Plan Report
summarizing all the work, findings, assumptions, criteria, conclusions,
recommendations, maps and data described in previous tasks The consultant shall
submit the Draft Report for the City's review and comment Comments received shall be
reviewed and discussed with City Engineering staff, and incorporated In the final report
The consultant shall employ an extensive quality control review of the report prior to
submittal of the report to the City All analyses shall be included in a separate technical

During the Master Plan process, the consultant shall make dual use of the data for the
Master Plans by collecting data so that the Master Plan data will be usable in the GIS
system The drawing of the sewer system shall be in an AutoCad DWG or DXF format
The consultant shall develop a customized table of information that will be filled in with
data collected from the record drawings as well as values calculated during the
engineering analysis The attribute data, such as pipe materials, sewer access
structures, pipe sizes, and point flow information, will be put into a database
The consultant shall ink the attribute data with the appropriate line, point, and polygon
theme data from the sewer system drawing in formats suitable for viewing and querying
in a GIS system
7 Time Schedule
It is very important that the consultant strictly adheres to the time schedule for this

The hourly rate of all participating personnel for all required services Indicate
the number of staff hours required, by job classification or title, for each task of
the scope of work

Request for the City Council to Implement a Communications Training Officer
(CTO) program and Increase the authorized staff level for Senior Dispatchers to
provide more supervisory coverage. No cost from the General Fund, $17,800
from Asset Forfeiture
RECOMMENDED COUNCIL ACTION
1 Approve the creation and Implementation of a CTO program for the newly
formed dispatch center
2 Increase Senior Dispatcher authorized staff level to 4 positions, and Reduce
full -time Communications Dispatcher authorized staff level to 13 positions,
thus keeping the same overall authorized staff level
BACKGROUND & DISCUSSION.
The City of EI Segundo implemented a Public Safety Communications Center
that went operational in August 2000 The authorized staffing level for the Center
includes 3 Senior Dispatchers, 14 full time Dispatchers and 2 part time
Dispatchers Although several of the dispatch personnel have the experience
necessary to perform the fob, many need to be trained. It was the intent to have
the Senior Dispatchers supervise the operations of the Center and provide all
necessary training to communications personnel
Further, it was the intent to staff each shift with a supervisor who would be
functionally responsible for the shift throughout the week. Although the
supervisor would only be present 4 of the 7 days, they would maintain
responsibility of the shift during their days off

Following the first quarter of operation, it has been determined that this
supervision coverage and training plan are not viable. Due to our commitment
with the City of Hermosa Beach, as well as our commitment to our own City, a
Senior Dispatcher staff member is needed to be on duty a majority of the time to
address supervisory related issues. Additionally, Senior Dispatcher
administrative duties limit their ability to provide full attention to trainees It is
recommended that the El Segundo Police Department Communications Division
develop a formal training program similar to the current Field Training Officer
program utilized by the Police Patrol Division The CTO's shall be trained and
certified as Communications Dispatch Trainers and compensated at an incentive
rate of 4 5% above base salary while they are in the CTO program.
It is further recommended that the Communications Division reduce authorized
staffing for full time Dispatchers to 13, and increase the staff level for Senior
Dispatchers to 4 Overall authorized staffing level for the Communications
Center would remain unchanged
Funding for the incentive based training compensation, as well as the salary
increase from Dispatcher to Senior Dispatcher should be obtained from asset
forfeiture for the remainder of fiscal year 2000/2001 The necessary amounts
should then be budgeted for future years

Problem
With the recent completion and operational status of the El Segundo Public Safety
Communications Center, the police department has hired several new employees to staff
the dispatch center Although many have hired on with dispatch knowledge, several have
no background in public safety communications and therefore require a tremendous
amount of on the fob training from experienced employees. During the conception of the
communications center it was determined that the 3 senior dispatchers (supervisors) would
provide the necessary training to new staff members. Due to the high number of trainees
(currently 3, with 3 more anticipated), as well as the desire to expose trainees to multiple
trainers, it is impractical to rely solely on the supervisors to conduct all training.
Furthermore, it was anticipated that the 3 supervisors would be satisfactory for functional
responsibility over each of the 3 shifts, Day shift, Swing shift, and Graveyard shift This
has also proven to be an unviable operational procedure as it is necessary to maintain
supervisory staffing within the Communications Center at near all times. To afford this
necessity, it has been determined that a fourth supervisor position is required
Proposal
1 Create a training program for Communication Dispatchers similar to the Field
Training Officer (FTO) program used by the Uniformed Patrol Division
2 Increase authorized supervisory coverage by creating a fourth "Senior Dispatcher"
supervisor position within the Communications Center staff.
3 Reduce authorized full time Dispatcher staff to thirteen.

hereinafter be referred to as the CTO Manual. It shall be a composite of the

701 10 CONFORMITY OF RULES All members of the El Segundo Police
Department CTO Program shall conform to all rules and provisions contained
herein and where applicable to the manual of rules and regulations for the
government of the Department of Police, El Segundo, California

The CTO Manual shall be maintained by the Administrative Services Bureau
Lieutenant All additions, amendments, or other changes in the CTO Manual

701 20 AMENDMENT PROCEDURE Requests for amendments to the CTO Manual

ultimate approval of the Chief of Police

PROGRAM The CTO is the essential means by which the goals of the recruit
training program are achieved and is directly responsible for communications
training and evaluation of the new trainee during the assigned period He/She
provides on -going conventional instruction as well as utilizing innovative and
practical training techniques He /She is responsible for producing guidance,
direction, counsel, and educational evaluation for the assigned trainee.
In that their personal performance is also subject to evaluation, the CTO's
professional and personal conduct should be exemplary. The CTO should

understand that the effectiveness, Image, and future of the Department is
substantially decided by the quality of this recruit
Th° CTO must be knowledgeable of, and subscribe tn, the Department'% goals
and policies and be willing to instruct the trainee in the significance of these
goals and policies
The CTO's need to be abreast of new training and methods is essential, and
they are urged to participate in area semmars and other training if they can be
spared from regular duties He /She must have requisite skills necessary to
become a reliable evaluator of a recruit's performance He /She is required to
write Weekly Performance Evaluations (WPE's) of the recruit's performance
and submit additional documentation as required
The CTO has two primary roles to fulfill; that of a Communications Dispatcher
assuming full dispatching responsibilities and that of a trainer of recruit
personnel
The CTO program shall consist of thirty seven weeks of training by CTO's and
Supervisors Written evaluations begin on the 2ND week of training During
the first week only verbal evaluations are given The first week is a
familiarization period for the trainee
The CTO shall make a recommendation by the end of the thirty sixth week of
the training program concerning the trainee's ability to perform as a
Communications Dispatcher If the CTO feels the trainee has gamed sufficient
skill and knowledge to operate as a solo dispatcher, the CTO will forward this
information through channels to the Administrative Services Bureau
Lieutenant
After week 36, with recommendation by the CTO, the trainee will be working
in a solo capacity with a Supervisor for a one week transition phase. The
Supervisor will act only as an observer and evaluate the trainee's abilities. The
Supervisor will avoid interfering with the recruit's dispatching performance in
any way, except in emergencies or in situations which have developed beyond
the recruit's ability to control Following the transition phase, the Supervisor
will make final recommendation to release the trainee from the CTO program
The CTO will, at this point, continue to provide training input and feedback to
both the Communications Supervisor and Probationary Communications
Dispatcher in the way of Incident Reports unto probation is successfully
completed The CTO is also charged with the responsibility of recommending
termination of a recruit when the recruit does not meet standards and the
prospects of retention no longer exist This may occur at anytime during the
formal training process

OFFICERS. Openings for the position of CTO shall be filled through
appointment by the Chief of Police Recommendations for potential
appointments should be made by the Administrative Services Bureau
Lieutenant upon completion of the selection process. The selection process
shall consist of an oral interview, a review of the candidate's last quarterly and
annual evaluations, supervisory rating of qualifications and peer evaluation by
current CTO's Minimum requirements for consideration will be:
A Possession of a POST Basic Dispatch Certificate.
B Two years of dispatching experience
C Communications Dispatchers shall not be on the "Performance
Enhancement Plan" and their performance review shall reflect at least a
standard rating in all categories
D No negative recommendations from swom or non -sworn Supervisors A
negative recommendation is grounds for disqualification.
E No negative recommendations from the current CTO's A negative
recommendation is grounds for disqualification.
Communications Dispatchers shall apply for the position of CTO in
writing through a Request for a Change of Assignment form.

Officer Program The coordinator will conduct the monthly meetings of the
CTO's These meetings provide verbal and written data on recruits to assist in
arriving at a comprehensive evaluation of the trainee's performance. During
these meetings, decisions will be made concerning any remedial training for

recruits exhibiting performance deficiencies. The CTO program coordinator is
responsible for the filing of the WPE's and records in a central location for
review by the CTO's and department administration.
The coordinator works directly for the Adtninistrative Services Bureau
Lieutenant and7fhe Chief of Police concerning the operation of the CTO
program. The coordiz>rtor will keep them abreast of the progress of all
trainees In addition, it is the coordinator's responsibility to keep the CTO
Manual updated after approval of the Administrative Services Bureau

OPERATION OF THE CTO PROGRAM - NEW HIRES. The CTO Program
consists of thirty -seven weeks of structured training. The trainee will be
assigned to six CTO'S, six weeks each The thirty seventh week the trainee
will be assigned to a Supervisor for final evaluation/observation and
recommendation for release
During these thirty -six weeks the trainees are evaluated on their progress by
means of a WPE The recruit and the CTO both have copies of the
Standardized Evaluation Guidelines used to evaluate the trainees' progress by
objective observation of the trainees' work performance and abilities
During the CTO program, WPE's are given to each recruit, except during the
transition period and the first week of Cycle One The first week is a
familiarization period by both the trainee and the CTO. Verbal evaluations
only made during the transition period
72520 OPERATION OF THE CTO PROGRAM - LATERALS The CTO Program
for lateral dispatchers is the same as in 725 10 except that the dispatcher may
be released early from each phase and/or from the training program when the
CTO, the CTO Coordinator and the Administrative Services Bureau Lieutenant
so recommend and the Chief of Police approves.
730 SUPERVISOR'S EVALUATIONS
73010 SUPERVISOR'S EVALUATIONS Nothing in the CTO Program is intended
to circumvent or replace the authority of the Communications Supervisor or

Administrative Services Bureau Lieutenant. The supervisor's observations,
recommendations, and experience is a very valuable portion of the program.
At thr "d of en), phase of training with each CTO, the CTO liU complete a
phase summary evaluation on the trainee This phase summary will be
completed on a WPE The CTO will write the phase number on the form and
indicate which weeks are being evaluated. This phase summary report is to be
a condensation of the weekly reports; a synopsis of the recruit's abilities at the
time of the evaluation
When the CTO has completed this evaluation it should be reviewed by the
Communications Supervisor The rating supervisor should review the
evaluation as soon as it is received Additional comments concerning the
supervisors observations should be added if applicable. The supervisor should
keep in mind the Standardized Guidelines and that added comments should
relate to the trainee's ability and lob performance, not personal opinions or
conjecture After review and added comments, if applicable, the phase
summary evaluation and the Supervisors Evaluation Report will be given to the
trainee as soon as possible for review, signature, and shall be forwarded to the
Admimstranve Services Bureau Lieutenant
