Currently, the City of El Segundo has no procedure in place allowing for, and
governing, the offering of rewards to citizens who offer Information which assists
the police department in solving crimes
The offering of rewards for this purpose is allowed per Government Code
sections 53069 5 and 53069 7
The police department Is seeking approval of this proposal as It believes that the
offering of rewards In particularly serious and /or difficult to solve crimes will be an
effective Investigative tool
Each reward must be proposed by the Chief of Police, recommended by the City
Manager and approved by the City Council

Subject: Proposed policy governing the offering of rewards to individuals who
offer information leading to the capture of criminals
PURPOSE
The purpose of this Policy is to set forth a procedure for establishing police
reward offers Such reward offers are used by the Police Department to
encourage citizens to come forward with information that could lead to the arrest
and conviction of offenders who have committed crimes within the j unsdiction of
the City of El Segundo
BACKGROUND
Authority Government Code 53069 5 and 53069 7 authorize the City Council to
POLICY
1 Offer and pay a reward to any person who furnishes information
leading to the arrest and conviction of any person(s) killing or
assaulting with a deadly weapon or inflicting serious bodily harm
upon a peace officer of the City of El Segundo while such officer
is acting in the line of duty
2 Offer and pay a reward for information leading to the
determination of the identity of, and the apprehension of any
person whose willful misconduct results in injury or death to any
person or who willfully damages or destroys any property
1 Publicly Funded Reward Offers The posting of a reward with public
funds ordinarily shall require approval by the City Council In exigent
circumstances, the Police Chief or the Acting Chief of Police, in his
absence, is hereby authorized to post a reward of up to 510,000, payable
out of the general fund When posting a reward, the City Council or
Police Chief shall specify the total amount of money being offered, the
conditions for payment, the term of the offer, and the facts of the criminal
offense for which the reward offer is being made
2 Privately Funded Reward Offers Private individuals or entities may offer
to pay a reward to anyone who furnishes information leading to the arrest
and conviction of a person who has committed a felony or misdemeanor
crime within the City of El Segundo
a Prior to the posting of such an offer, the private party and/or entity
must submit a written offer to the Police Chief or his/her designee
that contains the following information
The name, address and telephone number of the person
or entity that is offering to pay the reward This
information shall remain confidential upon request,
n The amount of the reward offered
ui The term of the offer in calendar days, with the time
period to expire at 5 00 p in on the last day specified in
the offer,
ry A summary of the facts of the crime for which the
reward offer is being made, including the name of the
victim(s), if applicable A copy of the police report or
criminal complaint filed thereon will suffice in lieu of a
summary of the facts, and
v Authorization for the Police Chief to pay the reward
once the conditions of the reward offer are satisfied
b At the time of submission of the written reward offer, the donor
shall also present a check or money order made out to the City of
El Segundo in the full amount of the reward offer The reward
funds shall be deposited in a separate trust account maintained by
the City Finance Department The donor shall be entitled to
receive the interest accrued on this account, less any expenses
incurred by the City to maintain the account
c The Police Chief shall have the authority to post and publicize the
privately funded reward offer immediately upon receiving (1) the
written offer as specified above, and (2) evidence that the monies
have been deposited with the City In exigent circumstances, the
Police Chief may waive the requirement that the reward monies
be on deposit with the City if the Police Chief is satisfied that they
will be deposited forthwith
d The Police Chief shall have the discretion to decline to accept a
privately funded reward offer if he /she believes that the reward
would not be in the public interest
e Under no circumstances will the City of El Segundo pay or be
obligated to pay public funds to a person claiming entitlement to a
reward offered by a private person or entity
3 Payment of Rewards.
a Person(s) intending to claim a reward shall tender the necessary
information to the Police Chief or his/her designee The Police
Chief shall make the final determination as to who is entitled to
receive the reward If multiple parties claim a reward, the reward
may be divided in a proportion set by the Police Chief based upon
the relative importance of the information provided
b The Police Chief or his/her designee shall request a warrant for
the funds from the Finance Department The Chief shall obtain a
written receipt from the person receiving the reward, which will
be maintained by the Finance Department for at least five (5)
years
c For privately offered rewards not earned within the term of the
reward, the Chief shall arrange for the return of the funds to the
offer or and obtain a receipt therefore, which shall be maintained
for five (5) years
4 A copy of this Policy may be made available to any person requesting
information on the procedure for establishing police rewards The Police
Chief or his/her designee may establish forms and other necessary rules or
regulations to administer this policy
Draft Administrative Code — Rewards Program
CITY CLERK LIAISON The Commander of the Investigations Division or his
designee will be the Departments liaison with the Office of the City Clerk concerning
City- offered rewards.
INITIATION OF REWARD REQUEST A request for an offer of a reward by the City
may be initiated by a member of the City Council or by a letter from the Chief of Police
or his designee to the City Council
DURATION OF REWARD An offer of reward by the Police Department must be
approved by the City Council then be published by the City Clerks Office in the local
newspaper The offer of reward is valid for 180 calendar days from the date the offer of
reward is published in the local newspaper This reward under certain extenuating
circumstances can be extended another 180 calendar days with City Council approval and
must also be re- published in the local newspaper
ELIGIBLITY REQUIREMENTS FOR REWARD Before a City Offered reward can
be paid to a claimant, the City Council needs verification from the Police Department that
the claimant is eligible to receive payment pursuant to the City of El Segundo Reward
Claim Checklist
A Rewards shall not be paid to any person who is compensated, through
employment or otherwise, for acts or findings which would otherwise entitle the
person to claim a reward (i e., members of the news media)
B No offer of reward shall be made to anyone acting as an agent for the
suspect or if a suspect will benefit from the payment of the reward
C Rewards shall not be paid to any person who is a dependant of a public
officer
D The claimant(s) must provide continued cooperation within the Criminal
Justice System relative to the case for which the offer of reward is made
This includes information that leads to the arrest and conviction to the
person for which the offer of reward is made This continued
cooperation might also include testifying as a witness in court if needed
by the investigating detective
DETECTIVE RESPONSIBILITIES When information is received which may lead to
a reward claim, the assigned detective shall
A Immediately document and record the date the information is received
and the name and address of the potential claimant. This information is
needed to establish a record that the information was received during the
180 -day period the reward was valid unless the time was extended to
180 -days.

B Inform potential claimants that claims will be processed when the case is
adjudicated or otherwise concluded
C Immediately notify the City Clerks Office that a potential claim on an
offer of reward may exist.
NOTE Claimants requesting information concerning payments of the
reward shall be referred to the handling detective Detectives with
questions on the reward procedure should contact the City Clerks Office
When a case involving a City- offered reward has been adjudicated or otherwise
completed and a claim for the reward has been made, the assigned detective shall
A. Provide the claimant(s) with an application for Special Reward Payment
(Attachment 1)
B The detective will complete a Reward Claim Checklist
(Attachment 2) for each claimant
The Reward Claim Checklist provides the City Council with information
venfied by detectives concerning the claimant's eligibility to receive
payment of reward. If a claimant is ineligible to receive payment, the
reason for ineligibility shall be explained on the Reward Claim Checklist
If a claimant's identity cannot be revealed, enter "Anonymous" on the
checklist and enter as much identifying data as possible If there are
multiple claimants who choose to remain anonymous, identify those
claimants as "Claimant A, Claimant B," etc
NOTE Upon the request of the City Council, detectives may be required
to provide insight relative to the amount of a reward which should be paid
to a claimant (i e , value of the claimant's contribution to the investigation,
multiple claimants involved) and/or the denial of payment
C Submit the completed Reward Claim Checklist and Application for
Special Reward Payment forms to the involved Detective Division Commanding
Officer
D Notify the City Clerks Office that an application for Special Reward
Payment and Reward Claim checklist was submitted to the Detective Division
Commanding Officer
DETECTIVE DIVISION COMMANDING OFFICER When a case involving a City -
offered reward has been adjudicated or otherwise concluded, the Detective Division
Commanding Officer or his designee shall
A Ensure that both a Reward Claim Checklist and an Application for
Special Reward Payment are completed for each person submitting a
claim

B Review the completed Reward Claim Checklist(s) and evaluate the
contribution of each claimant to the investigation
C Submit a recommendation supporting or opposing payment of the
claim(s) This letter shall be submitted on a City of El Segundo inter - departmental
correspondence and have attached a copy of a completed Reward Claim Checklist
and Special Reward Payment for each claimant.
The recommendation shall include
A The name of the claimant (or Anonymous, "Claimant A, Claimant B,"
etc)
B Whether the claimant is eligible or ineligible to receive payment. If the
claimant is ineligible to claim a reward, provide a brief explanation.
C A brief explanation as to the value of the claimant's contribution to the
investigation (i e., claimant's contribution was vital; helpful but not essential; of
no value to the investigation)
In cases involving multiple claimants, include a statement as to which claimants
should receive a part of the reward Briefly explain the assistance by each
claimant and indicate the recommended percentage of the reward each claimant
should receive.
When a payment on an offer of reward has been approved by the City Council,
the City Clerk will notify the Detectives Division Commander or his designee
The Detective Division Commander or his designee shall submit a request for
payment on a separate form to the Captain of the operations Division The request
for payment on an offer of reward shall contain the following information
A The date the offer of reward was approved by the City Council.
B A brief synopsis of the case disposition, including the Court Case
number
C The date the City council approved the payment on reward and the
amount of the reward
The above information can be obtained from the Office of the City Clerk

DETECTIVE DIVISION RESPONSIBILITIES When the City offers a reward for a
crime investigated by an outside agency (e g , City employee victimized outside the
City), Detective Division shall be responsible for verifying the eligibility of claimants by
A. Providing claimants with an Application for Special Reward form
B Accepting the completed Application for Special Reward form from the
claimant(s)
C Contacting the outside agency handling the investigation to determine the
extent of the claimant's contribution to the investigation
D Completing a Reward Checklist for each claimant
E Evaluating the claimant's contribution to the success of the investigation
F Submitting an Inter - Departmental Correspondence through the chain of
command containing a recommendation concerning payment, with completed
Reward Claim Checklist(s) and Application(s) for Special reward Payment
attached.
G. Notifying the City Clerk that a claim was made on an offer of reward

A RESOLUTION OF THE MAYOR AND CITY COUNCIL OF
THE CITY OF EL SEGUNDO, CALIFORNIA, APPROVING
PROCEDURE FOR THE PAYMENT OF REWARDS TO
INDIVIUDUALS WHO PROVIDE INFORMATION LEADING TO
THE APPREHENSION OF CRIMINALS
WHEREAS, California Government Code sections 53069 5 and 53069 7 authorize the
City Council to offer and pay rewards, in an amount set by City Council, to any person who
provides information which leads to the apprehension and conviction of any person whose willful
misconduct results in injury or death to any person or who willfully damages or destroys any
property
WHEREAS, The offering of rewards can be an effective investigative tool in solving
crimes
WHEREAS, The offering of rewards should be subjected to administrative controls and
limited to certain circumstances
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of El Segundo,
adopts this resolution permitting the offering and payment of awards, in the amount set by City
Council
The City Clerk shall certify as to the passage and adoption of this Resolution, shall enter
the same in the book of the original Resolution of said City, and, shall make a minute of passage
and adoption thereof in the record of the proceedings of the City Council of said City in the
minutes of the meeting at which the same is passed and adopted
