BACKGROUND & DISCUSSION:
The Library initially set a Fines and Fee Schedule on April 18, 1989, Resolution #3589, and since
then has had two revisions of the Schedule on January 1, 1993, Resolution #3911, and August
19, 1997, Resolution #4030 Resolution #4030 established additional fees only for the use of the
Public Internet stations which were installed in July 1997 The other fines and fees on the
Schedule remained the same It is now recommended by staff, and with Library Board approval,
to consolidate all the resolutions and revise the Schedule to reflect the new DVD collection
The only increases on the revised Schedule is a proposed DVD fine and fee The Library currently
has established a DVD collection of 50 titles and would like to propose the same three -day rental
fee as videos at $1 00 /3days, and, to also propose the same overdue charge as video recordings
at $2 05 /day The fiscal impact has been estimated at $1,000 in additional Library revenues

RESOLUTION NO.
RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EL SEGUNDO,
CALIFORNIA, CONSOLIDATING ALL RESOLUTIONS RELATED TO FINES
AND FEES, AND INCREASING CERTAIN FINES AND FEES OF THE
LIBRARY DEPARTMENT
Whereas, there exists various resolutions establishing the fines and fees for
Library Department services intended to recover a portion of those costs services, and
Whereas, for the convenience of the public and the ease of administration it is in
the best interest of the City that these fines and fees be consolidated into one resolution,
and
Whereas, the purpose of this resolution is to consolidate fees established by
Resolution Numbers 3589, 3911, and 4030 into this single resolution which may be
amended from time to time by the City Council, and
Whereas, the Library Department fines and fees do not exceed the reasonable
cost of providing service, and
Whereas, it is recommended to the City Council to cover the costs of said
services there is requested a minimal adjustment in said fees and
Whereas, The city Council did hold a duly noticed public meeting on November
21, 2000, and a Public Hearing on December 5, 2000,
NOW THEREFORE, THE CITY COUNCIL OF THE CITY OF EL
SEGUNDO, CALIFORNIA, DOES RESOLVE AS FOLLOWS:
Section 1. The schedule of fees, referred hereto as Exhibit "A" and by reference

Background and Discussion:
Over the past two years, the City has placed renewed emphasis on activities and events
involving the downtown area During that time, large scale events and programs have
included the development of the weekly Farmers' Market, the annual Antique and
Classic Car Show, the annual Food and Music Festival and other high profile events
As the Council is aware those events require significant planning and manpower To
realize those goals and meet those staffing needs, the City has enlisted the assistance
of two independent consultants, who, for various reasons, have not been able to fulfill
the City's requirements with respect to downtown - related events
To address this ongoing need, the Recreation and Parks Department is proposing a
partial reorganization to provide staffing for such special events, primarily in the
downtown area Accordingly, staff is seeking approval for a 3/4 time Special Events
Coordinator This position, if approved by the Council, will, not be a new position
Instead, it will serve as a replacement for a part-time Administrative Analyst position in
the Recreation and Parks Department that is now vacant The Director of Recreation
and Parks has determined that the Department will function more efficiently with the
addition of a part-time Special Events Coordinator position which would supplant and
enhance the duties performed previously by the part-time Administrative Analyst
position
If approved, the Special Events Coordinator position would be filled by an individual
working 30 -hours per week The position would receive PERS and other City paid
benefits on pro -rated basis to reflect the part-time nature of the position Additionally, it
is staffs recommendation that this position be established as an "at -will" position
Accordingly, an Ordinance amending Section 2 28 030 of the Municipal Code has been
attached for the Council's review

existing and future events, assumes responsibility for coordination and development of mayor
special events on Main Street, recommends corporate sponsorship strategies to the Department
Director, oversees the weekly Downtown Farmer's Market, and promotes the City of El
Segundo
Essential Functions: Essential functions, as defined under the Americans with Disabilities Act,

Characteristic Duties and Responsibilities:
Solicits and trains program volunteers
Organizes and directs volunteer committees
Makes presentations to community organizations such as the Chamber of Commerce, Rotary,

groups, and volunteers to assist with logistical support and sponsoring for events

CALIFORNIA, AMENDING SECTION 2.28.030 TITLE 2, OF THE EL
SEGUNDO MUNICIPAL CODE TO REFLECT THE ESTABLISHMENT OF THE
POSITION OF SPECIAL EVENTS COORDINATOR
WHEREAS, the E1 Segundo Municipal Code provides that the
City Council may from time to time by Ordinance designate
departments, appointive officers, or employees of the City; and
WHEREAS, it is in the best interest of the City to list all
existing City departments in the Municipal Code and officers
excluded from the Personnel Merit System, and
WHEREAS, it is in the best interest of the City to create
the position of Special Events Coordinator
NOW THEREFORE, THE CITY COUNCIL OF THE CITY OF EL SEGUNDO

Sensor & Electronic Systems for its dedicated attention to implementing programs in

BACKGROUND & DISCUSSION.
For many years, the Chamber of Commerce has held holiday events including a Parade and
Tree Lighting ceremony The City has supported these events by providing equipment and
traffic control The Chamber this year has asked for the same level of City support and service
as last year The services requested from the City include traffic control and monitoring of the
parade route, posting street closures, barricades and equipment for the Grandstand, PA
system for both the parade and tree lighting ceremony, and various specific equipment for the
tree lighting ceremony, as well as arrangements for special trash collection In addition, the
Chamber has requested that City permit fees be waived for both events.

On behalf of the Chamber of Commerce Holiday Parade Committee, we are requesting support and
sponsorship by the City of El Segundo for the 376 Annual Holiday Parade and the related activities
outlined below
• The annual Tree Lighting ceremony will take place at the Civic Center Plaza on Thursday,
December 7, from 5 00 to 5 30 pm (An attachment shows last year's setup.)
• This year's Parade will be held on Sunday, December 10, from 2 00 to 4 00 pm.
For the Tree Lighting, we are requesting the use of the City's PA system, microphones, three risers,
podium, eight tables, 80 chairs, one large coffee pot, two 100' extension cords, and a canopy. We also
ask that a piano be picked up from El Segundo High School then returned to the school
For the Parade, we are requesting City sponsorship through traffic control and monitoring along the
parade route, posting street closure, barricades, and the procurement and set -up of equipment such as the
Grandstand, with 40 chairs for dignitary seating and the PA system for the parade announcer.
In addition, we are requesting that City permit fees be waived for both events and that the City would
arrange for trash collection along the parade route following the event

compensated at time and one -half overtime rate, and three cadets from the Police
Department Sign posting and traffic delineator delivery will occur during the workweek by the
Street Department and no crew will be required the day of the event As in the past, the FY

Dear Mayor Gordon and members of the Council-
The El Segundo Unified School District, in conjunction with the PTA's from Center Street,
Richmond Street, Middle School, High School, and Arena School, is planning to hold the 10'h
Annual "Run For Education" 5K Run/Walk The date for the run has been set for Saturday, March
10'h 2001 at 8.00am. The race course will be the same as last year, starting and finishing on Main
Street in front of the High School
In the rune years that we have held this event, the run has become an increasingly well attended
community event that promotes community spirit, and a very visible support for the youth of our
community We have over 700 run/walkers with over 400 of those being children, and an
additional 100 volunteers who make it all possible In addition to the community involvement, last
years run raised over $12,000 which was divided among the PTA's for the benefit of children
throughout our community.
Once again this year, the School district is prepared to provide volunteers and material to monitor
traffic, crowd control, and clean up The district will also provide liability insurance coverage as
requested by the City. We will sign a letter of agreement with the El Segundo Police Department.

inconvenience to residents during the event
The race will start and finish in front of El Segundo High School. We anticipate the event to be
fully completed by 11 00am
We would like to request that the council approve the run for 2001, and also that the City waive all

Background and Discussion:
In September 1999, the City Council authorized the retention of a qualified third -party
consultant to complete a Classification and Compensation Study for all Management
and Confidential positions The purpose of the Study is to establish the salaries and
benefits for those classifications The Council determined last September that all
employees affected by the Study would receive a minimum 2% increase in salary and
that all increases resulting from the Study would be retroactive to July 1, 2000
In accordance with that direction, the City retained Ms Sly Zelnys, Public Sector
Personnel Consultants, to complete the work The Council should recall that Ms Zelnys
completed the successful Classification and Compensation Study for all positions
represented by the City Employees' Association and the Supervisory and Professional
Employees' Association
In keeping with the City Council's policy outlined for the represented employees, Ms
Zelnys surveyed the market to determine the "mean" salary for all affected lob
classifications From that data, Ms Zelnys recommended a basic salary table
(Attachment B) from which the salary ranges of Management and Confidential positions
would be established Please note that the C -Step of ranges depicted in Attachment B
represent the "mean" determined by the market data compiled by the consultant
Upon receiving the Study in October, staff sought to implement its recommendations in
a manner similar to the guidelines established when implementing the Study undertaken
for represented classifications In short, staff recommends implementing the current
Study on a modified "step to step" basis with the following limits (1) positions would be
limited to a 10% increase in salaries, except in cases in which the consultant
recommended a reclassification, (2) positions recommended to receive an increase of
greater than 5% were reduced at least one step in the recommended salary range for
that position (Example If an employee moving from C -Step in his/her current range to
C -Step in the recommended range Is slated to receive an increase of greater than 5 %,
that individual will be moved to B -Step in the new range) The Council should note also
that staff met with all employees affected by the Study to discuss the consultant's final
report and recommendations
The following is a list of recommendations for implementing the Study and establishing
Management and Confidential employees' salary and benefits for the next two years,
through July 2002
• Approve new Job Descriptions for the 33 affected position classifications (44
employees) included in the Study
• Authorize the City Manager to set salaries for affected positions, as discussed n
closed session on November S, 2000, and according to Administrative Code
Section 1A2 020
• Approve an increase in "Flexible Medical Benefits" from $600 /mo to $700 /mo
effective January 1, 2001
• Increase Education Reimbursement from $1,250/yr to $2,000 /yr effective
January 1, 2001 and provide 5% increase in Education Incentive pay for Police
Chief, Police Captains and Police Lieutenants
• Approve cost -of -Irving (COLA) adjustment, based on the Consumer Price Index
(CPI), with a 3% "floor and 5% "ceiling" effective July 1, 2001

A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF EL SEGUNDO PROVIDING FOR THE SALARY AND BENEFIT
CHANGES TO CHAPTER 1A2 (MANAGEMENT AND CONFIDENTIAL SERIES)
OF THE EL SEGUNDO MUNICIPAL CODE
WHEREAS, Executive Management and Mid- Management/Confidential level
positions are reviewed from time to time by the City Council for possible adjustments to
salaries and benefits, and
WHEREAS, in accordance with direction provided by the City Council, the City
retained a qualified third -party consultant, Public Sector Personnel Consultants (PSPC),
to complete a Classification and Compensation Study for the purpose of establishing
salaries for Management and Confidential job classifications, and
WHEREAS, PSPC completed work on the protect in October 2000 and presented
information to the City recommending appropriate classifications and compensation for
Management and Confidential positions currently authorized by the City, and =
WHEREAS, staff has met with all employees affected by the Study to discuss the
consultant's recommendations on appropriate classification and compensation.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of El Segundo
finds, declares and orders as follows
Section 1 Amend Section 1A2 000 of the Administrative Code, entitled "Schedule
of Classes by Series," as depicted in "Attachment A "
Section 2 Amend Section 1A2 010 of the Administrative Code, entitled "Basic
Salary Schedule," as depicted in "Attachment B "
Section 3 Amend Section 1A2 105 of the Administrative Code, entitled "Flexible
Benefit Plan," to read as follows
Effective with the payroll deduction made for coverage for the month of
January 2001, the monthly contribution by the City shall increase by $100
per month to $700 per month These benefits shall be used principally for the
purchase of employee medical insurance All other terms and conditions in
Section 1A2.105 (A) shall remain in effect
Section 4 Amend Section 1A2 115.2 of the Administrative Code, entitled
"Educational Incentive," to read as follows

The Police Chief, upon obtaining a Master's Degree from an accredited
college or university, shall receive Educational Incentive compensation in an
amount equivalent to 5% of base salary per month. Police Captains and
Police Lieutenants, upon obtaining a Master's Degree from an accredited
college or university, shall receive an increase in Educational Incentive
compensation in an amount equivalent to 5%
Section 5 Amend Section 1A2 115, of the Administrative Code, entitled
"Education Expenses - Reimbursement," to reflect that the Education Expense
Reimbursement benefit will be increased from $1,250 per calendar year to $2,000 per
calendar year effective January 1, 2001
Section 6 Effective July 1, 2001, compensation for Executive Management, Mid -
Management and Confidential classifications shall be adjusted by an amount that equals
the percentage increase specified by the percent change of the May 2001 Consumer Price
Index (CPI) - Los Angeles- Riverside- Orange County, All Urban Consumers In no event
shall the percentage increase of salaries be less than three percent (3 %) or greater than
five percent (5 %)
Section 7 The City Clerk shall certify to the passage and adoption of this
Resolution, shall enter the same in the book of original Resolutions of said City, and shall
take a minute of the passage and adoption thereof in the records of the proceedings of the
City Council of said City in the minutes of the meeting at which the same is passed and
adopted

BACKGROUND & DISCUSSION
The Public Employees Retirement System (PERS) Board of Administration
requires the City to file annual Resolutions reflecting any changes in the City's
contribution for employees and annuitants under the Public Employees Medical
and Hospital Care Act
The PERS Board requires that a separate Resolution be adopted for each
specified employee unit or group of employees Under the Act, the premiums for
the various health plans have been adjusted effective January 15` of each year,
changes in the City contribution, if applicable, are also effective January 15}
Current Memorandum of Understanding contract provisions with the City's Police
Officers Association, Firefighters Association and City Employees Association
provide that the City contribution is based on the average dollar increase in the
premiums for HMO's available to all PERS covered employees in the Southern
California area For the upcoming 2001 medical year, the maximum City
contribution for medical coverage will be $491 /month per employee The
maximum contribution for the previous medical year was $456 /month per

The work included application of an asphalt slurry seal coating on various streets within
the southwest quadrant of the City's residential area, Coral Circle, Utah Avenue, Alaska
Avenue, Hawaii Street and Fire Station No 1 parking lot, as part of an annual
maintenance effort to extend the useful life of the street pavement
The work has now been satisfactorily completed The final contract amount, based on
actual measured quantities, is $94,200 06

Downs & Downs proposes to provide the City of El Segundo with hourly
accounting service Duties performed will be that of a Senior Accountant.
Responsibilities are to include Cash Reconciliation, Special Projects, Grant
Accounting, the statistical section of the CAFR, and additional CAFR

The service will be performed three days per week, from December 4, 2000
to April 6, 2001 Full time coverage will be provided during two weeks in

Kathrvn is a competent accountant with experience in Governmental
