requests the use of Grand Avenue from Arena to Eucalyptus on July 22, 2000 for the Cub
Adventure Soapbox Derby Race from 12 00 Noon to 5.00 p m
Since this is an annual event, you have our previous requests on file We are
requesting the assistance of the El Segundo Police Department for traffic control and that
you inform the RTD Bus Lines In addition, we will need to use the barricades from the
Water Department and have them dropped off the day before the race as in the past
We sincerely appreciate the City's continued support of Scouting in the South
Bay area Please inform me when this matter will appear on the City Council agenda

(C E R T ) Program consisting of 18 hours of instruction provided by the El Segundo Fire
Department in Disaster Preparedness, Basic Fire Suppression, Disaster Medical Operations,
Light Search & Rescue, and Emergency Management
(b) Council Member McDowell announced the Household Hazardous Waste Roundup to be held
in El Segundo on Saturday, April 29, 2000 from 9 00 a.m. to 3.00 p in at the Xerox
Corporation Parking Lot "E ", Aviation Boulevard and Hawaii Street

Agreement 99 -3) Property owner _Calhotone -Dblt, LLC He asked if proper notice had been done
and if any written commumcations had been received Clerk Mortesen stated that proper noticing had
been done and the Clerk's Department had received two written communications.
Mayor Gordon stated he has a possible conflict of interest on this item and will not participate.
Chris Ketz, Planning Manager, gave a brief staff report.

Request to sell or dispose of all personal property which has become unsuitable for City use including
unclaimed Police property
RECOMMENDED COUNCIL ACTION
Declare vehicles, equipment and miscellaneous supplies surplus including unclaimed Police property and
authorize the Purchasing Agent to sell items at auction or for scrap, use as trade -in on new
equipment1supplies, or otherwise dispose of at his discretion
INTRODUCTION AND BACKGROUND:
The purpose of this request is to sell or dispose of unclaimed property and surplus City property pursuant to
City of El Segundo Municipal Code Section 2 48 060 that may otherwise require storage and security The list
of items to be sold combines unclaimed property with property deemed surplus /unsuitable to City needs All
departments have reviewed the combined list in order to allow redeployment of equipment and goods where
appropriate The last request for disposal of surplus items was approved by City Council August 4, 1998
DISCUSSION:
Approve the staff recommendation to declare vehicles, equipment and miscellaneous supplies surplus and
authorize the Purchasing Agent to sell items at auction or for scrap, use as trade -in on new
equipment/supplies, or otherwise dispose of at his discretion Most PC's were not auctioned in 1998 due to
redeployment throughout the City and spare part usage Since then, current City software standard
incompatibilities (i a Windows 95, Microsoft Office 97, Eden Financial System, etc) and Y2K noncompliance
issues made it necessary to replace our obsolete technology Of the 65 PC's to be auctioned, 14 are 286's, 24
are 386's, 22 are 486's, and 5 are Pentium 75's and 90's

management and imaging system
RECOMMENDED COUNCIL ACTION:
Approve standard services agreement, and authorize the City Manager to execute
INTRODUCTION AND BACKGROUND.
During budget talks last year, Council approved in concept the implementation of a Records
Imaging System
DISCUSSION.
Staff is requesting the approval to retain an independent contractor to develop a) needs
assessment and phased project plan, b) Request for Proposal; c) Bid analysis, system
selection, c) Policies and Procedures, input plan, and training The funding will come from the
$60,000 in the FY 1999 -2000 budget The overall disk imaging project will return to the ETRC
again this year as well as the Council Policy Development Strategic Session. The first phase
of the Project is to determine the needs of the City and develop a phased project plan

Subiect; El Segundo City Hall Interior Design Standards
The City of El Segundo is requesting proposals from qualified interior decoration professionals
to establish standards for the interior of the El Segundo City Hall, including the Council
Chambers
The City Hall was originally built in 1955 and remodeled in 1975. It consists of a single story
budding approximately 17,000 square feet and two (2) basements totaling approximately 8,200
square feet The west basement contains the City Attorney and Finance Departments offices,
Community Cable Television control room and storage The east basement is primarily utilized
for storage, however the City intends to convert some of this area to office space
Interior standards (color, texture, etc ) need to be developed for the following items
• Furniture, cabinetry, etc
• Carpeting
• Walls
• Window and door treatment (drapes, etc )
The consultant's recommendations should take into consideration the following additional
improvements proposed within the City Hall
An elevator from the Finance Department area to the west basement including
relocation of the West Conference Room on the first floor
Lighting and architectural refurbishing of the main hallway area currently exhibiting
photographs of previous City Mayors
The initial design effort will involve meetings with City staff to evaluate current and future needs
in order to develop design standards alternates with cost comparisons. The consultant shall
prepare a display board showing the alternate design schemes for review by the City Council
and the general public The consultant shall prepare a final report incorporating the comments
received during the display period

INTRODUCTION AND BACKGROUND:
The Recreation and Parks Department has contracted Pyrospectaculars for approximately eight years as
the city's 4P of July fireworks display contractors Pyrospectaculars has always been very
accommodating working within the confines for Recreation Park and have met the requirements
necessary with the Fire Department in regards to safety
DISCUSSION,
Since this years budget was increased by $4,000 to accommodate the rising costs of doing a fireworks
production and to enhance this years "2000" show, the contract now requires City Council approval
Pyrospectaculars contract has been reviewed and approved by the City Attorney's office and is on file in
the City Clerk's office
