69EL SEGUNDO CITY COUNCIL MEETING DATE: June 15, 1999 AGENDA ITEM STATEMENT AGENDA HEADING- Consent Item AGENDA DESCRIPTION. Recommendation for the purchase and replacement of three vehicles Two to be funded by asset forfeiture and one to be purchased with equipment replacement funds The amount not to exceed $69,000 RECOMMENDED COUNCIL ACTION Authorize staff to purchase three used vehicles as outlined in this report INTRODUCTION AND BACKGROUND: The Police Department currently maintains 10 unmarked vehicles for use by various officers in undercover /surveillance operations Three vehicles in the fleet (units 4397, 4306 and 4394) have been identified as exceeding their useful life Unit 4397, a 1992 Pontiac Grand Prix, has in excess of 60,000 miles and is beginning to show wear not suitable for surveillance type driving and activities This was purchased with asset forfeiture funds and will need to be replaced with identical funds Unit 4394, a 1990 Ford Crown Victona, purchased in the 90191 fiscal year with asset forfeiture funds has also been identified as exceeding its usefulness and should betaken out of service This vehicle, if approved, will be replaced with asset forfeiture funds Unit 4306, a 1991 Ford Taurus was purchased during the 91192 fiscal year In 1996, Its life span had been extended from five to 10 years Although it has reasonably low mileage, the vehicle's high maintenance history has resulted in costs far exceeding the vehicle's value This fact, combined with the vehicle's general state of disrepair, has resulted in a recommendation from Jack Hilton that the vehicle be removed from service and replaced There is currently $18,000 in equipment replacement budgeted for of this vehicle Jack Hilton of the Equipment Maintenance Division examined the three vehicles and recommended the vehicles be taken out of service and listed as surplus equipment for auction purposes It is recommended that the City Council authorize staff to remove all three vehicles from service and allow the purchase of three replacement vehicles for the Police Department Two vehicles will be funded through asset forfeiture and the third through the equipment replacement account DISCUSSION Staff recommends the purchase of three used, full size, domestic vehicles, from a rental car agency for the following reasons • Prices are lower than that of new vehicles • Vehicles carry full manufacturers warranty with complete maintenance history provided • Vehicles will not accumulate significant mileage annually , • Vehicles will still have monetary value at the end of 3 -5 years when due for replacement Any vehicle authorized as outlined above would be fully inspected and have their service records reviewed by the Equipment Maintenance Division prior to final purchase Rick Longobart has been consulted and is supportive of such a purchase He will supply vehicle specifications upon approval of this request ATTACHED SUPPORTING DOCUMENTS.
