53Cont. CDBG 15 June 1999 DISCUSSION- Annually, the City receives approximately $110,000 in CDBG funds These funds support a variety of public service activities, a minor home repair protect, and a residential sound insulation (RSI) project The City's ongoing participation in the Los Angeles Urban County CDBG Program ensures that these vital community service protects continue uninterrupted The following general policies apply to all participating cities entering into a three -year Cooperation Agreement with the County 1 All cities that intend to be a part of the Urban County 2000 -2003 CDBG Program are required to execute a Cooperation Agreement with the County This agreement must be filed with the Department of Housing and Urban Development (HUD) by 16 July 1999, 2 Cities cannot drop out of the Urban County Program during the three -year period, 3 Each city will retain control over its own CDBG funds based on (HUD) Program regulations, 4 The Community Development Commission (CDC) often provides additional assistance to the participating cities by undertaking County - funded or jointly- funded community development activities within the local jurisdiction's boundaries, 5 Cities will not be eligible to apply for grants under the Small Cities or State CDBG Program, and, 6 Cities automatically participate n the HOME Program The proposed Cooperation Agreement is identical to the existing Agreement under which the City is currently operating The Agreement uses standard language approved by the County, County Counsel, and the Federal Housing and Urban Development (HUD) Department Once the Agreement is approved by the City Council and signed by the Mayor, it will be forwarded to the County Board of Supervisors for its ratification The Home and Assisted Housing Programs require only that the City make available informational brochures to El Segundo residents If any El Segundo residents show interest in these CDC - sponsored programs, a CDC staff member will assist the applicant with completing the required documents The City has participated in these programs for several years and there has been no burden on City resources If the City wishes to continue its participation in aforementioned CDBG Program, it must execute the Cooperation Agreement, adopt the attached Resolution, and submit all documents to the CDC by 18 June 1999 in order to meet the submission deadline to HUD by 16 July 1999 ?zo
