AN ORDINANCE OF THE PEOPLE OF THE CITY OF EL
SEGUNDO, CALIFORNIA, AMENDING THE EL SEGUNDO
MUNICIPAL CODE TO PROHIBIT FREIGHT FORWARDING
USES IN THE CITY'S MIXED USE NORTH ZONE
WHEREAS on April 17, 1999 the City Council, pursuant to Election Code Section 9214
was presented with an Initiative Petition circulated by Waiter Baynes III which the City Clerk
has examined pursuant to Elections Code Section 9211;
WHEREAS the City Clerk certified the sufficiency of the Petition and found it was
signed by 15% of the registered voters of the City according to the last report of registration by
the County Elections Official to the Secretary of Sate pursuant to Elections Code Section 2187,
WHEREAS Elections Code Section 9214(a) provides:
"That the City Council may introduce the Initiative Ordinance, without alteration,
at the regular meeting at which it is presented, and adopt the Ordinance within 10
days after it is presented."
NOW THEREFORE THE CITY COUNCIL, ON BEHALF OF THE PEOPLE OF THE
CITY OF EL SEGUNDO, DOES ORDAIN AS FOLLOWS:
Section 1. Purpose.
The purpose of this initiative is to amend the El Segundo Municipal Code, Title 20 —
Zoning, Sections 20.36.040 and 20.36.050, so that freight forwarding and other similar uses, as
defined herein, will no longer be allowed, and instead shall be prohibited uses in the Mixed Use
North (MU -N) zone, provided however, that freight forwarding uses already in existence
pursuant to conditional use permits shall not be adversely affected.
Section 2. Section 20.36.040 shall be amended to read as follows:
2036.40 USES SUBJECT TO A CONDITIONAL USE PERMIT.
The following uses shall be allowed subject to obtaining a conditional use permit, as
provided by Chapter 20.74, Variance and Conditional Use Permit:
A. Catering services and flight kitchens;
B. Dnve -thru restaurants;
C. Helicopter landing facilities subject to the provisions of Section 20.12.160;
D. Hospitals;
E. Motion picture/television production facilities (outdoor facilities only);

F. On -site sale and consumption of alcohol at bars;
G. Outdoor dining, exempting outdoor dining at restaurants and drive -thru
restaurants where outdoor dining comprises 20% or less of the total dining area of
the restaurant or drive -thru restaurant, but not exceeding 200 square feet of floor
area;
H Parking facilities, including park and ride lots;
I. Recreational facilities (public and commercial),
J. Service stations, if a 500 foot minimum distance from any residential zoned
property is provided. This distance criteria does not apply to properties east of
Sepulveda Boulevard,
K. Video arcades with four or more video or arcade machines, and,
L. Other similar uses approved by the Director of Planning and Building Safety, as
provided by Chapter 20.72, Administrative Determination. (Ord. 1272).
Section 3. Section 20 36.050 shall be amended as follow:
20.36.50 PROHIBITED USES
A. All uses that are involved with the transfer and storage of waste material,
B. Residential uses; and
C. Freight forwarding, freight sort, freight transfer, freight terminals, freight yards,
sort and distribution facilities, sort, distribution or express operations facilities,
warehouse and distribution facilities, and other similar uses; provided, however,
that any such uses for which a conditional use permit was initially issued prior to
July 1, 1999, shall not be affected.

INTRODUCTION AND BACKGROUND AND DISCUSSION:
On 19 August 1999, Mattel Inc submitted a letter to the City requesting approval of a 40'x 40' (1,600 square feet)
temporary sign which would exceed the guidelines of the City's Sign Code Section 20 60 080H of the Municipal Code
requires that any sign over 500 square feet must be approved by the City Council As the sign is temporary and will
be installed only for three weeks, Staff believes that it is consistent with the intent and purpose of the Sign Code
The temporary banner is an enlarged version of the new $0 33 Barbie doll U S Postage Stamp As you may recall,
the Council has approved even larger promotional banners for DirecTV on two occasions
Additionally, the sign will require Building Safety permits to ensure that it is safely constructed and attached to the
building Strength, safety, stress, and wind load analysis will be required to ensure the safety and structure integrity
of the installation of the sign Standard indemnification and liability insurance will also be required

Thank you for your help thus far with securing a permit for a banner celebrating the new Barbee
stamp We apologize for the lateness of this request.
The United States Postal Service, Jill Barad, Mattel's chairman and CEO and the Mayor of El
Segundo will be gathering on August 24, 1999 to unveil the latest stamp to be issued by the
USPS We are very excited that Barbre doll will be honored with her own stamp, to be released
on September 17, 1999 as part of the USPS Celebrate the Century series Barbie doll was
selected by the American public to be one of 15 images representing the 1960s in the collection.
We would like to hang a 40' x 40' banner from the Mattel building, facing Mattel Park, from
August 24 to September 20 in recognition of this exciting announcement I have included a
color copy of what the banner will look like During that same timeframe the El Segundo post
office will be using a special commemorative ` Barbie" cancellation stamp for all mail that passes
through the local station and will be selling cache envelopes honoring Barbie doll's achievement
Again, we apologize for submitting this request at this late date. We hope the city will share our
excitement about this great honor for a hometown girl
