RECOMMENDED COUNCIL ACTION: Approve request to submit grant application requesting $90,000 in grant money with a $30,000 cash match. BRIEF SUMMARY: The Police Department is proposing to submit a grant application to the U.S. Department of Justice, COPS MORE '98, requesting $90,000 for the acquisition of equipment and technology in the way of mobile digital computers (MDC's). This will require a 25% ($30,000) cash match to be made by the City. On November 5,1996 the El Segundo City Council approved 24 MDC's, part of the West Covina RMS approval, to be acquired from the asset forfeiture account. This action was held in abeyance until such time that the question of the RCC was resolved. This grant will help offset a portion of the costs, a potential revenue for the City of $90,000. The grant requires periodic reporting by the Police Department on officers' time savings that have resulted in the utilization of MDC's and how this time will be used in additional community policing efforts. Morrison, City Manager From: Tim Grimmond, Chief of Police Subject: Proposal to Submit Grant Application with Matching Funds Requirement PROPOSAL: The Police Department is proposing to submit a grant application to the U.S. Department of Justice, Office of Community Oriented Policing Services, COPS MORE '98 requesting $120,000 for the acquisition of mobile digital computers (MDC). To reduce the amount of time officers spend writing reports, and to increase service time in the field for Community Policing activities, the Police Department researched the use of this new technology as a means to provide a viable solution. BACKGROUND: On November 5, 1996 the El Segundo City Council approved 24 MDC's, part of the West Covina RMS approval, to be acquired from the asset forfeiture account. This action was held in abeyance until such time as the direction the City would take with the RCC was resolved. By having access to a MDC to complete paperwork in their police vehicles, officers are expected to realize up to two hours of saved report writing time. They currently expend, on average, four hours of report writing per each ten -hour shift. Currently, combinations of up to fifteen patrol officers, detectives and supervisors are expected to utilize MDC equipped vehicles. If the grant were approved, the City would be able to partially offset the expenditure of asset forfeiture funds that have already been approved. The Department of Justice provided a formula, as part of the grant application packet, that determines the dollar amount the City would be eligible to apply for. Based on the Cost Effectiveness Worksheet, Section II - Part A of the grant application, the City is eligible for $120,000 in grant funding. RECOMMENDATIONS: It is recommended the City Council authorize the Police Department to compete for COPS MORE `98 grant funding consideration. FISCAL IMPACT: This equipment and technology grant requires a 25% cash match to be made by the City. The City will need to purchase the remaining MDC's at a cost of $105,000. Combined with the $30,000 in matching funds the City would expend a total of $135,000 to purchase $208,800 in hardware, software, installation and licensing fees, a potential revenue of $90,000. As stated above, this $208,800 is included as part of the approved communications project.
