JONES CITY MANAGER Honorable City Council E1 Segundo, California Gentlemen: �, �y rLn 1Z j J 350 Main Street El Segundo, California 90245 .4- Seotember 17, 1979 !2131 322 4676 The City owns a lot approximately fifty feet by one hundred thirty -four feet-in size west of Main Street between Walnut Avenue and Sycamore Avenue. This property was purchased in November, 1951 for use as a storm water retention basin. It is no longer needed for that purpose. The Citv paid $4,200 for the property and invested an additional $1,313.54 in development, making the total investment in the property $5,503.94. The lot is zoned Z -1 and has no access to any street. The City'.s access to the lot for storm drain maintenance purposes was provided by an easement across adjoining property which will auto- matically expire when the Citv abandons the lot as a storm drain facility. In addition, the lot accumulates some drainage from surrounding property. In order for it to be put to beneficial use the lot must be filled and compacted to the approximate level of the surrounding property and a small drainage facility installed which would dispose of storm waters to the nearest public drain in Walnut Avenue. Without access to an adjoining street the property is unusable. This severely limits the value of the property in its present condition. There are three alternatives for use of the property: A. Development as a single family residence with an access driveway to a surrounding street (flag lot development). B. Divide the property equally among the adjoining six lots facing Sycamore and Walnut Avenues. C. Combination with the Pacific Baptist Church property which adjoins the lot on the east. In 1965 an attempt was made to dispose of the property to the sir, adjacent property owners. This attempt failed since there Honorable City Council September 17,1979 Page 2 was no agreement among all property owners to obtain a portion of the lot. One owner expressed an interest in developing the property as a flag lot. Development of a flag lot is poor planning practice and is not recommended. It is unlikely that agreement could be obtained from the six property owners to purchase .equal shares of the lot, given the cost of filling and development. The City Engineer has estimated the minimum cost of preparing the lot for use at $30,000. City has obtained a disposition appraisal of the property from Donahue and Company, Inc., property and urban economics specialists. The property was valued at $5,000 in its present condition or $35,000 filled, compacted and with a storm drain installed. Trustees of the Pacific Baptist Church have submitted a proposal to the City to acquire the property as is at the appraised value of 55,000. ccoy of their pronosal is attached for your information. In order to use the property for parking as proposed by the Church, it would be necessary to reparcel the City land with the Church land to form one lot. In addition the Church would have to obtain a conditional use permit allowing use of the property for Church purposes and limiting use of the City lot to parking or to construction of a single family residence incidental to Church use. I recommend that the Council agree in principle to sell the property to the Pacific Baptist Church as is for $5,000 under the following conditions: A. That the property be reparceled to form one lot. The City will prepare the parcel map. B. That the Church obtain a conditional use permit from the Planning Commission limiting the use of the subject lot to parking or to single family residence incidental to Church use. U If the Council concurs, I recommend that you direct the City Attorney to prepare a sales agreement incorporating the con- ditions described above. I recommend also that you direct staff to meet with Church officials and owners of the property adjoining the parcel to be sold in order to .explain the proposal. Church officials have indicated they are willing to initiate such a meeting by contacting the neighbors and adjoining property owners.
