A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF EL SEGUNDO, CALIFORNIA, CONSENT -
ING TO TRANSFER OF, AND TRANSFERRING
CONDITIONAL ENCROACHMENT PERMIT HERETO-
FORE GRANTED BY RESOLUTION NO. 1672.
WHEREASs by Resolution No. 1678 the City Council of the
City of Ei Segundo authorized and permitted Douglas Aircraft Company,
Inc., to encroach upon s certain portion of Douglas Street within said
City as in said resolutions particularly described and set fortb; and
WHEREAS, TWF Investments, isa., has advised fise City
Council of its purchase from Douglas Aircraft Company, bw. , of Ilse
latterss El Segundo facilitye and requested transfer of said encroach-
ment permit to TWF lavestmentss Inc.; and
WHEREAS, after due consideration of said matter, the
City Council believes flat the action hereinafter taken, subject to tine
terms and conditions hereinafter expressed, is indicated in the pre-

NOW, THEREFORE, THE CITY COUNCIL OF THE CITY
OF EL SEGUNDO, CALIFORNIA, DOES HERESY RESOLVE, DETER-
MINE AND ORDER AS FOLLOWS:
SECTION 1. That that certain conditional encroachment
permit authorized and granted by Resolution No. 1678 is transferred
to TWF Investments, Inc., subject to the terms and conditions of said
SECTION 2. That the City Clerk shall furnish to said TWF
Investments, Inc.. as permittee as mast' certified copies of this reso-
lution as TWF Investmments# into, may reasonably require and one of
such certified copies shall be returned to the City Clerk wiffi the endorse-
ment of the TWF Investments. Inc. Is approval and acceptence of the
authority and permit herein granted, aeon and subject to the terms and
motions herein expressed. This resolution and the certified copy

In answer to , ur iuestions ccncerning the .nterpretatici o1
Condil_on A, under Section 3 of Resolution No. 1672, which grants
your Company an encroachment permit on Douglas Street, we submit
the I flowing:
Where a "suitable and efficient security fence" is mentioned,
we r-,ean any device which would prevent the indiscriminate movement
of automobiles from the street into this parking area, as we wish t.,
confine ingress and egress to the street to as few as possible locati:;ns
for trafl_e control reasons.
Where we use the words "which shall effectively prevent
entrance by unauthorized persons ", we mean to effectively prevent en-
trance ,A and we do not necessarily :e.,u_re an,, c,;ntroi
over the novement of pedestrians.
Our only concern with this area is that the traffic movements
be controlled by confining this movement to recogni zed driveway entrances
and we are not concerned with any security regulations whatsoever.
We are sorry that this language is ambiguous, and hole that
this letter will clarify ,- .our intent.
