CONTRACT FOR PROFESSIONAL SERVICES
BETWEEN
THE CITY OF EL SEGUNDO AND
RBF CONSULTING
This AGREEMENT is entered into thisday of December, 2009, by and between the
CITY OF EL SEGUNDO, a general law city and municipal corporation ("CITY") and RBF
Consulting, a California corporation("CONSULTANT").
1. CONSIDERATION.
A. As partial consideration, CONSULTANT agrees to perform the work listed in the
SCOPE OF SERVICES,below;
B. As additional consideration, CONSULTANT and CITY agree to abide by the
terms and conditions contained in this Agreement;
C. As additional consideration, CITY agrees to pay CONSULTANT a sum not to
exceed seven thousand seven hundred seventy five dollars ($7,775) for
CONSULTANT's services. CITY may modify this amount as set forth below.
Unless otherwise specified by written amendment to this Agreement, CITY will
pay this sum as specified in the attached Exhibit "A," which is incorporated by
reference.
2. SCOPE OF SERVICES.
A. CONSULTANT will perform services listed in the attached Exhibit "B," which is
incorporated herein.
B. CONSULTANT will, in accordance with generally accepted professional
standards of care, furnish all of the labor, technical, administrative, professional
and other personnel, all supplies and materials, equipment, printing, vehicles,
transportation, office space and facilities, and all tests, testing and analyses,
calculation, and all other means whatsoever, except as herein otherwise expressly
specified to be furnished by CITY, necessary or proper to perform and complete
the work and provide the professional services required of CONSULTANT by
this Agreement.
3. PAYMENTS. For CITY to pay CONSULTANT as specified by this Agreement,
CONSULTANT must submit a detailed invoice to CITY which lists the hours worked and
hourly rates for each personnel category and reimbursable costs (all as set forth in Exhibit "A")
the tasks performed, the percentage of the task completed during the billing period, the
cumulative percentage completed for each task, the total cost of that work during the preceding

billing month and a cumulative cash flow curve showing projected and actual expenditures
versus time to date.
4. POLITICAL REFORM ACT. CONSULTANT agrees that it will be considered a public
official subject to the Political Reform Act of 1974 for purposes of this Agreement.
CONSULTANT agrees and warrants that it has no financial interests which may be materially
affected by the project for which the amendment to the Mitigated Negative Declaration, as
specified in the SERVICES, is being prepared. Such financial interests may include, without
limitation, interests in business entities, real property, or sources of income exceeding $500
received within the past year. CONSULTANT further warrants that, before executing this
Agreement, it reviewed the Political Reform Act of 1974 and the Fair Political Practices
Commission regulations, including, without limitation, Chapter 7 of Title 2 of the California
Administrative Code, Section 18700, et seq., in order to determine whether any conflict of
interest would require CONSULTANT to refrain from performing the SERVICES or in any way
attempting to use its official position to influence the governmental decisions underlying the
subject environmental clearances.
5. FAMILIARITY WITH WORK.
A. By executing this Agreement, CONSULTANT represents that CONSULTANT
has
i. Thoroughly investigated and considered the scope of services to be
performed;
ii. Carefully considered how the services should be performed; and
iii. Understands the facilities, difficulties, and restrictions attending
performance of the services under this Agreement.
B. If services involve work upon any site, CONSULTANT represents that
CONSULTANT has or will investigate the site and is or will be fully acquainted
with the conditions there existing, before commencing the services hereunder.
Should CONSULTANT discover any latent or unknown conditions that may
materially affect the performance of the services, CONSULTANT will
immediately inform CITY of such fact and will not proceed except at
CONSULTANT's own risk until written instructions are received from CITY.
C. Although CITY has a duty to the public to independently review any
environmental document, including, without limitation a negative declaration or
draft EIR, prepared by CONSULTANT, that duty to the public, or the breach
thereof, will not relieve CONSULTANT of its duties under this Section or any
representation provided by CONSULTANT in this Agreement.

6. KEY PERSONNEL.
A. CONSULTANT's key personnel assigned to perform work under this Agreement
and their level of responsibility are as follows:

Mr. Eddie Torres, INCE Air Quality, Noise Analysis, Global
Climate Change
Mr. Paul Martin, P.E. Traffic Analysis
B. The resume of each of the individuals identified in this Section are attached to this
Agreement, collectively, as Exhibit "C," and incorporated by reference.
C. In the event CITY objects to the continued involvement with this Agreement by
any of the persons listed in this Section, CONSULTANT agrees that it will
replace such persons with individuals that are agreed to by CITY.
7. TERM. The term of this Agreement will be from December 1, 2009, to September 30, 2010.
Unless otherwise determined by written amendment between the parties, this Agreement will
terminate in the following instances:
A. Completion of the work specified in Exhibit"B";
B. Termination as stated in Section 15.
8. TIME FOR PERFORMANCE. CONSULTANT will not perform any work under this
Agreement until:
A. CONSULTANT furnishes proof of insurance as required by this Agreement; and
B. CITY gives CONSULTANT a written Notice to Proceed.
C. Should CONSULTANT begin work on any phase in advance of receiving written
authorization to proceed, any such professional services are at CONSULTANT's
own risk.
9. TIME EXTENSIONS. Should CONSULTANT be delayed by causes beyond
CONSULTANT's control, CITY may grant a time extension for the completion of the contracted
services. If delay occurs, CONSULTANT must notify CITY within forty-eight hours (48 hours),
in writing, of the cause and the extent of the delay and how such delay interferes with the
Agreement's schedule. CITY may, but is not required to, extend the completion time, when
appropriate, for the completion of the contracted services.
10. CHANGES. CITY may order changes in the services within the general scope of this
Agreement, consisting of additions, deletions, or other revisions, and the contract sum and the

contract time will be adjusted accordingly. All such changes must be authorized in writing,
executed by CONSULTANT and CITY. The cost or credit to CITY resulting from changes in
the services will be determined in accordance with written agreement between the parties.
11. TAXPAYER IDENTIFICATION NUMBER. CONSULTANT will provide CITY with a
Taxpayer Identification Number.
12. PERMITS AND LICENSES. CONSULTANT, at its sole expense, will obtain and
maintain during the term of this Agreement, all necessary permits, licenses, and certificates that
may be required in connection with the performance of services under this Agreement.
13. PROJECT COORDINATION AND SUPERVISION.
A. Glenn LaJoie will be assigned as Project Manager and will be responsible for job
performance, negotiations, contractual matters, and coordination with CITY's
Project Manager.
B. Trayci Nelson will be assigned as CITY's Project Manager and will be personally
in charge of and personally supervise or perform the technical execution of the
Project on a day-to-day basis on behalf of CITY and will maintain direct
communication with CONSULTANT's Project Manager.
14. WAIVER. CITY's review or acceptance of, or payment for, work product prepared by
CONSULTANT under this Agreement will not be construed to operate as a waiver of any rights
CITY may have under this Agreement or of any cause of action arising from CONSULTANT's
performance. A waiver by CITY of any breach of any term, covenant, or condition contained in
this Agreement will not be deemed to be a waiver of any subsequent breach of the same or any
other term, covenant, or condition contained in this Agreement, whether of the same or different
character.
15. TERMINATION.
A. Except as otherwise provided, CITY may terminate this Agreement at any time
with or without cause. Notice of termination will be in writing.
B. CONSULTANT may terminate this Agreement at any time with CITY's mutual
consent. Notice will be in writing at least thirty (30) days before the effective
termination date.
C. Should termination occur, all finished or unfinished documents, data, studies,
surveys, drawings, maps, reports and other materials prepared by CONSULTANT
will, at CITY's option, become CITY's property, and CONSULTANT will
receive just and equitable compensation for any work satisfactorily completed up
to the effective date of notice of termination, not to exceed the total costs under
Section I(C).

D. Should the Agreement be terminated pursuant to this Section, CITY may procure
on its own terms services similar to those terminated.
E. By executing this document, CONSULTANT waives any and all claims for
damages that might otherwise arise from CITY's termination under this Section.
16. OWNERSHIP OF DOCUMENTS. All documents, data, studies, drawings, maps, models,
photographs and reports prepared by CONSULTANT under this Agreement are CITY's
property. CONSULTANT may retain copies of said documents and materials as desired, but
will deliver all original materials to CITY upon CITY's written notice. CITY agrees that use of
CONSULTANT's completed work product, for purposes other than identified in this Agreement,
or use of incomplete work product, is at CITY's own risk.
17. PUBLICATION OF DOCUMENTS. Except as necessary for performance of service
under this Agreement, no copies, sketches, or graphs of materials, including graphic art work,
prepared pursuant to this Agreement, will be released by CONSULTANT to any other person or
city without CITY's prior written approval. All press releases, including graphic display
information to be published in newspapers or magazines, will be approved and distributed solely
by CITY, unless otherwise provided by written agreement between the parties.
18. INDEMNIFICATION.
A. CONSULTANT agrees to the following:
i. Indemnification for Professional Services. CONSULTANT will save
harmless and indemnify, and at CITY's request reimburse defense
costs for City and all its officers, volunteers, employees and
representatives (including reasonable attorney's fees), from and
against any and all suits, actions, or claims, of any character
whatever, brought for, or on account of, any injuries or damages
sustained by any person or property resulting or arising from any
negligent or wrongful act, error or omission by CONSULTANT or
any of CONSULTANT's officers, agents, employees, or
representatives, in the performance of this Agreement, except for such
loss or damage arising from CITY's sole negligence, active negligence
or willful misconduct.
ii. Indemnification for other than Professional Services. CONSULTANT
indemnifies and holds CITY harmless from and against any claim,
action, damages, costs (including, without limitation, reasonable
attorney's fees), injuries, or liability, to the extent resulting from
CONSULTANT's negligence or other wrongful conduct, arising out
of this Agreement, or its performance, except for such loss or damage
arising from CITY's sole negligence, active negligence or willful
misconduct. Should CITY be named in any suit, or should any claim

be brought against it by suit or otherwise, whether the same be
groundless or not, arising out of this Agreement, or its performance,
CONSULTANT will defend CITY (at CITY's request and with
counsel satisfactory to CITY) and will indemnify CITY for any
judgment rendered against it or any sums paid out in settlement or
otherwise.
iii. Exclusion for CEQA Actions. Notwithstanding the foregoing,
CONSULTANT need not indemnify, defend, or hold CITY harmless
in CEQA actions initiated pursuant to Public Resources Code §§
21167 and 21168 where CONSULTANT's work may form the basis of
a lawsuit. However, should CONSULTANT's work, as contemplated
by this Agreement, contain errors or omissions that results in an
adverse ruling against CITY, CONSULTANT agrees to indemnify
and hold CITY harmless to the extent provided for in Section 18(A)(i).
B. For purposes of this section "CITY" includes CITY's officers, officials and
employees.
C. It is expressly understood and agreed that the foregoing provisions will survive
termination of this Agreement.
D. The requirements as to the types and limits of insurance coverage to be
maintained by CONSULTANT as required by Section 22, and any approval of
said insurance by CITY, are not intended to and will not in any manner limit or
qualify the liabilities and obligations otherwise assumed by CONSULTANT
pursuant to this Agreement, including, without limitation, to the provisions
concerning indemnification.
19. ASSIGNABILITY. This Agreement is for CONSULTANT's professional services.
CONSULTANT's attempts to assign the benefits or burdens of this Agreement without CITY's
written approval are prohibited and will be null and void.
20. INDEPENDENT CONTRACTOR. CITY and CONSULTANT agree that
CONSULTANT will act as an independent contractor and will have control of all work and the
manner in which is it performed. CONSULTANT will be free to contract for similar service to
be performed for other employers while under contract with CITY. CONSULTANT is not an
agent or employee of CITY and is not entitled to participate in any pension plan, insurance,
bonus or similar benefits CITY provides for its employees. Any provision in this Agreement that
may appear to give CITY the right to direct CONSULTANT as to the details of doing the work
or to exercise a measure of control over the work means that CONSULTANT will follow the
direction of the CITY as to end results of the work only.
21. AUDIT OF RECORDS.
A. CONSULTANT agrees that CITY, or designee, has the right to review, obtain,

and copy all records pertaining to the performance of this Agreement.
CONSULTANT agrees to provide CITY, or designee, with any relevant
information requested and will permit CITY, or designee, access to its premises,
upon reasonable notice, during normal business hours for the purpose of
interviewing employees and inspecting and copying such books, records,
accounts, and other material that may be relevant to a matter under investigation
for the purpose of determining compliance with this Agreement. CONSULTANT
further agrees to maintain such records for a period of three (3) years following
final payment under this Agreement.
B. Upon inspection, CONSULTANT will promptly implement any corrective
measures required by CITY regarding the requirements of this Section.
CONSULTANT will be given a reasonable amount of time to implement said
corrective measures. Failure of CONSULTANT to implement required corrective
measures will result in immediate termination of this Agreement.
C. CONSULTANT will keep all books, records, accounts and documents pertaining
to this Agreement separate from other activities unrelated to this Agreement.
22. INSURANCE.
A. Before commencing performance under this Agreement, and at all other times this
Agreement is effective, CONSULTANT must procure and maintain the following
types of insurance with coverage limits complying, at a minimum, with the limits
set forth below:

B. Commercial general liability insurance will meet or exceed the requirements of
the most recent ISO-CGL Form. The amount of insurance set forth above will be
a combined single limit per occurrence for bodily injury, personal injury, and
property damage for the policy coverage. Commercial General Liability policy
will be endorsed to name City, its officials, and employees as "additional
insureds" under said insurance coverage and to state that such insurance will be
deemed "primary" such that any other insurance that may be carried by City will
be excess thereto. Such insurance will be on an "occurrence," not a "claims
made," basis and will not be cancelable or subject to reduction except upon thirty
(30) days prior written notice to City.
C. Automobile coverage will be written on ISO Business Auto Coverage Form CA
00 0106 92, including symbol 1 (Any Auto).

D. Professional liability coverage will be on an "occurrence basis" if such coverage
is available, or on a "claims made" basis if not available. When coverage is
provided on a "claims made basis," CONSULTANT will continue to maintain the
insurance in effect for a period of three (3) years after this Agreement expires or
is terminated ("extended insurance"). Such extended insurance will have the same
coverage and limits as the policy that was in effect during the term of this
Agreement, and will cover CONSULTANT for all claims made by City arising
out of any errors or omissions of CONSULTANT, or its officers, employees or
agents during the time this Agreement was in effect.
E. CONSULTANT will furnish to City duly authenticated Certificates of Insurance
evidencing maintenance of the insurance required under this Agreement,
endorsements as required herein, and such other evidence of insurance or copies
of policies as may be reasonably required by City from time to time. Insurance
must be placed with insurers with a current A.M. Best Company Rating
equivalent to at least a Rating of"A:VII."
F. Should CONSULTANT, for any reason, fail to obtain and maintain the insurance
required by this Agreement, City may obtain such coverage at CONSULTANT's
expense and deduct the cost of such insurance from payments due to
CONSULTANT under this Agreement or terminate.
23. USE OF CONSULTANT. CONSULTANT must obtain CITY's prior written approval to
use any consultants while performing any portion of this Agreement. Such approval must
approve of the proposed consultant and the terms of compensation.
24. INCIDENTAL TASKS. CONSULTANT will meet with CITY monthly to provide the
status on the project, which will include a schedule update and a short narrative description of
progress during the past month for each major task, a description of the work remaining and a
description of the work to be done before the next schedule update.
25. NOTICES. All communications to either party by the other party will be deemed made
when received by such party at its respective name and address as follows:

Any such written communications by mail will be conclusively deemed to have been received by
the addressee upon deposit thereof in the United States Mail, postage prepaid and properly
addressed as noted above. In all other instances, notices will be deemed given at the time of

actual delivery. Changes may be made in the names or addresses of persons to whom notices are
to be given by giving notice in the manner prescribed in this paragraph.
26. SOLICITATION. CONSULTANT maintains and warrants that it has not employed nor
retained any company or person, other than CONSULTANT's bona fide employee, to solicit or
secure this Agreement. Further, CONSULTANT warrants that it has not paid nor has it agreed
to pay any company or person, other than CONSULTANT's bona fide employee, any fee,
commission, percentage, brokerage fee, gift or other consideration contingent upon or resulting
from the award or making of this Agreement. Should CONSULTANT breach or violate this
warranty, CITY may rescind this Agreement without liability.
27. THIRD PARTY BENEFICIARIES. This Agreement and every provision herein is
generally for the exclusive benefit of CONSULTANT and CITY and not for the benefit of any
other party. There will be no incidental or other beneficiaries of any of CONSULTANT's or
CITY's obligations under this Agreement.
28. INTERPRETATION. This Agreement was drafted in, and will be construed in accordance
with the laws of the State of California, and exclusive venue for any action involving this
agreement will be in Los Angeles County or in the Federal District Court in the District of
California in which Los Angeles County is located.
29. ENTIRE AGREEMENT. This Agreement, and its Attachments, sets forth the entire
understanding of the parties. There are no other understandings, terms or other agreements
expressed or implied, oral or written. There are three (3) Attachments to this Agreement. This
Agreement will bind and inure to the benefit of the parties to this Agreement and any subsequent
successors and assigns.
30. CONSISTENCY. In interpreting this Agreement and resolving any ambiguities, the main
body of this Agreement takes precedence over the attached Exhibits; this Agreement supersedes
any conflicting provisions. Any inconsistency between the Exhibits will be resolved in the order
in which the Exhibits appear below:
A. Exhibit A: Budget;
B. Exhibit B: Proposal for Services/Scope of Work; and
C. Exhibit C: Resumes.
31. RULES OF CONSTRUCTION. Each Party had the opportunity to independently review
this Agreement with legal counsel. Accordingly, this Agreement will be construed simply, as a
whole, and in accordance with its fair meaning; it will not be interpreted strictly for or against
either Party.
32. SEVERABILITY. If any portion of this Agreement is declared by a court of competent
jurisdiction to be invalid or unenforceable, then such portion will be deemed modified to the

extent necessary in the opinion of the court to render such portion enforceable and, as so
modified, such portion and the balance of this Agreement will continue in full force and effect.
33. AUTHORITY/MODIFICATION. The Parties represent and warrant that all necessary
action has been taken by the Parties to authorize the undersigned to execute this Agreement and to
engage in the actions described herein. This Agreement may be modified by written amendment.
CITY's city manager, or designee, may execute any such amendment on behalf of CITY.
34. ACCEPTANCE OF FACSIMILE SIGNATURES. The Parties agree that this Agreement,
agreements ancillary to this Agreement, and related documents to be entered into in connection
with this Agreement will be considered signed when the signature of a party is delivered by
facsimile transmission. Such facsimile signature will be treated in all respects as having the
same effect as an original signature.
35. COVENANTS AND CONDITIONS. The parties agree that all of the provisions hereof
will be construed as both covenants and conditions, the same as if the words importing such
covenants and conditions had been used in each separate paragraph.
36. CAPTIONS. The captions of the paragraphs of this Agreement are for convenience of
reference only and will not affect the interpretation of this Agreement.
37. FORCE MAJEURE. Should performance of this Agreement be prevented due to fire, flood,
explosion, war, embargo, government action, civil or military authority, the natural elements, or
other similar causes beyond the Parties' control, then the Agreement will immediately terminate
without obligation of either party to the other.
38. TIME IS OF ESSENCE. Time is of the essence to comply with dates and schedules to be
provided, subject to adherence to sound professional practices and procedures.
39. STATEMENT OF EXPERIENCE. By executing this Agreement, CONSULTANT
represents that it has demonstrated trustworthiness and possesses the quality, fitness and capacity
to perform the Agreement in a manner satisfactory to CITY. CONSULTANT represents that its
financial resources, surety and insurance experience, service experience, completion ability,
personnel, current workload, experience in dealing with private consultants, and experience in
dealing with public agencies all suggest that CONSULTANT is capable of performing the
proposed contract and has a demonstrated capacity to deal fairly and effectively with and to
satisfy a public agency.

Subject Update to Analysis for Environmental Assessment No. 773
Dear Ms. Nelson:
Per our conversations on October 14, 2009 and October 29, 2009, RBF Consulting has provided this
letter proposal to conduct further analysis for Environmental Assessment No. 773. It is our
understanding that the project applicant is proposing to modify the original approval and is proposing
a slightly larger hotel, with fewer rooms, and a Specific Plan to allow an increase in the maximum
allowable floor area ratio(FAR).
On August 24, 2009, JF El Segundo Owner, LLC, submitted Environmental Assessment No. 844,
Conditional Use Permit No. 09-05 and Specific Plan No. 09-02 requesting modification of the original
approval. The modification would require an amendment to Environmental Assessment No. 773 that
was prepared for the Aloft Hotel(a Mitigated Negative Declaration), an amendment to the Conditional
Use Permit which is required for a hotel in the CO Zone, and a proposed Specific Plan to allow for a
maximum floor area ratio(FAR)of 0.92 that would be limited to the parcel for the hotel.
JF El Segundo Owner, LLC proposes to change the approved 167-room Aloft Hotel to a 152-roam
Cambria Suites Hotel. The proposed change would result in a reduction of 15 rooms due to the
larger room size provided in the Cambria Suites brand and the amount and size of amenities, as well
as open space, and would result in an increase in total net floor area from 61,104 square feet to
71,005 square feet. The proposed Cambria Suites building would be constructed in approximately
the same location on the site. The proposed project would be similar to the Aloft Hotel; however, the
overall building mass of the Cambria Suites Hotel would decrease. The building footprint of the Aloft
Hotel is roughly 15,885 square feet and the Cambria Suites footprint is roughly 14,744 square feet.
The proposed Cambria Suites Hotel would at minimum require an Addendum to the Mitigated
Negative Declaration in accordance with the California Environmental Quality Act (CEQA). RBF
proposes to conduct a review of all Initial Study topical areas in order to confirm that the findings of
Environmental Assessment No. 773 remain applicable to the Cambria Suites Hotel proposal, The
findings will be presented in a Letter Report to City Staff. Budgeting for this assignment considers
project review/analysis for key topical issues (i.e., air, noise, greenhouse gases, traffic,

Manager. This EIR analyzed the environmental impacts of a 27-
acre brownfield site within the City of El Monte. The site was

and packaging),and required remediation for soil contamination.
Primary issues analyzed in addition to hazardous materials included
traffic and circulation(including extensive consultation with

contamination. The project requires careful examination of air quality and noise issues,since residential
receptors are located adjacent to the project site. The project also required extensive discussion with
Caltrans and the City of Rosemead to ensure that traffic analysis was conducted appropriately.
West Basin Municipal Water District Temporary Ocean Water Demonstration Project EIR
(Redondo Beach,CA)2008-Project Coordinator. RBF provided assistance to the West Basin Municipal
Water District for the preparation of an EIR for a temporary seawater desalination demonstration project,
located at the existing Science,Education,and Adventure Lab(SEALab) in the City of Redondo Beach.
The project is a component in the District's program to construct a full-scale seawater desalination project
providing an alternative,reliable source of potable water to its service area. Primary issues associated with
the project include marine biological sources,air quality,and noise. This project also required pre-
application consultation with ACOE,US Fish and Wildlife and NOAA Fisheries.
Camp Pendleton Desalination Feasibility Study for the San Diego County Water Authority(San
Diego County,CA)2007-Permitting and Environmental Coordinator. RBF assisted the San Diego
County Water Authority with the preparation of a feasibility study that will be used as a basis for project
permitting and preliminary design of a 50- 100-plus MGD desalination facility located at the Marine Corps
Base Camp Pendleton,CA. This work program includes federal agency consultation with Marine Corps,
ACOE,US Fish and Wildlife and others.
Southern California Logistics Airport Specific Plan Amendment and Rail Service Project
Subsequent Program EIR and Environmental Assessment(Victorville,CA)2008-Environmental
Coordinator/Project Manager. This EIR evaluated the 2,800-acre expansion of the existing SCLA Specific
Plan,which includes the former George Air Force Base. The project proposes intermodal and multimodal
rail facilities(and supporting industrial uses)as a major hub for rail transport. Significant issues are traffic,
public utilities,biological resources,noise,air quality,aesthetics,cultural resources,and hydrology. A
NEPA Environmental Assessment is also being prepared for the project through the Federal Railroad
Administration,requiring Section 7 and 106 consultations with applicable Federal agencies.
Carrari Ranch Project EIR(Rancho Cucamonga,CA)Ongoing since 2005-Project Manager. The
City of Rancho Cucamonga is in the process of analyzing a 110-unit single family residential project within
the hillsides of its northern Sphere of Influence. This controversial project requires the analysis of a range
of environmental issues,including aesthetics,biology,cultural resources,traffic,and public safety,among
others. The project also requires a General Plan Amendment to allow for the residential density proposed
for the project site.
Victor Valley Wastewater Reclamation Authority-Phase II Upgrades to the Regional Wastewater
Reclamation Facility(Victorville and Apple Valley,CA)2006-Environmental Task Manager. The
VVWRA proposes a network of new and upgraded pump stations,connection structures, and pipelines to
convey wastewater to its regional treatment plant located within the City of Victorville. Project
components span an alignment approximately three miles in length,along the eastern side of the Mojave
River. Areas of environmental concern include biological resources,traffic,cultural resources,air quality,
and noise.

Study/Mitigated Negative Declaration for an expansion of the City's wastewater reclamation facility. This
expansion was necessary to respond to a State Water Resources Control Board(SWRCB)Cease and Desist
Order for nitrate contributions to local groundwater. The Initial Study also included"CEQA-Plus"analysis
(in consultation with SWRCB staff),in accordance with State Revolving Fund(SRF)requirements. The
project required extensive analysis of air quality/odors,noise analysis,biological resources,and hazardous
materials.
Capistrano Bluffs/Pines Park Sewer Project Initial Study and Mitigated Negative Declaration(Dana
Point,CA)2007-Environmental Task Manager. Served as the Project Manager for the preparation of an
Initial Study/Mitigated Negative Declaration for a new sewer pipeline proposed through Pines Park and an
adjacent bluff within the City of Dana Point. The proposed 10-inch pipeline required extensive analysis of
potential impacts to recreational facilities,local roadways,air quality,noise,and aesthetic/biological
impacts along a coastal bluff fronting Coast Highway. The project was located within the Coastal Zone,
and required acquisition of a Coastal Development Permit through the City of Dana Point.
Huntington Beach Gun Range(Huntington Beach,CA)Ongoing since 2002-Project Manager. This
EIR involves the preparation of a Remedial Action Plan for on-site lead contamination at a former police
firing range. Environmental impacts analyzed included geology and soils,air,noise,and utilities.
San Diego County Water Authority's Seawater Desalination Project at Encina-Program EIR
(Carlsbad,CA)2006-Project Coordinator. The EIR prepared for the proposed project analyzed a
seawater desalination plant adjacent to the Encina Power Station in the City of Carlsbad. With a capacity
of 50 million gallons per day(MGD),the plant would be a drought-proof regional water supply in San
Diego County. The project involved extensive modeling and analysis of ocean water quality,as well as
analysis of impacts related to marine/coastal/terrestrial biology,aesthetics,geology,utilities,land use,and
hazardous materials. The EIR also addressed potential impacts of up to 10 miles of water conveyance
pipelines traversing the Cities of Carlsbad,Vista,and San Marcos.
Poseidon Seawater Desalination Project(Huntington Beach,CA)2005-Project Coordinator. This
highly controversial project is a proposed 50-million-gallon-per-day(mgd)seawater desalination plant to
be sited in Huntington Beach adjacent to the AES Corp.power generating station. The EIR extensively
analyzed coastal water quality issues; marine and terrestrial biological effects; impacts related to land use,
aesthetics,and geology; and off-site components of the project,including a booster pump station and
approximately 10 miles of water transmission pipeline through the Cities of Huntington Beach and Costa
Mesa.
Under Ocean Floor Seawater Intake and Discharge Demonstration Project(Long Beach,CA)2005-
Project Manager. Managed the preparation of CEQA/NEPA documentation for subsurface seawater intake
and discharge demonstration project proposed by the Long Beach Water Department. The project proposes
the construction of two collection caissons,one wet well,infiltration screens,and interconnection pipelines.
Primary environmental issues included aesthetic impacts to beach users and surrounding receptors,noise,
coastal land use consistency,and marine biological impacts.

Victor Valley Wastewater Reclamation Authority (VVWRA) 18 MGD Expansion Project Initial
Study and Mitigated Negative Declaration(Victorville,CA)2005-Environmental Project Manager.
Served as Project Manager for the preparation of CEQA documentation to increase the capacity of the
VVWRA Regional Wastewater Treatment Facility from approximately 14.5 to 18.0 MGD. New facilities
included approximately 20 acres of percolation ponds and associated on-site mechanical improvements.
This document extensively analyzed impacts in regards to air quality,noise,cultural resources,hazards and
hazardous materials,and hydrology and water quality,among others. The document also included analysis
of impacts to desert tortoise,a Federally-and State-listed special status species.
Universal Health Services Mixed Use Facility (Palmdale,CA)2003-Environmental Analyst. Helped
prepare the Initial Study and Draft EIR for a proposed general hospital,medical office building,and senior
housing complex on a 37-acre parcel in the City of Palmdale. The primary issues analyzed by the EIR
were traffic,noise,aesthetics,land use,and air quality.
Canyon Crest EIR(Brea,CA)2003-Helped prepare the EIR for this large-scale hillside project in the
City of Brea. Significant environmental issues analyzed were biological resources; impacts on an adjacent
State park; hydrology and drainage; landform alterations; and visual sensitivity. Unique to this project is
a precedent-setting City initiative that mandated that all developments that require legislative action go
before the vote of the people.
Southeast Coastal Redevelopment Plan Program EIR(Huntington Beach,CA)2002-Project
Coordinator and Analyst. This Redevelopment Plan was a controversial 162-acre project that involved
residential, industrial,commercial,and wetland uses. Environmentally sensitive issues included noise,
aesthetics,air,traffic,land use compatibility,housing,integrity of the wetlands,and hazardous materials.
This EIR required a high level of sensitivity to community concerns and issues,and incorporated an
extensive public outreach program. Unique components of this project are a landfill on the California
Superfund listed and a 500-megawatt power generating plant.
Arlington Desalter Enhancements Project(Riverside County,CA)2002-Environmental Analyst.
Helped prepare the IS/MND,and also assisted in the product water stakeholder coordination process. RBF
prepared this IS/MND for the Santa Ana Watershed Project Authority(SAWPA)for a retrofit desalination
facility,expansion and upgrade of existing facilities,and design of water distribution facilities,pump
stations,and pipelines.
Chino I Desalter Expansion and Chino II Desalter Projects (Riverside and San Bernardino Counties,
CA)2002-Environmental Analyst. This Subsequent EIR for the Chino Desalter Authority(CDA) was for

zoning change were necessary as a part of this project.
Prada Reservoir(Riverside County,CA)2002-Coordinated the preparation of CEQA documentation
for a six-million-gallon water storage tank in unincorporated Riverside County. Substantial issues
analyzed were aesthetics,land use,and public services and utilities.
Tentative Tract Map 30728 and Change of Zone No.02-06(Coachella,CA)2002-Environmental
Project Coordinator. This proposed 28.8-acre, 175-lot single-family residential tract in the City of
Coachella required a zoning change from agricultural to single-family residential. Substantial issues
analyzed were air quality,cultural resources,geology,hydrology,noise,utilities,and traffic.
El Segundo Media Center(El Segundo,CA)2001 -Environmental Analyst. Helped prepare this
controversial MND for a 1,500,000-square-foot(sf),mixed-use project on a vacant 46.5-acre,former
Rockwell International property. Significant environmental issues addressed were land use compatibility,
access and circulation,and land use intensities.
Good Hope Pipeline System Improvements(Riverside County and Perris,CA)2000-Project
Coordinator. Coordinated the preparation of an ISIMND for a water conveyance pipeline replacement
project in unincorporated Riverside County and the City of Perris. The document included analyses of

involving a 22-story residential tower,a 15-to 19-story stepped American Planning
slab building and a 10-story building on nine parcels Association, 1994-1996
(approximately 2.2 acres)generally located north of Ocean
Boulevard,between Atlantic and Alamitos Avenues. The Lecturer,California State
Supplemental EIR addressed development of a 35-story residential University, Lang Beach
tower on the site. The location of the project site serves as an
entrance to the East Village Arts District and the eastern edge of
the downtown. For both the project and Supplemental EIR,the
proposal involved 358 residential units,a maximum of 20,000

and an EIR in the mid-1990's for a Seawater Desalination Facility. Each study required extensive facility
analysis and determination of impacts with regard to community and growth inducing impacts to the north
coast region. Since 2001,studies have included a Categorical Exemption for an emergency sewer line
relocation along Santa Rosa Creek,the Santa Rosa Creek Trail and Restoration Project Mitigated Negative
Declaration(MND),the Crosstown Trail MND,the West Ranch Water Pipeline MND,the Pine Knolls
Water Tank Replacement MND and the Stuart Street Water Tank MND. RBF recently completed a
Residential Buildout Reduction Study which involves extensive review of resources,infrastructure and
service systems to determine reductions in buildout estimates. In September 2008,RBF completed the
Water Master Plan Program EIR,which was certified by the CCSD Board of Directors. The EIR identified
a desalination facility as a future component that would bring a reliable water source to Cambria.
Buena Park General Plan Update and EIR(Buena Park,CA)-Project Director for this project. RBF
Consulting is currently preparing the Buena Park General Plan Update. Paramount to the success thus far
has been the close collaboration and participation of City staff in the process. Staff Summits have been
held with key department heads to review existing goals and policies as a group and provide direction as to
changes or needs. Additionally, summits have been held focused on land use,strategy area development
and urban form. Planning Commission-City Council study sessions and community outreach have also
contributed to the development a draft vision,existing conditions report,land use alternatives,and revised
goals and policies.The complete Administrative Draft Plan will be completed in the fall of 2009 with EIR
completion and adoption scheduled for spring of 2010.
South Pasadena Downtown Revitalization Project EIR(South Pasadena,CA)-Project Director for
this EIR. The project proposed a mix of uses on five separate building sites within the downtown,with
approximately 60 condominium dwelling units and 50,000 square feet of commercial uses(restaurant,bank
and office uses). A variety of residential units were proposed including senior housing and studio lofts.
The project proposed subterranean and surface parking along with a town square and several smaller
gathering spaces in a plaza setting. The existing on-site uses,which include a bank and former nursery site,
would be demolished as part of the project. Due to the site location within the downtown, aesthetics,
parking and traffic issues were a primary concern,along with historic resources due to the site's proximity
to the Rialto Theater. The EIR included an evaluation of traffic,parking,aesthetics,land use,noise,air
quality,historical resources,and public services and utilities.
North Downtown Lancaster Neighborhood Revitalization/Transit Village Plan and EIR/EA
(Lancaster,CA)-Project Director for this EIR/EA. RBF prepared an EIR/EA for a 103-acre area in the
Lancaster North Downtown area. The project represents the City's long-term program to retain and
revitalize the historic downtown area. The Plan was formulated with the involvement of various
stakeholders in the area. The plan creates a framework to achieve the overall objectives of expanding and
locating new institutional uses in the area,providing adequate locations for various service providers,
rehabilitating or replacing deteriorated housing stock,providing recreational facilities and enhancing
commercial uses. The RBF team has provided comprehensive services for the project which includes
public participation,vision plan,design guidelines and standards,infrastructure studies and required
General Plan Amendments/Zone Changes. The environmental review has involved traffic,historical

North Village 1999 Specific Plan Amendment Program EIR(Mammoth Lakes,CA)-Project Manager
for this Program EIR. The approved North Village Specific Plan(199 1)involves development of a
destination resort facility including lodging,commercial and residential uses on 64.1 acres. The
amendment includes circulation and parking modifications,changes to height limitations and setbacks,
changes in development standards,establishment of design guidelines,modifications to public facilities and
housing requirement changes. This coupled with the elapsed time since the 1991 certification of the
original North Village Specific Plan EIR warranted further review through an updated Program EIR. In
addition,the evaluation includes the development application for Phase 1 of the Specific Plan. Key issues
have included traffic generations,aesthetics,noise and water quality which also included a review of
compliance with the Lahontan Regional Water Quality Control Board.
The Colonies at San Antonio Specific Plan EIR(Upland,CA)-Project Manager for this project. RBF
prepared the Specific Plan Amendment EIR for the Colonies at San Antonio. The 447.8-acre project area
included multiple planning areas to accommodate single-family and multi-family residential,neighborhood
and community-serving commercial and entertainment uses,natural and open space area,drainage and
flood control features,and community facilities. At buildout,the project site is designed to accommodate
up to 1,150 new dwelling units of various types on nearly 168 acres. Approximately 115 acres of highway
commercial development are to be located north and south of 1-210 and provide for large-scale retail and
entertainment uses. An open space area,located near the center of the project,would offer a focal point for
the project,a passive recreational area with trails and views, and flood control facilities with a natural
appearance. Key issues evaluated include: land use and relevant planning;aesthetic/viewshed(with the use
of before and after view simulations);local and regional traffic and circulation;air quality;noise;biological
resources;geology and soils;hydrology and drainage;and public services and utilities.
Robinson Ranch North Program Environmental Impact Report(Yucaipa,CA)-Project Manager for
this Program EIR. RBF prepared the Environmental Impact Report for Robinson Ranch North. The
project consists of 159 acres located north of Interstate 10 and east of Oak Glen Road in Yucaipa. It is
comprised of two separate development plans: a Preliminary Development Plan(PDP)on 159 acres,which
requires a General Plan Amendment to adopt the proposed Land Use Plan; and a Final Development Plan
(FDP)on 90 acres at the western portion of the project area,which includes Oak Ridge Village,a 695,000
square foot commercial center(included development of a Home Depot and Wal-Mart). The remaining 69
acres,referred to as the Wildwood Center,is comprised of 24 single-family residential units on 6 acres and
216 multiple-family units on 27 acres,general commercial uses on 24 acres, and 12 acres of natural open
space. The project proposed an amendment to the General Plan to adopt a Land Use Plan for 114 acres of
commercial uses and 240 residential dwelling units. The project was highly controversial,which was
exemplified by the over 400 residents who attended the EIR Certification Hearing. Key areas of concern
raised by area residents and reviewing agencies included the project's consistency with City regulations for
hillside development,impacts associated with flood zones for Yucaipa Creek,consistency with seismic
safety requirements,area-wide traffic impacts,compatibility with neighboring land uses and alternatives.
The EIR provided an in-depth review of all subject areas of concern and concluded the need for a
Statement of Overriding Considerations for land use,air quality and noise. The work program included a
peer review of several applicant generated studies by the RBF team.
Route 66 Specific Plan/EIR(Glendora,CA)-Project Director for this project. RBF prepared the EIR for
the Route 66 Corridor Specific Plan,which provides a policy and regulatory bridge between the City of
Glendora General Plan and individual,project-level development. The Route 66 Corridor Specific Plan
area incorporates seven land use districts,including: Barranca Gateway,Grand Avenue Gateway,City

allowances. It was a controversial project that went through an extensive public review due to the proposed
increase in density; allowable building heights and the mixed-use component providing residential and
commercial uses within the same buildings.
Old Town Yucca Valley Specific Plan/Program EIR(Yucca Valley,CA)-Project Manager for the
Program EIR. RBF is currently completing the Specific Plan and EIR for the Town of Yucca Valley, The
Specific Plan would allow a maximum of 1,115 residential units and up to 2,900,604 square feet of a
variety of uses,including commercial/retail,industrial/commercial,office,and civic. This would represent
an increase of 1,088 dwelling units and a decrease of 478,435 square feet of commercial/retail/industrial
uses from the existing Town of Yucca Valley General Plan. The Specific Plan provides the Town with the
opportunity to develop public facilities to enhance the Old Town area and provide a centralized community
meeting place. Some of the public facilities envisioned within the general vicinity of the"Main Street"are
a new Town hall and library,a cultural center,a museum,governmental service facilities,and a public
square. The Program EIR addresses overall traffic and infrastructure affects and improvements with the
resulting project buildout.
Beverly Hills Gardens and Montage Hotel Mixed Use Project EIR(Beverly Hills,CA)-Project
Director for this project. RBF was hired by the City of Beverly Hills to prepare Revised
Sections/Additional Alternatives to the Draft EIR,which had already been circulated for a 45-day review
period and undergone numerous hearings with the Planning Commission. The work effort to complete the
Revised Sections/Additional Alternatives was completed in less than four weeks,when it was then
circulated for 45 days prior to hearings with the City Council. The project proposed a 228-room hotel with
25 residential units and ancillary retail,dining,banquet,and spa facilities;33,000 square-foot public
gardens space, subterranean parking with up to 1,508 spaces;and a building lining the public garden space
with a mix of commercial space and habitable units. The technical analysis included site access review,
truck loading operations,parking analysis,air quality analysis, and noise analysis.
Oasis Road Specific Plan Master EIR(Redding,CA)-Project Manager for this project. The Specific
Plan Area(SPA)is comprised of 159 parcels,totaling approximately 672 acres.The SPA is partially
developed with commercial and residential uses and a freeway interchange(1-5 and Oasis Road). The
purpose of the Oasis Road Specific Plan is to ensure the orderly development of Redding's next major
commercial and high-density residential area. The Master EIR evaluated two development scenarios: the
existing General Plan Land Use Plan(Development Scenario 1);which included development of 2,064
residential units and approximately 2.5 million square feet of office and commercial uses. The City
Council Proposed Land Use Plan(Development Scenario 2)proposed development of 2,183 residential
units and approximately 3.1 million square feet of office and commercial uses. Key project issues include
land use and a consistency review with the General Plan;aesthetic/viewshed affects from the neighboring
Gold Hills residents;traffic and circulation affects to the local and regional network(especially the Oasis
Road freeway ramps);drainage resulting from three riparian corridors within the project area;biological
resources;cultural resources;air emissions;construction and buildout noise conditions;and affects to

prepared the Hotel del Coronado Specific Plan EIR which entails a renovation and expansion program for

facility,retail shops,parking structures,and landscape improvements. Critical issues for the project
include traffic and circulation,compatibility with adjacent residents,viewshed impacts,noise and air
quality. The work program also included a comprehensive community participation program which
allowed local residents to be consistently updated on the progress of the project design process and
environmental analysis.
Sierra Meadows Estates EIR(Madera County,CA)-Project Manager for this project. The EIR
evaluates the 487-acre property area,which consists of densely vegetated,undeveloped land adjacent to the
Sierra Meadows Golf Course in unincorporated eastern Madera County. The Project consists of a 315
single-family residential lot subdivision with lots varying in size from approximately 7,000 square feet(sf)
to more than five(5)acres. Key environmental issues include,but are not limited to: land use
compatibility;visual/aesthetics;biological resources;traffic and circulation;geology and soils;hydrology
and water quality;and public services and utilities.
Long Point Coastal Development Plan EIR(Rancho Palos Verdes,CA)-Project Manager for this
Program EIR. The project includes development of a full-service hotel providing approximately 582
guestrooms,restaurants/bars, and meeting/function spaces.The project description also involved
approximately 31.6 acres of conserved/enhanced habitat and approximately 81 acres of public open
space/recreation facilities including public parking,shoreline access ramps,public parks/overlooks,public
walking/hiking trails,a public golf practice facility and a 9-hole public-use golf course. The EIR addressed
two separate components. The Lower Point Vicente,which sits on the coastal bluff and has historically
been referred to as the former Marineland,proposed a hotel complex and resort amenities. The Upper
Point Vicente(north or Lower-Point Vicente),which is land under city ownership,was primarily devoted
to golf holes and conservation areas. Key issues included biological resources,traffic,public safety(golf),
geologic stability of the bluffs,view impacts and alternatives. The Biological Resources Section was
updated to include spring survey data for several sensitive species and was re-circulated for additional
public review(30 days). The Final EIR was approved and certified by the Rancho Palos Verdes City
Council. The project involved an extensive number of concerns and issues raised by community groups
and residents.
Cambria Desalination Facility(Cambria,CA)-Project Manager for this Project. The CCSD proposed
to develop a Desalination project to supplement existing sources of potable water. This project would
provide a reliable water source to the CCSD service area in consideration of cyclical drought conditions
and San Luis Obispo County growth projections through 2020. The primary components of the facility
include: 1)an intake feed water pipeline from the ocean;2)a reverse osmosis facility;3)introduction of
product water into the potable water distribution system;and 4)disposal of residual brine water through a
second pipeline located 900 to 1,400 feet along the ocean bottom. Project implementation is proposed in
three phases,resulting in maximum capacity of 1,008,000 gallons per day. Initially, in November 1993,an
Opportunity and Constraints Study was developed for 6 alternative sites and facility configurations. The
Initial Study/Notice of Preparation was distributed for public review in May 1993. The Final EIR,which
was certified in December 1994,addressed land use compatibility,aesthetics,soils,marine resources,
noise,air quality,cultural resources,public health,growth,and alternatives. The project team conducted an
extensive project outreach program which included public workshops and consultation with numerous
reviewing agencies.

Update/EIR. This is a comprehensive update to the City's existing General Plan,which was prepared in the
1970s and 1980s. The current General Plan is somewhat fragmented,with chapters under separate covers
and no cohesiveness to the City's Planning document. The update is consolidating the General Plan
Elements under one cover. The work program has involved two phases, focusing first upon the Housing
Element in order to comply with the State-mandated deadline for submittal of the Element. Phase II
involves the comprehensive update of the remaining seven elements that would be consolidated into six
elements. The work effort has also included a public participation program,which involves a General Plan
Working Group,in order to provide valuable input to this process,and the preparation of a Program
Environmental Impact Report.
Dana Point Town Center Mitigated Negative Declaration(Dana Point,CA)-Project Director for this
project. RBF prepared an Initial Study/Mitigated Negative Declaration to assess the potential impacts of
the proposed land uses for the Dana Point Town Center Project in the City of Dana Point. The City of
Dana Point proposed to establish a more vibrant,community-oriented Town Center for residents and
visitors. Several conditions limited the Town Center from realizing its full potential. A primary issue for
the community in creating the Town Center was the speed of traffic along Pacific Coast Highway and Del
Prado,as well as a lack of a strong pedestrian environment,mix of retail uses,housing,and landscape
amenities. Primary issue areas included traffic,parking,aesthetics,and land use.
East Campus Infrastructure Improvements Phase 2 Initial Study and Mitigated Negative
Declaration,University of California,Riverside(UCR)-Project Director for this project. RBF prepared
an expanded Initial Study and Mitigated Negative Declaration for a campus-wide infrastructure
improvements project that is intended to support the utility demands of new buildings and future buildings
through 2011-12. The Project involves Phase 2 of the campus'utility enhancements,including partial
upgrades and extensions for chilled water,sewer,domestic water, steam,and electrical services. The
environmental analysis involved evaluating impacts for the extension of infrastructure into a new

The proposal includes a General Plan Land Use Element Amendment from Low Density and High-medium
Density Residential to General Commercial and Zone Change from R-1 to PCD. Key issues in the project
analysis included compatibility with an existing residential neighborhood adjacent to the north,traffic
impacts on local roadways,and noise impacts to sensitive receptors in the project vicinity.
Garden Grove General Plan Update(Garden Grove,CA)-Project Planner and EIR Manager for
General Plan Update and EIR. RBF prepared the General Plan Update and Master EIR for the City of
Garden Grove. The primary issues facing the City related to the capture of economic development
opportunities,transportation,redevelopment,and community image. An extensive community
participation program was the cornerstone for the Update and EIR Program. The Outreach Program
included multiple language outreach programs,public service announcements,advisory committee
meetings,one-on-one interviews,community forums,and press releases. The General Plan included the
State mandated elements,as well as and Economic Development Element,Community Design Element,
and Parks and Recreation Element. The proposed Disneyland expansion less than one mile from the City,
the abandoned Pacific Electric right-of-way which bisects Garden Grove,and the 22 Freeway along the
southern edge of the City, are the key foci of the project.
Marymount College Facilities Expansion EIR(Rancho Palos Verdes,CA)-Project Director for this
EIR. RBF prepared an EIR for renovation to the Marymount College Campus consisting of the
modernization and expansion of existing buildings,construction of new academic and student housing
buildings, and relocation/reconfiguration of recreational facilities and parking. The Administrative Draft
EIR was completed in the fall of 2002,at which time concerns for the proximity of South Shore landslide
area to the college were identified. Further geologic review was conducted. The proposed Marymount
College Facilities Expansion Project will occur entirely within the boundaries of the existing campus. The
Project involves the demolition of approximately 18,022 square feet of existing floor area,the construction
of 139,008 square feet of new floor area,including a 14,916-square foot expansion to existing buildings.
The proposed buildings/expansions would result in a total of 213,254 square feet of floor area,representing
a net increase of 120,986 square feet over the existing floor area(92,268 square feet). The new floor area
would be developed in the form of seven(7)new structures and the expansion of four existing structures.
Additionally,the proposed Project would relocate the existing athletic courts/soccer field,tennis and
basketball courts from the east side of the campus to the west side. Also,the entry drive and existing
parking area would be reconfigured/reconstructed.
Carson General Plan Update/EIR Program(Carson,CA)-Project Director for this General Plan
Update/EIR. RBF is currently preparing a comprehensive update to the City's General Plan and EIR. The
City updated several elements in 1993,but the remainder of the elements date back to 1981. The City of
Carson is approximately 85 percent built out. Key issues facing the City include underdeveloped
properties,properties in transition,brownfields,and economic development. With respect to economic
development,the City will seek to capitalize on its strategic location in the South Bay and southern
California. The program includes a complete inventory and review of existing conditions for the City,as
well as a complete update of the seven mandated general plan elements.
Boeing Specific Plan EIR(Seal Beach,CA)-Project Director for this EIR. RBF prepared the EIR for a
107-acre area between Westminster Avenue and Seal Beach Boulevard.The Specific Plan proposes a
mixed-use business park development that would be compatible with existing Boeing facilities and

consists of 62 acres located on the north shore of Big Bear Lake in the Community of Fawnskin,in
unincorporated San Bernardino County. The project proposed a 95-lot residential subdivision with lots
ranging in size of approximately 0.17 acres(7,292 square feet)to 2.11 acres. The project includes a boat
dock,consisting of 100 boat slips,and relocation of North Shore Drive,which is designated by the County
as a Scenic Highway. The project is highly controversial,which was exemplified by the numerous
residents and visitors to the Fawnskin area who attended the EIR Scoping Meeting. Key areas of concern
raised by area residents and reviewing agencies included the project's consistency with County's
regulations for hillside development,impacts associated with the visual character of the area,consistency
with seismic safety requirements,area-wide traffic impacts, compatibility with neighboring land uses and
alternatives, impacts to biological resources and availability of high-quality water supplies.
The Clearwater Specific Plan EIR(Mammoth Lakes,CA)-Project Director for this EIR. The
Clearwater Specific Plan proposes Condominium Hotel units,work-force housing,retail and restaurant
facilities,and internal courtyard and landscape areas. The Condominium Hotel would include 308-units
with 18,000 square-feet of retail and restaurant commercial uses and 11,900 square-feet of recreation uses.
In addition to the Condominium Hotel,the project would have 32 dwelling units for workforce housing and
8,000 square-feet for conference space. The project proposed a total of 705 subterranean spaces,which
would require the excavation and transport of approximately 98,000 cubic yards of soil to off-site disposal
pit.The existing on-site uses,which include two restaurants(Igors and Ocean Harvest)and the Sierra
Nevada Inn,would be demolished as part of the project. Due to the high density nature of the project,
neighborhood compatibility was a primary concern, as surrounding land uses consisted of mostly low-and
medium density uses. The EIR included an evaluation of traffic,parking,aesthetics,noise,air quality,
global climate change, fiscal impacts, land use, and utilities.
San Mateo Point Military Housing Project(Camp Pendleton,CA)-Project Manager for this
Environmental Assessment(EA). RBF prepared a Conceptual Development Plan for 138 military housing
units adjacent to an upscale neighborhood in San Clemente. Issues that were addressed in the plan included
view corridors to the Pacific Ocean,landscape buffers,land use compatibility,noise attenuation from
Interstate 5,and traffic circulation. RBF was also asked to represent the Marine Corps in public
presentations to the local Community Groups,the City of San Clemente Planning Commission, and City
Council.
City of Costa Mesa General Plan Update and EIR(Costa Mesa,CA)-Project Manager for this General
Plan Update/EIR. RBF assisted the City of Costa Mesa in the preparation of the Year 2000 Comprehensive
General Plan Update and associated EIR. The General Plan Update involved a process of revising,
reorganizing, and reformatting the City's existing 1990 General Plan from the four existing General Plan
elements into the seven mandated elements and three optional elements:Urban Design, Cultural and

Hamilton AFB Environmental Review(Novato,CA)-Project Manager NEPA/CEQA Review. RBF is
in the implementation stages for the reuse planning of Hamilton Army Air Field in the City of Novato in
California's Marin County. RBF accomplished the preparation and approval of the Reuse Plan for this
controversial project in a nine-month period,beginning in February 1995. The project consisted of
preparation of existing conditions analysis for ten planning areas in the 1,161-acre facility;preparation of
land use alternatives,infrastructure analysis,policies, cost estimates,and community participation. RBF's
team members prepared economic,traffic, and structural analysis for the process. Issues included homeless
housing provision;affordable housing;historic structures;infrastructure analysis;community participation;
land use compatibility; and economic viability. RBF is currently preparing the required submittal to the
federal Department of Housing and Urban Development(HUD)for approval prior to approval by the
Secretary of the Navy. The Hamilton submittal is the first to be processed through HUD.
Garvey Villas MND(Monterey Park,CA)-Project Manager for this project. The Garvey Villas
proposal involved a mixed-use development with retail and restaurant uses on the ground level and 108
residential units on the four levels above the commercial area. The development totals approximately
294,700 square feet,with 161,400 square feet dedicated to retail/restaurant and residential uses and 133,300
square feet provided for parking. The Project site is designated Downtown Mixed Use(MU I)on the
Monterey Park General Plan(General Plan)land use map,which provides for complementary service and
retail commercial businesses,professional offices, and residential uses within the City's core business
districts. Key project issues included traffic,parking,land use and visual affects.
Oleander Specific Plan EIR(Moreno Valley,CA)-Project Manager for this EIR and Specific Plan. The
Oleander Industrial Complex project consisted of 1,521 acres in the City of Moreno Valley,Riverside
County,adjacent to the March Air Force Base. RBF prepared an Industrial Specific Plan and General Plan
amendment for the project. RBF prepared several land use studies which evaluated potential land uses for
the 90 properties involved in the project. A series of four public workshops were held. The Specific Plan
considered: limitations of height,noise,and land use adjacent to March Air Force Base; site planning for
heavy and light industrial uses,mixed commercial uses,and business park uses,by subarea, with
specialized industrial,commercial,and mixed use development standards, design guidelines,and landscape
plans;water,wastewater,reclaimed water, and drainage for the project area;and Phase I Hazardous
Materials Assessment due to toxics associated with nearby March AFB. In addition,RBF prepared the
Program Environmental Impact Report. Concerns addressed included hazardous waste,hydrology(within
the 100-year flood plain)circulation,agricultural land conversion,hazardous materials,relevant planning,
air quality,noise,public services and utilities,public safety, geology,and land use. RBF coordinated the
interest of over 90 landowners and the City of Moreno Valley,and addressed AICUZ land use and noise
criteria for areas within the air field vicinity.
Escondido Performing Arts and Justice Center(Escondido,CA)-Project Manager for this project.
RBF prepared the Environmental Impact Report for the Civic Center in the City of Escondido. This project
consisted of a 4.5-acre courthouse and a 17-acre performing arts facility. The Center for Performing and
Fine Arts consists of a 25,000 square foot conference meeting facility, a 1,500 seat auditorium facility,a
500 seat community theater,a 25,000 square foot Fine Arts Museum,and surface parking facilities. In
addition,4.5 acres of the project includes a Justice Center with a 22-room courthouse facility and a 30,000
square foot bank office building. Key issues addressed within the EIR included: traffic and circulation on
area roadways;hazardous materials associated with an underground fuel tank; land use compatibility with
surrounding uses including the City's Civic Center,Business District,and Grape Day Park;hydrology and

Kraft Site Distribution Center(Buena Park)-Project Manager for this project. RBF served as City
Staff in order to conduct site plan review,environmental compliance and prepare all required resolutions
and staff reports for the Mid-Counties Distribution Center. The project consisted of four buildings for the
purpose of warehouse/distribution/industrial and office facility uses. The total building area proposed was
1,230,071 square feet and a net lot coverage of 52 percent. Each building provided roll-up and vertical lift
loading doors. Key issues included truck traffic, architecture, landscape design and necessary buffering for
the adjacent uses.
Coto de Caza Area Plan(Coto de Caza,CA)-Project Manager for the Area Plan and EIR. RBF
prepared an EIR for a 1,300-acre Community Wide Area Plan referred to as the South Ranch portion of
Coto de Caza. The project included development of approximately 4,660 dwelling units,park and school
sites,along with an 18-hole championship golf course. Major issues addressed in the study include:
biological resources, including wildlife migration corridors,and oak tree resource management;wetland
habitat delineation related to ponds and streams on-site;geological and landform modification;and land
use and circulation analysis. RBF has been an integral component in the land planning,design,
engineering,and surveying for the entire 4,000-acre Coto de Caza project area and has achieved numerous
awards associated with project development and implementation.
Automobile Club Expansion Project(Costa Mesa,CA)-Project Manager for this Project EIR. RBF
completed the Automobile Club of Southern California Expansion Project EIR.The project is to be built in
two phases with the first phase completed in 1996 and the second phase to be completed when demand for

surface parking and a parking structure located on an adjacent parcel. An on-site day care is also being
considered. The EIR analyzed a wide range of issues for the controversial project including the following:
extensive transportation analyses to determine traffic impacts on the surrounding street system both for
build-out of Phase I and the eventual build-out of Phase II;shade and shadows to determine potential
impacts on adjacent land uses during the winter and summer solstice;noise impacts on the surrounding
land uses for both project phases,including noise mitigation measurers associated with the parking
structure;and a comprehensive population,housing,and employment analysis to determine potential
impacts on existing/projected resources on both a City and regional level.
General Plan Amendment EIRs(Lancaster,CA)-Project Manager for multiple EIRs. RBF has
provided the City of Lancaster with environmental documentation for several major projects including
General Plan Amendment(GPA No. 88-20(addressing a residential project adjacent to the existing Mira
Loma State Prison),GPA 88-58(addressing a residential project within the Air Force Plant 42 noise zone),
the Lancaster Regional Mall and General Commercial Center(addressing the City's proposed regional mall
adjacent to the Antelope Valley Freeway,and GPA 88-02/06/11/35 (addressing four parcels within the

(Redondo Beach,CA)2008-Project Coordinator. RBF provided assistance to the West Basin Municipal
Water District for the preparation of an EIR for a temporary seawater desalination demonstration project,
located at the existing Science,Education,and Adventure Lab(SEALab)in the City of Redondo Beach.
The project is a component in the District's program to construct a full-scale seawater desalination project

Camp Pendleton Desalination Feasibility Study for the San Diego County Water Authority(San
Diego County,CA)2007-Permitting and Environmental Coordinator. RBF assisted the San Diego
County Water Authority with the preparation of a feasibility study that will be used as a basis for project
permitting and preliminary design of a 50- 100-plus MGD desalination facility located at the Marine Corps

Southern California Logistics Airport Specific Plan Amendment and Rail Service Project
Subsequent Program EIR and Environmental Assessment(Victorville,CA)2008-Environmental
Coordinator/Project Manager. This EIR evaluated the 2,800-acre expansion of the existing SCLA Specific
Plan,which includes the former George Air Force Base, The project proposes intermodal and multimodal
rail facilities(and supporting industrial uses)as a major hub for rail transport. Significant issues are traffic,
public utilities,biological resources,noise, air quality,aesthetics,cultural resources,and hydrology. A
NEPA Environmental Assessment is also being prepared for the project through the Federal Railroad
Administration,requiring Section 7 and 106 consultations with applicable Federal agencies.
Carrari Ranch Project EIR(Rancho Cucamonga,CA)Ongoing since 2005-Project Manager. The
City of Rancho Cucamonga is in the process of analyzing a 110-unit single family residential project within
the hillsides of its northern Sphere of Influence. This controversial project requires the analysis of a range
of environmental issues,including aesthetics,biology,cultural resources,traffic,and public safety,among
others. The project also requires a General Plan Amendment to allow for the residential density proposed
for the project site.
Victor Valley Wastewater Reclamation Authority-Phase 11 Upgrades to the Regional Wastewater
Reclamation Facility(Victorville and Apple Valley,CA)2006-Environmental Task Manager. The
VVWRA proposes a network of new and upgraded pump stations,connection structures, and pipelines to
convey wastewater to its regional treatment plant located within the City of Victorville. Project
components span an alignment approximately three miles in length,along the eastern side of the Mojave

Point,CA)2007-Environmental Task Manager. Served as the Project Manager for the preparation of an
Initial Study/Mitigated Negative Declaration for a new sewer pipeline proposed through Pines Park and an
adjacent bluff within the City of Dana Point. The proposed 10-inch pipeline required extensive analysis of

impacts along a coastal bluff fronting Coast Highway. The project was located within the Coastal Zone,
and required acquisition of a Coastal Development Permit through the City of Dana Point.
Huntington Beach Gun Range(Huntington Beach,CA)Ongoing since 2002 -Project Manager. This
EIR involves the preparation of a Remedial Action Plan for on-site lead contamination at a former police
firing range. Environmental impacts analyzed included geology and soils,air,noise,and utilities.
San Diego County Water Authority's Seawater Desalination Project at Encina-Program EIR
(Carlsbad,CA)2006-Project Coordinator. The EIR prepared for the proposed project analyzed a
seawater desalination plant adjacent to the Encina Power Station in the City of Carlsbad. With a capacity
of 50 million gallons per day(MGD),the plant would be a drought-proof regional water supply in San
Diego County. The project involved extensive modeling and analysis of ocean water quality,as well as
analysis of impacts related to marine/coastal/terrestrial biology,aesthetics,geology,utilities,land use,and
hazardous materials. The EIR also addressed potential impacts of up to 10 miles of water conveyance
pipelines traversing the Cities of Carlsbad,Vista,and San Marcos.
Poseidon Seawater Desalination Project(Huntington Beach,CA)2005-Project Coordinator. This
highly controversial project is a proposed 50-million-gallon-per-day(mgd)seawater desalination plant to
be sited in Huntington Beach adjacent to the AES Corp.power generating station. The EIR extensively
analyzed coastal water quality issues; marine and terrestrial biological effects; impacts related to land use,
aesthetics,and geology; and off-site components of the project,including a booster pump station and
approximately 10 miles of water transmission pipeline through the Cities of Huntington Beach and Costa
Mesa.
Under Ocean Floor Seawater Intake and Discharge Demonstration Project(Long Beach,CA)2005-
Project Manager. Managed the preparation of CEQA/NEPA documentation for subsurface seawater intake
and discharge demonstration project proposed by the Long Beach Water Department. The project proposes
the construction of two collection caissons,one wet well, infiltration screens, and interconnection pipelines.

Universal Health Services Mixed Use Facility(Palmdale,CA)2003-Environmental Analyst. Helped
prepare the Initial Study and Draft EIR for a proposed general hospital,medical office building,and senior
housing complex on a 37-acre parcel in the City of Palmdale. The primary issues analyzed by the EIR
were traffic,noise,aesthetics,land use,and air quality.
Canyon Crest EIR(Brea,CA)2003-Helped prepare the EIR for this large-scale hillside project in the
City of Brea. Significant environmental issues analyzed were biological resources; impacts on an adjacent
State park; hydrology and drainage; landform alterations; and visual sensitivity. Unique to this project is
a precedent-setting City initiative that mandated that all developments that require legislative action go
before the vote of the people.
Southeast Coastal Redevelopment Plan Program EIR(Huntington Beach,CA)2002-Project
Coordinator and Analyst. This Redevelopment Plan was a controversial 162-acre project that involved
residential,industrial,commercial,and wetland uses. Environmentally sensitive issues included noise,
aesthetics,air,traffic, land use compatibility,housing,integrity of the wetlands, and hazardous materials.
This EIR required a high level of sensitivity to community concerns and issues, and incorporated an
extensive public outreach program. Unique components of this project are a landfill on the California
Superfund listed and a 500-megawatt power generating plant.

and local residents. Key land use changes associated with the project include a new parking structure,
additional retail,creation of a Festival Plaza and pedestrian promenade,dry-stacked boat storage,dock
modifications,hotel expansion,expansion/modification of existing facilities,and related improvements.

4th Appellate District,Division 3 Courthouse Replacement Project Mitigated Negative Declaration
(Santa Ana,CA)-Project Manager for the preparation of the Initial Study/Mitigated Negative Declaration
(IS/MND)for the 4th Appellate,Division 3 Courthouse Replacement project in the City of Santa Ana.
This project consisted of replacement of a two-acre,three level courthouse facility.Key issues addressed
within the Initial Study included: traffic and circulation on area roadways,and hazardous materials
associated with site preparation. In addition to the IS/MND,Mr.Torres managed the preparation of a
Phase I Environmental Site Assessment and Traffic Impact Analysis.
Nueva Azalea Power Plant Project Formal Intervention(Downey,CA)-Responsible for acting as a
technical advisor to the City of Downey,who was a concerned party,and later became a Formal Intervener,
regarding the construction of a 550 Megawatt power plant located in the neighboring City of South Gate.
Services included reviewing technical materials,conducting meetings with the local AQMD, issuing Data
Requests,and conducting community outreach forums. RBF Consulting was the prime consultant with the
City of Downey and consulted on all technical aspects of the Application for Certification.

Power Plant Visual Impact Assessments
Palomar Energy Project(Escondido,CA)-Prepared the Visual Analysis section for the project's
Application for Certification to the California Energy Commission. Services included analyzing impacts
associated with visual effects,providing a viewshed analysis and computer generated renderings.The 500
Megawatt power plant involved the installation of two combustion turbine generators(CTG),two heat
recovery steam generators(HRSG),and one steam turbine generator(STG). Additional services included
providing expert witness testimony during the CEC Evidentiary Hearing Process.
El Segundo Power Redevelopment Project(El Segundo,CA)-Prepared the Facility Visual
Enhancement Plan for the project's Conditions of Certification to the California Energy Commission. The
630Megawatt power plant involved the demolition of two power blocks and the installation of two
combustion turbine generators(CTG),two heat recovery steam generators(HRSG),and one steam turbine
generator(STG). Key issues of concern included the preservation of ocean views as well as the visual
screening of power plant features from surrounding residents.
Termoelectrica De Mexicali(Mexicali,Mexico)-Prepared the Visual Analysis and renderings for the
project's Application to the Mexican Government. The 550Megawatt power plant involved the
construction of two power blocks and the installation of two combustion turbine generators(CTG),two
heat recovery steam generators(HRSG), and one steam turbine generator(STG).
Granite Fox Power Project(Washoe County,NV)-Prepared the Visual Analysis section for the
project's NEPA documentation submitted to the Bureau of Land Management. Services included
analyzing impacts associated with visual effects,providing a viewshed analysis and computer generated
renderings. The 2,000-acre coal-fired electric power generating facility,located in northeast Nevada,
involved the installation of a new 1,450 Megawatt power plant involved the installation of two coal-fired
steam generation units and two heat recovery steam generators(HRSG). Key issues of concern included
proposed color contrast to the existing geography as well as visual impacts resulting from proposed plume
formations.

viewshed map was prepared to take into account all views to the project. The viewshed was developed
using Digital Surface Model(DSM)information that took into account view blockage resulting from both
structures and vegetation.
State Route 57 Northbound Widening Project(Orange County,CA)2007-Prepared a Visual Impact
Assessment(VIA)for an approximate 3.5-mile long freeway widening project located through the Cities of
Yorba Linda,Fullerton,and Brea,California. This widening project involved the acquisition of private
land,the alteration of structures,as well as the construction of new combination sound wall/retaining walls
that reached as high as 35 feet. The majority of the project is located adjacent to residential uses.
Interstate 10/McNaughton Parkway Interchange(Coachella,CA)2006 -Prepared a Visual Impact
Assessment(VIA)for a new interchange planned along Interstate 10(I-10)in the City of Coachella. This
new interchange is located adjacent to the I-10 Corridor Plan(Plan),prepared by Coachella Valley
Association of Governments(CVAG). This Plan requires specific architectural and landscape treatments to
the improved and/or new interchanges located within the Plan.
Interstate 101 Jefferson Street Interchange Improvements(Indio,CA)2007-Prepared a Visual Impact
Assessment(VIA)for three alternatives to the Interstate 10(I-10)/Jefferson Street interchange in the City
of Coachella. Proposed improvements included the demolition of a roadway overcrossing and a flyover
ramp,depending on the alternative being discussed.Additionally,this interchange is located within the I-10
Corridor Plan(Plan),prepared by Coachella Valley Association of Governments(CVAG). This Plan
requires specific architectural and landscape treatments to the improved and/or new interchanges located
within the Plan.
Foothill Parkway Westerly Extension(Corona,CA)-Prepared a Visual Impact Assessment(VIA)for a
new roadway planned in the City of Corona. This new roadway is located adjacent to residential uses and
the Cleveland National Forest. This project included significant alteration to the existing topography at the
project site. RBF prepared this VIA in accordance with CEQA Statutes and Guidelines. Services included
a description and analysis of the existing aesthetic environment on-site and within the vicinity of the project
site. Consideration of public scenic vistas and views, impacts to scenic resources,and the introduction of
new sources of light and glare were also addressed.

Downtown Specific Plan Traffic and Parking Analysis(Perris,CA)2009-Managed preparation of the

guide development downtown concurrent with a future Metrolink train station expected to be a catalyst for
growth opportunities. The traffic analysis considered the need for transportation improvements to
accommodate pedestrians,bicyclists,transit users as well as motorists traveling to or through the
downtown. Strategic parking review was prepared to support the vision of the Specific Plan and included
park once strategies,parking management recommendations,and parking code modifications to
innovatively support economic growth surrounding the future rail station.
Special Event Circulation and Parking Analysis(Thousand Oaks,CA)2003 -Developed circulation
analysis to reduce vehicular and pedestrian congestion at special events at the Civic Center performing arts
complex,addressing site access/circulation, and bus loading/unloading. The analysis also evaluated on-site
parking conditions in the City parking structure,as well as off-site overflow of parking at local business
parking lots. The study evaluates three special events during peak holiday season to identify constraints
and opportunities in providing convenient and efficient flow of Civic Arts Plaza patrons.
Engineering Access Roundabout Conceptual Plans(UC Irvine,CA)2009-Managed preparation of
two concept plans for a key intersection providing access to the newly constructed Engineering Parking
Structure at the University of California,Irvine campus. The comparative study illustrated the differences
in the conventional stop-controlled T-intersection with a modem roundabout to facilitate continuous
movement. With high pedestrian volumes at the project site,each concept required detailed pedestrian
circulation review to establish direct and safe pathways for pedestrian stakeholders.
Clackamas Town Center Vehicular&Pedestrian Circulation Analysis(Clackamas County,OR)
2004-Prepared an analysis of vehicular and pedestrian circulation at the Clackamas Town Center in the

Marblehead Coastal Project Traffic Analysis(San Clemente,CA)2005-Prepared the traffic analysis
for the proposed Marblehead Coastal project in the City of San Clemente. The proposed project consists of
a 540,000 square foot outlet center including shopping,restaurant,and hotel lane uses,and a residential
component consisting of 313 single-family dwelling units. The Marblehead Coastal project is located
adjacent Interstate 5 in the City of San Clemente between the recently constructed Avenida Vista Hermosa
interchange and the Avenida Pico interchange. The analysis reviewed project site access and recommended
appropriate cross-section lane widths and configurations to ensure acceptable intersection operation for the
commercial and residential land use components. Additionally,a queuing analysis was prepared to
determine storage required to accommodate forecast trip assignment.
Grossmont Trolley Court Traffic Impact Analysis(La Mesa,CA)2005-Prepared a Traffic Impact
Analysis for the project in the City of La Mesa. The proposed mixed-use redevelopment project consisted
of converting two rail transit parking lots bisected by a roadway into a 527-unit apartment community with
a 3,000 square feet Transit-oriented retail component. Preparation of the analysis required coordination
with the Metropolitan Transit System(MTS)and City staff to identify and mitigate traffic and parking
impacts associated with the proposed project. The parking impact analysis also included a four-phase
analysis based on the project construction schedule to address concerns raised by MTS agency staff and
adjacent land uses management staff.
Casino Morongo(Cabazon,CA)-Prepared multiple Synchro/SimTraffic traffic visual simulations of
existing and future traffic conditions at the Interstate 10/Apache Trail interchange with existing
conventional traffic signals system and proposed roundabouts serving the interchange. The Morongo Band
of Mission Indians is constructing a new 659,800 square feet casino and 310-roam hotel to replace the
existing casino,and the adjacent diamond interchange with closely spaced frontage road were identified for
improvements to address near-term freeway access conditions. Simulations were presented to Caltrans and
County of Riverside staff to analyze and select the appropriate interchange improvement to accommodate
traffic generated by the casino-hotel project.
University High School Synchro/SimTraffic Simulations(Irvine,CA)2003-Prepared
Synchro/SimTraffic visual simulations of traffic flow with and without a proposed school access to
alleviate congestion during morning peak period. Simulations included scenarios with and without
signalization at two existing site access driveways. Presented visual simulations to City and recommended
site access and circulation modifications. Caltrans traffic signal warrants were analyzed to determine if
signalization was warranted at school access. Caltrans school protection warrants were analyzed to
determine if a flashing yellow school signal or school area traffic signal was warranted at school access.

analysis for California Avenue on the University of California,Irvine campus. Analysis of a corridor of
four key intersections was prepared to determine buildout conditions and right-of-way needs for long-range
planning as growth along the roadway occurs. Review of the campus Long Range Development Plan
(LRDP)and recent traffic modeling data was utilized to derive long-range traffic volumes. The analysis
was prepared to address current and forecast deficiencies for existing,near-term,and long-range traffic
conditions. Recommendations at intersections were identified such as signalization,restricting access,
roadway striping changes,roadway widening,turn pocket extensions,and signal phasing implementation.
With implementation of the recommendations,the corridor is anticipated to accommodate forecast long-
range traffic with acceptable operations,and minimal driver confusion.
Del Rio Elementary School Traffic Impact Study(Oceanside,CA)2004-Prepared the traffic impact
analysis for the proposed Del Rio Facilities Master Plan Project consisting of improvements to the Del Rio
Elementary school,including an improved access for Grades 1 through 5 related traffic at North River
Road. Since the project did not include expansion of student enrollment,impacts were analyzed in relation
to the redistribution of trips from the current East Parker Street entrance to the new North River Road
entrance. The project site is located north of North River Road at the Barry Street/East Parker Street
intersection in the City of Oceanside. The analysis included signal warrant,queuing,and sight distance
analyses.
Smoketree Lane/Jeffrey Road Synchro/SimTraffic Simulations(Irvine,CA)2002-Prepared three
Synchro/SimTraffic visual simulations of traffic flow with and without a proposed local roadway
connection and related intersection signalization to provide modified circulation access at an established

Prepared trip generation,trip distribution,and trip assignment using Traffix modeling software to forecast
project-related traffic impacts at thirty intersections. The"The Shops at Tyler"consisted of an expansion
to the Galleria at Tyler by approximately 95,500 square feet of retail and restaurant space,and a 2,950-seat
16-to 18-screen movie theater. The proposed project also included modifications to the onsite circulation
system and site access locations,as well as increasing parking capacity onsite to accommodate additional
vehicle traffic associated with the proposed expansion.
Fontana Southwest Industrial Park Specific Plan Traffic Analysis(Fontana,CA)2009-Supervised
preparation of a traffic analysis for 3,112-acre Specific Plan project. Located just south of Interstate 10,the
project site affects intersections and roadways in multiple jurisdictions as well as State Route 215 and State
Route 60. Traffic generation forecasts accounted for the variety of dynamic land uses assumed and
adjusted all traffic data for effects related to heavy vehicles. To adequately accommodate forecast traffic,
improvements were recommended at intersections and roadways nearby. The structure of a fee program
was identified in the study to guarantee traffic impact fees would implement the improvements as
cumulative need occurs. Preliminary cost estimates were provided to begin discussion regarding
magnitude of costs associated with the circulation enhancements.
French Valley Business Park Traffic Analysis(Riverside County,CA)-Supervised preparation of a
traffic impact analysis for the 140,000 square feet industrial,office,and retail project in unincorporated
Riverside County. Coordinated with County of Riverside and City of Murrieta staff to include 21 approved
or pending projects,and County-planned construction of Clinton-Keith Road. Through coordination with
County staff,trip generation for the proposed project included pass-by trip reduction for retail components
of the project. The study reviewed potential project traffic impacts at study intersections utilizing
applicable agency thresholds of significance. Mitigation measures were identified to reduce traffic impacts
to a level considered less than significant. The study included a section for review of State Highway
intersections based on Caltrans criteria and adopted methodologies. The study included Highway Capacity
Manual 95u'percentile queue analysis to ensure adequate spacing between project access locations and an
adjacent intersection.
Edom Hill Transfer Station Traffic Impact Study(County of Riverside,CA)-Assisted in preparation
of the traffic impact study to close the Edom Hill Landfill and replace operations with a Transfer Station.
The landfill is located in unincorporated County of Riverside,and serves as a collection facility for
disposed solid waste for the Coachella Valley. The traffic analysis considered traffic operations for
roadways serving the Edom Hill Landfill and the associated Lamb Canyon Landfill which would receive
truck trips associated with the proposed transfer facility use. Traffic volumes were adjusted utilizing
passenger car equivalent factors to reflect the percentage of heavy vehicles and trucks in the study area.

condominium dwelling units and 50,000 square feet of commercial uses in five separate building sites.
Generally all the building sites consisted of construction over existing parking lots utilized by businesses
fronting Fair Oaks Avenue. The multi-year planning process to derive the proposed project heightened the
attention of the public,and therefore increased the level of scrutiny otherwise expected in the generally
built out community. Twenty-five study intersections were analyzed in the multi-phase project,with 28
cumulative projects identified through coordination with adjacent agencies and review of available studies.
Traffic impacts for roadways and intersections were reviewed during both weekday and weekend
conditions,and mitigation measures were considered for effectiveness and feasibility. Detailed project
phasing with the project and during construction was considered to identify potential short-term impacts
related to roadway closures during construction. The study evaluated traffic impacts consistent with the
Los Angeles County Congestion Management Program and the Caltrans Traffic Analysis Guidelines. The
comprehensive traffic study received minimal comments from reviewing cities and Caltrans.

Interstate 5/Jamboree Road Interchange Improvement(Orange County,CA)2008-Coordinated
with Caltrans,City of Irvine,and the City of Tustin,to prepare a traffic analysis to review existing and
forecast year 2035 conditions at the ramp terminus intersections and a nearby intersection. Intersection
operation was prepared using the Highway Capacity Manual incorporating current traffic signal timing.
Additionally,ramp meter analysis was prepared using the Caltrans Ramp Meter Design Manual with data
collection in six-minute increments. The intersection and ramp meter analysis was utilized to refine the
proposed project for City and Caltrans review. Traffic analysis was included in a combined Project Study

Almond Tree Village Mixed-Use Project Traffic Impact Analysis(Los Angeles,CA)2007-Supervised
preparation of a traffic impact analysis for the Almond Tree Village Mixed-Use Project. The proposed
project consisted of approximately 147 condominium dwelling units,261 senior apartment dwelling units
and 20,000 square feet of retail use. Traffic operations were studied at 17 nearby intersections and 4 local
residential streets for potential impacts and mitigation measures were recommended in accordance with
agency criteria. The study documented existing roadway conditions and transit services and evaluated
traffic impacts consistent with the LADOT Traffic Study Policies and Procedures and Los Angeles County
Congestion Management Program Guidelines.
Rita Avenue Mixed-Use Project Traffic Impact Analysis(Huntington Park,CA)2008-Supervised
preparation of a traffic impact analysis addressing the redevelopment of three City-owned surface parking
lots which comprise 4.6 acres to include condominium dwelling units and ground floor retail uses in City of
Huntington Park. Trip generation for the proposed project included ITE based diverted link trip reductions
as well as a transit usage reduction and walk-in reduction.

proposed project included public park space,cinemas,shopping,and condominiums. Provided traffic and

Empire Buena Vista Apartment Traffic Impact Analysis(Burbank,CA)2003-Prepared due diligence
traffic impact analysis of the proposed 350-Apartment unit project in Burbank. Study scenarios included
near-term and long-rang analysis to account for the zone change from office to residential.
Citywide Comprehensive Traffic Study(Torrance,CA)2007-RBF prepared a Citywide traffic model
incorporating recent traffic counts at 166 intersections and 170 roadway segments. The Traffix-based
model was utilized to analyze existing conditions,near-term conditions,and General Plan Buildout. The
results of the traffic analysis were utilized to identify short-term and long-term improvements to achieve
acceptable operation within the City. The existing counts database provided to the City included counts
surrounding the Del Amo Fashion Center during the peak Winter Holiday season. The study includes an
estimation of pass-through traffic entering and exiting the City without stopping in the City. Based on
recommendations identified in the analysis,conceptual improvement graphics were prepared at 23
intersections to illustrate intersection approach widening,lane re-striping,and signal modifications.
Buena Vista Casino Project-Traffic Engineering Support(Amador County,CA)2009-RBF is under
contract to provide ongoing traffic engineering and transportation planning support to County of Amador
staff during construction of off-site improvements associated with the planned Buena Vista Casino project
located in Amador County. RBF staff is serving as an extension of County staff during implementation of
improvements identified through the negotiated agreement between the Tribe and the County.
Bunker Hill Towers Apartments Area Transit Survey(Los Angeles,CA)2005-Assisted in preparation
of a transit survey in the vicinity of the Bunker Hill Towers Apartments to determine transit
services/opportunities available to residents, guests, and employees at the Bunker Hill Towers Apartments
in Downtown Los Angeles. The survey summarized transit services in the vicinity on the Bunker Hill
Towers Apartments categorized by bus transit,Metro rail transit,and Metrolink regional rail transit.
Additionally,a parking analysis of the Bunker Hill Towers Apartments community was prepared,
documenting existing parking capacity,demand,and utilization.

circulation and parking conditions within the study area,and presented SimTraffic visual simulations at
multiple Planning Commission and City Council hearings. Additionally,RBF staff helped facilitate
discussion during public hearings with the commissioners and council members to identify which traffic

Thousand Oaks Boulevard Traffic and Parking Analysis(Thousand Oaks,CA)2004-The City of
Thousand Oaks was considering a General Plan Amendment to designate Thousand Oaks Boulevard as a
four-lane roadway between Moorpark Road and the easterly City of Thousand Oaks boundary,rather than a
six-lane roadway as currently designated in the City General Plan Circulation Element. RBF prepared an
analysis to identify traffic impacts associated with designating Thousand Oaks Boulevard as a four-lane
roadway. The analysis was prepared at twenty-four study intersections and twenty-four study roadway
segments. The analysis included trip generation for over one hundred approved projects,and identified
potential diversion of east-west trips within the City associated with designating Thousand Oaks Boulevard
as a four-lane roadway. Additionally, RBF prepared a parking analysis that evaluated on-street and off-
street parking conditions along the six-mile Boulevard corridor. Parking utilization was evaluated on an
hourly basis during both weekday and weekend conditions to determine the possible intensification of land
uses along the corridor assuming buildout conditions. Opportunities for additional parking were
recommended to address parking deficiencies along the corridor.
Palmdale Transit Oriented Development Project Traffic Analysis(Palmdale,CA)2007-Managed
preparation of the traffic impact analysis to support environmental documentation of the Transit Oriented

Orange County Transportation Authority(OCTA)Bus Rapid Transit(BRT),Program Management
-Planning Services(Orange County,CA)2006-Supervised preparation of traffic impact analysis at
Caltrans facilities for the County's first Bus Rapid Transit(BRT)project. The project consists of three
corridors(approximately 70 miles)throughout fourteen(14)agencies/jurisdictions. The BRT system
includes:vehicles sharing traffic lanes with general traffic,real-time bus arrival notification to customized
shelters, internet,and personal digital assistants(PDA). Coordinated with Caltrans staff to include existing
traffic signal timing data in the Synchro software based analysis model. The study also analyzed the
impact of incorporating Transit Signal Priority(TSP),which provides transit vehicles additional green time
at traffic signals to adaptively reduce bus line schedule delays. The analysis was prepared to identify any
potential traffic impacts associated with the BRT lines project at twenty-two Caltrans study intersections,

expansion to include approximately 145,000 square feet of new retail and restaurant uses,approximately
150 new condominium units,and reconfiguration of the existing Metrolink facility. The analysis included
two new signalized access locations and identified net trip generation taking into account displaced land
uses. The traffic analysis was performed satisfying Los Angeles County CMP and Caltrans requirements.
Clackamas Town Center Traffic Impact Analysis(Clackamas County,OR)2004-Prepared a Traffic
Impact Analysis for the expansion of the Clackamas Town Center in the County of Clackamas. The
analysis was prepared to evaluate the proposed expansion to the Clackamas Town Center by approximately
267,000 square feet of shopping center,consisting of approximately 182,000 square feet of retail use,
33,000 square feet of restaurant use and 52,000 square feet of a Multiplex Theater, increasing the number
of movie theater seats from 1,600 to 3,750 seats. RBF coordinated with regional mass transit staff,TRI-
MET,to identify an appropriate location for the future light-rail station maintaining satisfactory pedestrian
corridors between the station and the site land uses. The traffic impact study identified project impacts on
the adjacent road network and suggested improvements to improve traffic flow in the vicinity of the project
site using the Synchro software. The analysis included intersection operation analysis,queuing analysis
both on-site and off-site,corridor analysis as well as on-site circulation evaluation.
Laguna Beach Downtown Traffic Impact Analysis(Laguna Beach,CA)2004-Prepared the traffic
impact analysis of the proposed village entry parking structure project in downtown Laguna Beach. The
proposed parking structure will provide 650 parking spaces for downtown shopping and beach visitors.
The study included analysis of summer conditions,and included project-related traffic from the approved
Laguna Beach Senior Center. Caltrans traffic signal warrants were analyzed to determine if signalization

for weekday morning and evening analysis at thirty-one study intersections in downtown Riverside
assuming construction of the proposed project in two phases. The analysis included net trip generation
associated with displaced land uses on one of the three City blocks being redeveloped. The analysis
included review of nine State Highway intersections and seven State Highway freeway segments in
accordance with Caltrans traffic impact studies guidelines. Mitigation measures were recommended to
reduce the project traffic impacts to a level considered less than significant.
Fox Plaza Parking Analysis(Riverside,CA)2008-Supervised preparation of a parking analysis for
inclusion in the Fox Plaza Project Environmental Impact Report(EIR). The proposed mixed-use project
consisted of a 474 condominium dwelling units,a 140-room hotel, and 45,000 square feet of restaurant and
retail uses. The study identified existing parking conditions in the vicinity of the proposed project and
determined the number of parking spaces required to satisfy City of Riverside parking code with and
without a parking variance modifying retail parking rates. A comprehensive review was prepared to ensure
adequacy of parking during construction for four phases on activity. Construction parking review included
assumptions about displaced demand,staff parking demand,and timing for provision of additional parking
supply. Mitigation measures were identified to reduce parking demand and/or provide additional parking
supply at project completion and during specific impacted construction phases.

incorporating anticipated roadway circulation system improvements including construction of two new
freeways. Post-processed model plots to forecast long-term intersection turning movement count data at 39
intersections to identify project related traffic impacts. Transportation planning support is ongoing to refine
the circulation system as project implementation occurs.
City of Stanton General Plan Update EIR Project Traffic Impact Analysis(Stanton,CA)2008-
Supervised preparation of the traffic impact analysis for the proposed Stanton General Plan Update project,
which included creation of mixed-use zones by changing retail and commercial zoning at specific focus
areas citywide. Trip generation for land use changes were based on ITE rates and applicable pass-by trip
reductions. Review and updated to the General Plan Circulation Element was prepared for consistency
with the new Land Use Element. The analysis was prepared consistent with the Orange County

traffic impact study to support environmental documentation for a mixed-use project in the City of Chino
Hills. The mixed-use project consisted of 360 residential units, 550,000 square feet of shopping,office,
and restaurant uses and a 200,000 square foot new Civic Center,Library,and fire/police station. Long-
range traffic analysis was prepared utilizing the SANBAG traffic model,and data was post-processed in
accordance with agency guidelines. Additionally,a construction impact analysis and on-site queuing
analysis was performed.

San Joaquin to provide transportation planning support associated with the proposed gaming facility,
utilizing experience and understanding gained while working for Amador County. Forecast traffic volumes
were identified using San Joaquin Council of Governments traffic forecasts for the Lockeford,Lodi,and
Stockton areas.
Outdoor Sportsman Facility Trip Generation Review(Lodi,CA)2007-Provided transportation
planning support during consideration of relocating a Outdoor Sportsman Facility from the City of Lodi to
the Woodbridge area of the County of San Joaquin. Coordinated with the project applicant and the County
of San Joaquin staff to identify key issues and appropriately scope the work effort. Based on discussions
with County staff,the existing facility was surveyed for seven consecutive days at multiple driveways. To
ensure traffic data collection was comprehensive,traffic cones were installed at the driveways to create a
drive aisle and force vehicles to cross the count location perpendicularly. The baseline traffic data
identified for County staff was utilized to determine the extent and need of further traffic analysis.
Manteca RV Storage Park Traffic Analysis(Manteca,CA)2007-Managed preparation of traffic
analysis for a 275 recreational vehicle storage facility on Highway 120 in the City of Manteca. Since site
access for the project was provided on the Caltrans facility,RBF coordinated with Caltrans technical staff
to ensure the roadway improvements,striping plan,and site access locations would function appropriately,
and minimize conflicts along the busy corridor. Synchro/SimTraffic microsimulation analysis was
prepared to evaluate the operations and identify forecast Highway Capacity Manual(HCM)queuing of
vehicles entering the site. As a result of the transportation planning effort,the traffic engineering

Carson Marketplace Onsite Circulation Analysis(Carson,CA)2006-Prepared an onsite circulation
analysis for the planned Carson Marketplace project in the City of Carson. The proposed 168-acre project
includes residential,commercial,hotel, and restaurant land uses. The circulation analysis included traffic

analyze the effects of the San Pablo Casino expansion on the surrounding circulation system in the City of
San Pablo and Contra Costa County. The study utilized the CCTALOS software in accordance with Contra
Costa County guidelines. The proposed expansion consisted of the addition of 500 bingo machines to the
existing San Pablo Casino. Forecast trip generation for the bingo expansion was determined based on
published ITE research studies. Traffic impacts were evaluated at 25 intersections during peak weekday
and weekend conditions. Mitigation measures were identified to improve the nearby interchange to reduce
significant traffic impacts related to the expansion.
Glenneyre Parking Lot Traffic Impact Analysis(Laguna Beach,CA)2005-Supervised preparation of
a traffic impact analysis for a proposed valet parking lot serving the Surf&Sand Resort in the City of
Laguna Beach. The Synchro analysis included peak hour vehicular and pedestrian traffic counts. Forecast
trip generation for the parking lot was based on the total number of parking spaces and forecast turnover
frequency of each space. The valet lot was located approximately two blocks from the hotel;therefore,trip
distribution was based on a prescribed access route employees are directed to use to transit between the
parking lot and the hotel.
Lifeguard Headquarters Traffic Impact Analysis(Laguna Beach,CA)2005-Supervised preparation
of a Synchro analysis for a lifeguard headquarters expansion project in the City of Laguna Beach. The
analysis included summer peak hour vehicular and pedestrian traffic counts,as well as the realignment of
the existing lifeguard access driveway at North Coast Highway. Additionally,daily driveway counts were
taken at the existing Lifeguard access driveway to determine peak usage during a typical day by lifeguard
vehicles. The report also included a site access analysis that discussed three alternatives for traffic control
methods at the new lifeguard driveway.
Riverwalk Vista Traffic Impact Analysis(Riverside,CA)2005-Supervised preparation of a traffic
impact analysis to support an environmental documentation for a gated residential community consisting of
402 single-family dwelling units in the City of Riverside. The project required a zone change from office
and commercial land uses allowed in the La Sierra Specific Plan to land uses identified in the less intense
Riverwalk Vista Specific Plan.

Transfer Station. The landfill is located in unincorporated County of Riverside,and serves as a collection
facility for disposed solid waste for the Coachella Valley. The traffic analysis considered traffic operations
for roadways serving the Edom Hill Landfill and the associated Lamb Canyon Landfill which would
receive truck trips associated with the proposed transfer facility use. Traffic volumes were adjusted
utilizing passenger car equivalent factors to reflect the percentage of heavy vehicles and trucks in the study
area. Trip generation for the unique land use was determined through discussions and coordination with
the project applicant accounting for transfer trucks,recycling trucks,trash trucks, and employee trucks.
