City of El Segundo, completing the exchange of funds between our two agencies
(Attachment 1). This is being sent to you in accordance with the June 21, 2006 letter
from Seimone Jurjis (Attachment II).
The County Auditor - Controller will be sending the warrant for $58,500.00 under
separate cover.

FUNDING AGREEMENT FOR EXCHANGE OF GENERAL TAX REVENUES
BETWEEN THE COUNTY OF LOS ANGELES AND THE CITY OF EL SEGUNDO
AS
THIS AGREEMENT is made and entered into this 23' day of 7'", 2006
BY COUNTY OF LOS ANGELES,
a body corporate and politic,
hereinafter referred to as
"County ",
AND CITY OF EL SEGUNDO
a public agency, hereinafter referred to as
"City".
WITNESSETH:
WHEREAS, the County is desirous of exchanging Community Development
Block Grant (CDBG) funds for general tax revenues for the purpose of implementing
CDBG- eligible projects for low- and moderate - income persons in the County of Los
Angeles;
WHEREAS, the City is willing to assist the County in performing such services
by agreeing to an exchange of CDGB funds for general tax revenues;
WHEREAS, Government Code Section 53703 authorizes counties and cities to
take all necessary actions to participate in various federally- funded programs;
WHEREAS, the parties have determined that the this funding exchange will
enhance the health and welfare of the residents of the County and the City;
NOW, THEREFORE, in consideration of the mutual promises, covenants and
conditions set forth herein, the parties hereto agree as follows:
A. Approved Funding and Costs
1. The County hereby grants to the City the amount of $58,500.00 of general tax
revenue funds in exchange for $90,000.00 of CDBG funds to support the
development of low- and moderate income housing in the County.
2. The County Funds will be paid to the City within 30 days of an invoice from the
City for the full amount provided for in this Agreement.
3. The transfer of these funds was approved by the County Board of Supervisors on
March 21, 2006.
C. Agreement Term
This Agreement will remain in force until execution of the funding agreement with the
City, the transfer of the CDBG funds from the City to the County and the transfer of
the general tax revenue from the County to the City.
D. Financial Records
1. The City agrees to maintain satisfactory financial accounts, documents and
records of the expenditure of County Funds and to make them available to the
County for auditing at reasonable times. The City also agrees to retain such
financial accounts, documents and records for five (5) years following the
expiration or prior termination of this Agreement.
2. The City agrees to use a generally accepted accounting system. The City also
agrees to maintain, and make available for County inspection, accurate records
of all of its costs, disbursements and receipts with respect to its activities under
this Agreement.
The City will provide the County Chief Administrative Office within one hundred
twenty (120) days after the end of its fiscal year, a report itemizing actual
expenditures funded by monies received pursuant to this Agreement.
E. Notices and Approvals
All notices and approvals shall be directed to and made by the following
representatives of the parties:

F. Nondiscrimination
The City shall not discriminate against any person on the basis of race, color, sex,
sexual orientation, age, religious belief, national origin, marital status, physical or
mental handicap, medical condition, or place of residence in the use of the County
Funds paid to the City pursuant to this Agreement.
G. Severability
If any provision of this Agreement, or the application thereof, is held to be invalid,
that invalidity shall not affect other provisions or applications of the Agreement that
can be given effect without the invalid provision or application, and to this end the
provisions of the Agreement are severable.
H. Effective Date
The effective date of this Agreement shall be the date that it has been executed by
both parties.
IN WITNESS WHEREOF, the City has executed this Funding Agreement, or caused it
to be duly executed by its authorized representative, and the County of Los Angeles by
order of its Board of Supervisors, has delegated to its Chief Administrative Officer the
authority to execute this Agreement on its behalf.
