ORDINANCE 1332ORDINANCE NO. 1332 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF EL SEGUNDO, CALIFORNIA, AMENDING SECTION 2.28.030 TITLE 2, OF THE EL. SEGUNDO MUNICIPAL CODE TO REFLECT THE CREATION OF THE ADMINISTRATIVE SERVICES DEPARTMENT AND THE DIRECTOR OF ADMINISTRATIVE SERVICES POSITION WHEREAS, the El Segundo Municipal Code provides that the City Council may from time to time by Ordinance designate departments, appointive officers, or employees of the City; and WHEREAS, it is in the best interest of the City to list all existing City departments in the Municipal Code and officers excluded from the Personnel Merit System; and WHEREAS, it is in the best interest of the City to create a Department of Administrative Services, which combines the Human Resource and Finance functions of the organization; and whereas, it is in the best interests of the City to eliminate the Director of Finance position, create the Director of Administrative Services position and reassign some duties of the Assistant City Manager. NOW THEREFORE, THE CITY COUNCIL OF THE CITY OF EL SEGUNDO DOES ORDAIN AS FOLLOWS: i SECTION 1. Section 2.28.025 is hereby amended to read as follows: 2.28.025 CITY DEPARTMENTS Effective October 1, 2001, the organization of City Government shall consist of the following departments: j' 1. Administrative Services Department /r 2. City Administration 3. Community, Economic and Development Services Department 4. Fire Department 5. Library Department 6. Police Department 7. Public Works Department 8. Recreation and Parks Department ORD. CREATION OF ADMINISTRATIVE SERVICES DEPARTMENT PAGE NO. 1 SECTION 2. Section 2.28.030 is hereby amended to read as follows: 2.28.030 EXCLUSIONS Those officers and members of departments in addition to department heads and elected officers who are expressly excluded from the merit system are: 1. City Manager 2. City Attorney 3. Assistant City Manager 4. City Engineer 5. Street Superintendent 6. Water and Sanitation Superintendent 7. Economic Development Manager 8. Special Events Coordinator SECTION 3. Section 2.28.040 is hereby amended as follows: 2.28.040 DEPARTMENT HEADS. For the purpose of this chapter and for the purpose of initiative Ordinance No. 586 and for the purpose of ordinances expanding the coverage of initiative Ordinance No. 586, and not by ways of limitation, effective October 1, 2001, the term "Department Head" includes: 1. City Manager 2. Director of Administrative Services 3. Director of Community, Economic and Development Services 4. Fire Chief S. Library Director 6. Chief of Police 7. Director of Public Works 8. Director of Recreation and Parks SECTION 4.Severability. If any section, subsection, subdivision, paragraph, sentence, clause or phrase of this ordinance or any part thereof is for any reason held to be unconstitutional, such decision shall not affect the validity of the remaining portion of this ordinance or any part thereof. The City Council hereby declares that it would have passed each section, subsection, subdivision, paragraph, sentence, clause or phrase thereof, irrespective of the fact that an one or more sections, subsections, subdivisions, paragraphs, sentences, clauses or phrases be declared unconstitutional. This ordinance shall become effective at midnight on the thirtieth (30th) day from and after the date of the final passage and adoption of this ordinance; shall cause the same to be entered in the book of original ordinance of said city; shall make a minute of the passage and adoption thereof in the records of the meeting at which the same is passed and adopted; and shall within fifteen (15) days after the passage and adoption thereof, cause the same to be published or posted in accordance with the law.
