ORDINANCE 1274ORDINANCE NO. 1274 AN URGENCY ORDINANCE OF THE CITY COUNCIL OF THE CITY OF EL SEGUNDO, CALIFORNIA, INCORPORATING TITLE 10 OF THE LOS ANGELES COUNTY CODE RELATING TO ANIMAL CONTROL WHEREAS, the City's current contract with SPCA for animal control services is set to expire on June 30, 1997; WHEREAS, the County of Los Angeles has offered to contract with the City to provide animal control services; WHEREAS, as a condition to contraacting with the County to provide animal control services, the County requires the City to adopt by reference Title 10 of the Los Angeles County Code relating to animal control; WHEREAS, if the City does not contract with the County of Los Angeles to provide animal control services, the City will be without such services as of July 1, 1997; WHEREAS, animal control services are necessary to maintain the public peace, health and safety within the City; WHEREAS, the City Council finds that due to time constraints, the ordinance must be adopted as an urgency ordinance; and WHEREAS, the City Council finds and determines that the immediate preservation of the public peach, health or safety necessitates the adoption of this ordinance as an urgency ordinance. NOW, THEREFORE, ,THE CITY COUNCIL OF THE CITY OF EL SEGUNDO DOES HEREBY ORDAIN AS FOLLOWS: SECTION 1. Title 8 of the El Segundo Municipal Code is hereby amended to incorporate Title 10 of the Los Angeles County Code, with the exception of Title 10, Section 10.90.010 (VI) and Section 10.90.010 (VII). Incorporation of Title 10 including Section 10.04.060 which states: A. Any person viol,aating any of the provisions of this Title is guilty of an infraction, unless another penalty is provided for in this Title. 12�T- B. Violation of Se �Iions: 10.12.190 10.12.200 10.20.280 10.20.310 10.28.060 10.32.020 10.32.070 10.32.080 10.37.030 10.37.050 (c) 10.37.060 (f) 10.40.010 10.40.040 10.86.010 of this Title is a misdemeanor. (Ord. 90 -0089, 1990: Ord. 89 -0166, 1989: Ord. 87 -0191 16, 1987: Ord. 83 -0043 1, 1983: Ord. 9454 1 (part), 1967: Ord. 4729 Art. 1 108, 1946.)" SECTION 2. This ordinance shall g:) into effect immediately as an urgency ordinance pursuant to Government Code Section 36!137 (b) based on the following facts: a. The City's current contract with SPCA for animal control services is set to expire on June 30, 1997; b. Unless t'ie City enters into a contract with the County of Los Angeles to provide animal control services, the City will be without such services as of July 1, 1997; C. As a condition of contracting with the County to provide animal control service;, the County requires the City to adopt by reference Title 10 of the Los Angeles County Code relating to animal control; d. Animal ( ontrol services are necessary to maintain the public peace, health and safety within the City; e. Adoptic i of this ordinance as a non- urgency ordinance will not meet the July 1, '997 deadline; and The Cite Council of the City of El Segundo finds and determines that this ordinance must be adopted as an urgency ordinance for the immediate preservation of the public peace, health or safety. 2 1 L %y' SECTION 3.
