AN ORDINANCE OF THE CITY OF EL SEGUNDO, CALIFORNIA,
EXTENDING THE SUSPENSION OF THE ANNUAL AUTOMATIC
CONSUMER PRICE INDEX REQUIRED BY SECTION 5.08.018,
CHAPTER 5.08, TITLE 5 OF THE EL SEGUNDO MUNICIPAL CODE
FOR THE PERIOD BEGINNING JANUARY 1, 1995 TO AND
INCLUDING JUNE 30, 1995, AND ADDING SECTION 5.08.019 TO
CHAPTER 5.08 OF TITLE 5 OF THE EL SEGUNDO MUNICIPAL
CODE WHICH PROVIDES A 10% REDUCTION OF BUSINESS
LICENSE TAXES FROM THE EFFECTIVE DATE OF THIS
ORDINANCE TO AND INCLUDING JUNE 30, 1995.
WHEREAS, the City Council desires to support business attraction and retention within the
City by creating business incentives within the El Segundo Municipal Code; and
WHEREAS, temporarily suspending the annual automatic Consumer Price Index increase in
business licenses will be one such incentive for businesses; and
WHEREAS, a ten (10 %) percent reduction in the business license taxes imposed on
businesses will be an incentive to retaining and attracting businesses in the City.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF EL SEGUNDO DOES HEREBY
ORDAIN AS FOLLOWS:
SECTION 1. The City Council does hereby suspend the automatic increase in business
license taxes imposed by Section 5.08.018, Chapter 5.08 of Title 5 of the El Segundo Municipal
Code to taxes imposed beginning January 1, 1995 to and including June 30, 1995. This Section 1
of this ordinance shall be of no further force and effect on June 30, 1995 at 11:59 pm. Section
5.08.018 shall again be effective in its entirety on July 1, 1995 at 12:00 am.
SECTION 2. Section 5.08.019 is hereby added to Chapter 5.08 of Title 5 of the El Segundo
Municipal Code to read as follows:
"Section 5.08.019. Notwithstanding any other provision of Title 5 of the El Segundo
Municipal Code, the amount of a business license tax imposed on any business by the
said Title 5 of the El Segundo Municipal Code, commencing on the effective date of
this ordinance, and ending June 30, 1995, shall be reduced by ten percent (10 %).
This Section 5.08.019 shall be of no furtherforce and effect on June 30, 1995 at 11:59
pm. The provisions of the said title 5 amended by this Section 2 of this ordinance
shall again be effective in their entirety on July 1, 1995 at 12:00 am."
SECTION 3. Severability. If any section, subsection, subdivision, paragraph, sentence,
clause, or phrase of this ordinance is for any reason held to be invalid or unconstitutional by a
decision of any court of competent jurisdiction, such decision shall not affect the validity of the
remaining portions of the ordinance or any part thereof. The El Segundo City Council hereby
declares that it would have passed each and every section subsection, subdivision, paragraph,
sentence, clause, or phrase, irrespective of the fact that any one or more sections, subsections,
subdivisions, paragraphs, sentences, clauses, or phrases be declared invalid or unconstitutional.
SECTION 4. This ordinance shall become effective immediately upon adoption.
SECTION 5. The City Clerk shall certify to the passage and adoption of this ordinance; shall
cause the same to be entered in the book of original ordinances of said City; shall make a note of
the passage and adoption thereof in the records of the meeting at which the same is passed and
adopted; and shall within 15 days after the passage or adoption thereof cause the same to be
published or posted in accordance with the law.

the Mayor or said City, and attested by the City Clerk of said City, all at a regular
meeting of the said Council held on the 2ND DAY OF AUGUST, 1994, and the same
was so passed and adopted by the following vote:
AYES: Mayor Jacobson, Mayor ProTem Weston, Councilman
Robbins, Councilman Switz, and Councilwoman Friedkin.
