AN ORDINANCE OF THE CITY COUNCIL OF THE CITY
OF EL SEGUNDO GRANTING A TEMPORARY AMNESTY FOR
PENALTIES, AND INTEREST FOR UNPAID TAXES DUE,
PURSUANT TO THE TAX IMPOSED ON PROPERTY
AVAILABLE FOR RENTAL PURSUANT TO SECTION
5.08.020(b) OF THE EL SEGUNDO MUNICIPAL CODE.
WHEREAS, it has recently been determined that due to an
administrative misunderstanding, the tax imposed on property
available for rent, pursuant to Section 5.08.00(b) of the El
Segundo Municipal Code, has not been collected for the past 2
years; and
WHEREAS, past experience of other taxing agencies has shown
that an amnesty period has proven to be a cost - effective method, to
encourage payment of unpaid tax, and to save collection costs; and
WHEREAS, in addition, it has been determined that if a
temporary amnesty is offered, with regard to this particular tax
which was uncollected due to a administrative misunderstanding,
fairness and equity will be served if interest and penalties are
forgiven for those who make a prompt payment of the tax; and
THE CITY COUNCIL OF THE CITY OF EL SEGUNDO DOES HEREBY ORDAIN:
SECTION I. An amnesty for all penalties and interest incurred
by taxpayers, due to unpaid taxes on square footage available for
rent, pursuant to Section 5.08.020(b) of the El Segundo Municipal
Code, is hereby declared for every taxpayer paying the full
principle amount of said tax by Monday, June 3, 1991. Following
5:00 p.m. on June 3, 1991, the full amount of penalty, interest,
and principle tax, as calculated from the original due date of the
tax and, including calculation of penalty and interest for the
amnesty period, shall be reinstated for all taxes which are unpaid
at that time. This amnesty is due to an administrative
misunderstanding with regard only to the provisions of Section
5.08.020(b) of the El Segundo Municipal Code, which relate to an
imposition of taxes on square footage available for rent or lease
for business purposes, and shall not apply to any other unpaid tax
imposed by the City of E1 Segundo.
SECTION II. This Ordinance shall take effect immediately.
The City Clerk shall certify to the passage and adoption of this
Ordinance; shall cause the same to be entered in the book of
original Ordinances of said City; shall make a minute of the
passage and adoption thereof, in the records of the meeting at
which the same is passed and adopted, and shall within 15 days
after the passage of adoption thereof, cause the same to be
published in the El Segundo Herald, the weekly newspaper or general
circulation, published and circulated within said City of E1
Segundo, and which is hereby desiqnated for that purpose.

Mayor or said City, and attested by the City Clerk of said City, all at a regular meeting of
the said Council held on the 16th day of April, 1991, and the same was so passed and
adopted by the following vote:
AYES: Councilmembers Dannen, Clutter, West, Wise and
Mayor Jacobsen
NOES: None
ABSTENTIONS: None
I do hereby further certify that pursuant to the provisions of Section 36933 of the
Government Code of the State of California, that the foregoing Ordinance No. 1162 was
duly and regularly published according to law and the order of the City Council of said
