ORDINANCE 1143ORDINANCE NO. 1143 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF EL SEGUNDO, CALIFORNIA, AMENDING TITLE 2 (ADMINISTRATION AND PERSONNEL) OF THE EL SEGUNDO MUNICIPAL CODE BY AMENDING, DELETING AND ADDING CERTAIN SECTIONS TO CHAPTER 2.04 (CITY MANAGER); AND DELETING SECTION 1A1.025 OF THE EL SEGUNDO ADMINISTRATIVE CODE. THE CITY COUNCIL OF THE CITY OF EL SEGUNDO, CALIFORNIA, DOES ORDAIN AS FOLLOWS: SECTION 1. Section 2.04.010 of Chapter 2.04, Title 2 of the El Segundo Municipal Code shall be amended to read as follows: 2.04.010 OFFICE CREATED. The office of the city manager is hereby created and established. The city manager may be appointed by the city council by resolution wholly on the basis of his administrative and executive ability and qualifications and shall hold office at the will of and for and during the pleasure of the city council. The city council may, in its sole discretion, contract with a person meeting the qualifications of this Chapter to perform the duties of city manager in the manner described in, and subject to all of the provisions of this Chapter and any additional terms and conditions the city council determines are necessary and advisable and in the public interest. SECTION 2. Section 2.04.050 of Chapter 2.04, Title 2 of the El Segundo Municipal Code shall be amended to read as follows: 2.04.050 INTERIM CITY MANAGER. In case of the absence or disability of the city manager, the city council may designate some qualified city employee to perform the duties of the city manager during the period of absence or disability of the city manager, subject, however, to the person furnishing a corporate surety bond conditioned upon the faithful performance of the duties required to be performed as set forth in Section 2.04.040 of this code. In case of a vacancy in the office of the city manager, the city council may appoint, by resolution or contract, an interim city manager to serve at the will and pleasure of the council upon such terms and conditions the city council determines are necessary and advisable and in the public interest. SECTION 3. Section 2.04.060 of Chapter 2.04, Title 2 of the El Segundo Municipal Code shall be amended to read as follows: 2.04.060 COMPENSATION. The city manager shall receive such compensation, benefits and expense allowance as the city council shall from time to time determine and fix by resolution or contract, as the case may be. SECTION 4. Sections 2.04.240, 2.04.270 and 2.04.280 of Chapter 2.04, Title 2 of the El Segundo Municipal Code, and Section 1A1.025 of Chapter 1A1 (Elective and Appointive Officers) of the El Segundo Administrative Code, are hereby deleted in their entirety. SECTION 5. This ordinance shall become effective at midnight on the thirtieth day from and after the final passage and adoption hereof. SECTION 6. The City Clerk shall certify to the passage and adoption of this ordinance; shall cause the same to be entered in the book of original ordinances of said City; shall make a minute of the passage and adoption thereof in the records of the meeting at which the same is passed and adopted; and shall within fifteen days after the passage and adoption thereof, cause the same to be published once in the El Segundo Herald, a weekly newspaper of general circulation, published and circulated within said City of El Segundo and which is hereby designated for that purpose.
