AN ORDINANCE OF THE CITY COUNCIL OF THE CITY
OF EL SEGUNDO, CALIFORNIA, AMENDING THE EL
SEGUNDO MUNICIPAL CODE TO ESTABLISH A
DEVELOPMENT SERVICES DEPARTMENT AND AN
ADMINISTRATIVE SERVICES DEPARTMENT, AND
PROVIDING CERTAIN EXCLUSIONS FROM THE
PERSONNEL MERIT SYSTEM.
WHEREAS, the El Segundo Municipal Code provides that the
City Council may from time to time by Ordinance designate
departments, appointive officers, or employees of the City; and
WHEREAS, it is in the best interest of the City to list all
existing and newly created City departments in the Municipal Code
and officers excluded from the Personnel Merit System.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF EL SEGUNDO
DOES ORDAIN AS FOLLOWS:
SECTION 1. Section 2.28.025 is hereby amended to read as
follows:
112.28.025 CITY DEPARTMENTS
(1) The organization of City Government shall consist of
the following departments and divisions:
1. Police Department
2. Fire Department
3. Recreation and Parks Department
4. Library Department
5. Development Services Department
6. Public Works Department
7. Building Safety Department
8. Planning Department
9. Administrative Services Department
10. Personnel Department
11. Finance Department
12. Central Services Division
(2) The Development Services Department shall provide
overall coordination and direction to the Public Works
Department, the Building Safety Department and the Planning
Department; the department heads of which shall be responsible to
the Director of the Development Services Department.
(3) The Administrative Services Department shall provide
overall coordination and direction to the Personnel Department,
the Finance Department, and the Central Services Division; the
department or division heads of which shall be responsible to the
Director of the Administrative Services Department."
SECTION 2. Section 2.28.030 is hereby amended as follows:
112.28.030 EXCLUSIONS. Those officers and members of
departments in addition to department heads and elected officers
who are expressly excluded from the merit system are:
1. City Manager
2. City Attorney
3. Assistant City Manager
4. Assistant to the City Manager
5. Administrative Assistant
6. Administrative Secretary
7. Legal Assistant
8. City Engineer
9. Street Superintendent
10. Water and Sanitation Superintendent"

SECTION 3. Section 2.28.040 is hereby amended as
follows:
112.28.040 DEPARTMENT HEADS. For the purpose of this
chapter and for the purpose of initiative Ordinance No. 586 and
for the purpose of ordinances expanding the coverage of
initiative Ordinance No. 586, and not by way of limitation, the
term "department heads" includes:
1. Police Department
2. Fire Department
3. Recreation and Parks Department
4. Library Department
5. Development Services Department
6. Public Works Department
7. Building Safety Department
8. Planning Department
9. Administrative Services Department
10. Personnel Department
11. Finance Department
12. Central Services Division
13. Other department head positions which may from
time to time be created"
SECTION 4. Severability. If any section, subsection,
subdivision, paragraph, sentence, clause or phrase of this
ordinance or any part thereof is for any reason held to be
unconstitutional, such decision shall not affect the validity of
the remaining portion of this ordinance or any part thereof. The
City Council hereby declares that it would have passed each
section, subsection, subdivision, paragraph, sentence, clause or
phrase thereof, irrespective of the fact that any one or more
sections, subsections, subdivisions, paragraphs, sentences,
clauses or phrases be declared unconstitutional.
SECTION 5. Operative Date. This ordinance shall become
effective at midnight on the thirtieth (30th) day from and after
the date of the final passage and adoption hereof. The City
Clerk shall certify to the passage and adoption of this
ordinance; shall cause the same to be entered in the book of
original ordinances of said city; shall make a minute of the
passage and adoption thereof in the records of the meeting at
which the same is passed and adopted; and shall within fifteen
(15) days after the passage and adoption thereof, cause the same
to be published once in the E1 Segundo Herald, a weekly newspaper
of general circulation, published and circulated within said City
of E1 Segundo and which is hereby designated for that purpose.
PASSED, APPROVED and ADOPTED this 15th day of ovember,
1988.

approved and signed by the Mayor of said City, and attested by
the City Clerk of said City, all at a regular meeting of the said
Council held on the 15TH day of November,1988 and the same was so
passed and adopted by the following vote:

West and Mayor Jacobson
NOES: Councilmembers: none
ABSENT: Councilmember: Anderson
I do hereby further certify that pursuant to the provisions
of Section 36933 of the Government Code of the State of
