ORDINANCE 1119ORDINANCE NO. 1119 AN ORDINANCE OF THE CITY OF EL SEGUNDO, CALIFORNIA, CERTIFYING A NEGATIVE DECLARATION OF ENVIRONMENTAL IMPACT (EA -168); APPROVING GENERAL PLAN AMENDMENT 88 -1 AND ZONE CHANGE 88 -3, TO CHANGE THE COMMERCIAL - MANUFACTURING ZONE ON STANDARD STREET TO THE SMOKY HOLLOW SPECIFIC PLAN -SMALL BUSINESS DISTRICT. WHEREAS, as part of the review of the zone text amendments for the Commercial- Manufacturing District (Environmental Assess- ment EA -153), the Planning Commission recommended that the C -M zoned property on Standard Street be included within the Small Business District of the Smoky Hollow Specific Plan Area; and WHEREAS, the City Council in adopting revisions to the C -M District by Ordinance No. 1115, concurred with the Planning Commission recommendation, and directed staff to initiate an application to include the C -M zoned property on Standard Street within the Smoky Hollow Specific Plan -Small Business District; and WHEREAS, the Director of Planning has conducted an Environ- mental Assessment EA -168 on the proposed General Plan and Zone Text Amendments and has circulated the draft Initial Study for interdepartmental comments; and WHEREAS, at the duly scheduled meeting of the Planning Commission of the City of E1 Segundo on July 14, 1988, the Plan- ning Commission held a public hearing on the proposed General Plan Amendment and Zone Change and adopted Resolution No. 2215 recommending to the City Council certification of the Negative Declaration of Environmental Impact EA -168 and approval of Gene- ral Plan Amendment 88 -1 to the Smoky Hollow Specific Plan as described in Exhibit 1, attached hereto and made a part hereof, and approval of Zone Change 88 -3 from Commercial- Manufacturing to Small Business, as described in Exhibit 2, attached hereto and made a part hereof; and WHEREAS, the City Council has reviewed the Initial Study and supporting evidence in accordance with the authority and criteria contained in the California Environmental Quality Act, State CEQA Guidelines and the City of E1 Segundo Guidelines for the Imple- mentation of the California Environmental Quality Act (Resolution No. 3517); and WHEREAS, the City Council held, pursuant to law, a duly advertised public hearing on such matters in the Council Chamber of the City Hall, 350 Main Street, in the City of E1 Segundo on September 8, 1988, and notice of said hearing was given in the time, form and manner prescribed by law; and WHEREAS, opportunity was given to all persons to present testimony or documentary evidence for or against the findings of Environmental Assessment EA -168; General Plan Amendment 88 -1 and Zone Change 88 -3; and WHEREAS, at said hearing the following facts and findings were established: Facts: 1. The proposed project is an amendment to the Smoky Hollow Specific Plan, to include the C -M zoned property on Standard Street within the Small Business District. 2. The proposed amendment would affect a total of 14 assessors parcels (34 lots), a total land area of approximately 2.8 acres. -1- JOA:0- 090688.PL 3. The project area contains a mixture of land uses including light manufacturing, automobile related uses, offices and retail services, single- family residences, vacant land, and a storm water detention basin. Findings: 1. The proposed Specific Plan Amendment and Zone Change will not have a significant effect on the environment. 2. The proposed amendments to the Smoky Hollow Specific Plan are necessary to encourage and perpetuate the existence of small, light industrial businesses and related support uses under flexible design standards, consistent with the adja- cent land uses to the east. 3. The proposed zone change from Commercial- Manufacturing (C -M) to the Small Business (SB) District is necessary to insure consistency with the Smoky Hollow Specific Plan. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF EL SEGUNDO, CALIFORNIA, DOES ORDAIN AS FOLLOWS: SECTION 1. The City Council hereby certifies the Nega- tive Declaration of Environmental Impact EA -168 and approves General Plan Amendment 88 -1 to the General Plan Land Use Map as shown on Exhibit 1, and approves Zone Change 88 -3 from Commer- cial- Manufacturing (CM) to the Smoky Hollow Specific Plan -Small Business District (SB) as shown on Exhibit 2. SECTION 2. This ordinance shall become effective at mid- night on the thirtieth day from and after the final passage and adoption hereof. SECTION 3. The City Clerk shall certify to the passage and adoption of this ordinance; shall cause the same to be enter- ed in the book of original ordinances of said city; shall make a minute of the passage and adoption thereof in the records of the meeting at which the same is passed and adopted; and shall within fifteen days after the passage and adoption thereof, cause the same to be published once in the E1 Segundo Herald, a weekly newspaper of general circulation, published and circulated within said City of E1 Segundo and which is hereby designated for that purpose.
