AN ORDINANCE OF THE CITY OF EL SEGUNDO,
CALIFORNIA, AMENDING SECTION 10.76.010 OF
CHAPTER 10.76 (COASTERS AND SKATEBOARDS) OF
TITLE 10 (VEHICLES AND TRAFFIC) OF THE EL
SEGUNDO MUNICIPAL CODE.
WHEREAS, the citizens of El Segundo have requested an area
be designated in city parks for our children to ride skateboards
and bicycles which activities are expressly prohibited by the E1
Segundo Municipal Code, Section 10.76.010 of Chapter 10.76
(Coasters and Skateboards); and
WHEREAS, the City Council finds as follows:
a. Skateboard and bicycle riding in Recreation Park does
present a potentially dangerous situation for other
park participants;
b. Skateboarding and freestyle bicycling riding are very
popular activities for the youth in the community; and
C. These activities, if conducted on city owned
facilities, places the city in a libelous situation.
NOW THEREFORE, THE CITY COUNCIL OF THE CITY OF EL SEGUNDO,
CALIFORNIA, DOES ORDAIN AS FOLLOWS:
SECTION 1. City Council hereby approves and
designates certain times of each day that skateboards and
freestyle bicycling may be ridden on the athletic court at the
Teen Center for a six months trial period; that each participant
provide the Recreation and Parks Department with a signed
approval form, relieving the city of any liability as the result
of injuries received while participating in this program; that
each participant be required to wear all necessary safety
equipment; that Recreation and Parks Department monitor these
activities and report their findings to City Council at the end
of the trial period.
SECTION 2. Section 10.76.010 of Chapter 10.76,
(Coasters and Skateboards) of Title 10 (Vehicles and Traffic), is
hereby amended, to read as follows:
1110.76.010 USE RESTRICTED. No person
shall coast or propel himself down, along,
upon or over any sidewalk in or on any
skateboard, wagon, cart, hand wagon, coaster,
bicycle or other vehicle in any business
district, public park or recreation area.
EXCEPTION: Skateboarding and freestyle
bicycling shall only be permitted in areas
designated by the city."

SECTION 3. This ordinance shall become effective at
midnight on the thirtieth day from and after the date of the
final passage and adoption thereof.
SECTION 4. The City Clerk shall certify to the
passage and adoption of this ordinance; shall cause the same to
be entered in the book of original ordinances of said city; shall
make a minute of the passage and adoption thereof in the records
of the meeting at which the same is passed and adopted; and shall
within fifteen days after the passage and adoption thereof, cause
the same to be published once in the E1 Segundo Herald, a weekly
newspaper of general circulation, published and circulated within
said City of E1 Segundo and which is hereby designated for that
purpose.

Council held on the 17th day of May 1988, and the same was so
passed and adopted by the following vote:

West and Mayor Jacobson
NOES: Councilmembers: None

of Section 36933 of the Government Code of the State of
