AN ORDINANCE OF THE CITY OF EL SEGUNDO,
CALIFORNIA, AMENDING CHAPTER 16.03, TITLE 16,
OF THE EL SEGUNDO MUNICIPAL CODE.
WHEREAS, on February 16, 1988, the City Council of the City
of El Segundo adopted Resolution No. 3517 adopting revised
procedures for the implementation of the California Environmental
Quality Act which amended the threshholds for exempting
ministerial projects from the requirements of CEQA.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF EL SEGUNDO,
CALIFORNIA, DOES ORDAIN AS FOLLOWS:
SECTION 1. Chapter 16.03 of Title 16 of the E1 Segundo
Municipal Code, entitled "Building Permit Limitations," is hereby
amended to read as follows:
CHAPTER 16.03
BUILDING PERMIT LIMITATIONS
16.03.010 BUILDING PERMIT LIMITATIONS. No building permit
shall be issued for any of the following:
(1) Single family residential units when such development
is in conjunction with 3 or more units;
(2) Multi- family residences including apartments and
condominiums involving more than 6 residential units;
(3) Multi - family residences including apartments and
condominiums involving two or more buildings irrespective of the
number of units;
(4) New commercial, institutional and industrial structures
which exceed a maximum occupant load of 30 persons;
(5) New commercial, institutional and industrial structures
exceeding a floor area of 15,000 square feet;
(6) New commercial, institutional and industrial structures
whose parking requirements exceed 75 parking spaces;
(7) New commercial, institutional and industrial structures
involving 4 or more such structures;
(8) Additions to existing structures exceeding a floor area
of 10,000 square feet;
(9) Tenant improvements which result in a change in land
use or an unmet parking need; unless the planning commission
determines either:
A. That the project will not have a potential for a
significant effect on the environment; or
B. That the significant environmental effects of the
project would either:
i) Be mitigated in a manner approved in a
certified environmental impact report; or
ii) Are overridden by findings in accordance with
Sections 15091 - 15093 of the State CEQA Guidelines.

SECTION 2. This ordinance shall become effective at
midnight on the thirtieth day from and after the final passage
and adoption hereof.
SECTION 3. The City Clerk shall certify to the passage and
adoption of this ordinance; shall cause the same to be entered in
the book of original ordinances of said city; shall make a minute
of the passage and adoption thereof in the records of the meeting
at which the same is passed and adopted; and shall within fifteen
days after the passage and adoption thereof, cause the same to be
published once in the E1 Segundo Herald, a weekly newspaper of
general circulation, published and circulated within said City of
El Segundo and which is hereby designated for that purpose.
