AN ORDINANCE OF THE CITY OF EL SEGUNDO,
CALIFORNIA, CERTIFYING A NEGATIVE DECLARATION
OF ENVIRONMENTAL IMPACT FOR ENVIRONMENTAL
ASSESSMENT EA -121 AND ADOPTING AMENDMENT #3
TO PRECISE PLAN 3 -78 FOR BUILDING ADDITIONS
AT PROPERTY LOCATED AT 2000 EAST EL SEGUNDO
BOULEVARD WITHIN SAID CITY.
WHEREAS, the Planning Commission of the City of E1 Segundo,
after a public hearing duly held, has adopted its Resolution No.
2166 as Amended, recommending to the City Council the
certification of a Negative Declaration of Environmental Impact
and the adoption of Amendment #3 to Precise Plan 3 -78; and,
WHEREAS, the City Council held a duly noticed public hearing
on the 18th day of August, 1987, in the time, form, and manner
prescribed by law;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF EL SEGUNDO,
CALIFORNIA, DOES ORDAIN AS FOLLOWS:
SECTION 1. The City Council hereby certifies the Negative
Declaration of Environmental Impact for Environmental Assessment
EA -121 and approves and adopts Amendment #3 to Precise Plan
#3 -78, as prepared and forwarded by the Planning Commission,
subject to the following findings and conditions:
Findings
1. The proposed precise plan and relocated roofhouses will not
create adverse negative environmental impacts because
mitigation measures are included in the conditions of
approval.
2. The existing and proposed uses and structures are in
conformance with the General Plan designation for
Commercial- Manufacturing use and the intent of the original
precise plan.
3. The proposed use will be provided with adequate on -site
parking.
Conditions
1. The applicant shall pay a one -time fire /life mitigation fee
of 22 cents per sq. ft. for all improved areas including the
recreation pavilion, roofhouse laboratories, and indoor and
outdoor storage areas.
2. The Hughes Fire Chief shall meet with the City of E1 Segundo
Fire Chief prior to the issuance of a Certificate of
Occupancy for the structures to review fire /safety
protection training and needs at the facilities.
3. Security improvements shall be reviewed in accordance with
the Chief of Police's letter dated 1/28/87 prior to issuance
of a building permit.
4. The precise plan approval shall not overrule the
requirements of the City's Uniform Building Code. The
proposed roofhouse square footage may not be relocated
without Planning Commission approval.
5. There shall be not less than two exits from each of the
roofhouses.

6. The roofhouse at Building E -2 shall be fully
sprinklered.
7. The structural design and construction plans shall
comply with Title 16, Buildings and Structures of the
E.S.M.C. and all appropriate State Regulations.
8. The proposed roofhouses shall be located on site as
indicated in the revised plans dated June 11, 1987 and
marked Exhibit A.
9. The applicant shall record an access agreement and
provide a gate between the Hughes EDSG site and the
Edison right -of -way, intended to accommodate future
development of a walkway connecting to the reconfigured golf
course proposed for Lot 1 of Parcel Map 17749. The access
point shall be located along the southwest property line of
the EDSG site, at a point defined by a line drawn
perpendicular to the Edison right -of -way and beginning at a
point located not more than 50 feet north of the
southeastern corner of the golf course, with the exact
location to be determined by the Golf Course Master Plan
Feasibility Study. The applicant shall bear the cost of
installing the gate and /or fencing required, and shall
insure that the gate remains open when the outer perimeter
of the plant is unsecured, subject to Department of Defense
requirements, once said walkway is constructed.
10. That all conditions of Precise Plan 3 -78 shall remain in
effect except as amended by this ordinance.
SECTION 2. This ordinance shall become effective at
midnight on the thirtieth day from and after the date of the
final passage and adoption thereof.
SECTION 3. The City Clerk shall certify to the passage and
adoption of this ordinance; shall cause the same to be entered in
the book of original ordinances of said city; shall make a minute
of the passage and adoption thereof in the records of the meeting
at which the same is passed and adopted; and shall within fifteen
days after the passage and adoption thereof, cause the same to be
published once in the E1 Segundo Herald, a weekly newspaper of
general circulation, published and circulated within said City of
E1 Segundo and which is hereby designated for that purpose.

approved and signed by the Mayor of said City, and attested by
the City Clerk of said City, all at a regular meeting of the said
Council held on the 15th day of September, 1987, and that the
same was so passed and adopted by the following vote:

West, and Mayor Siadek

of Section 36933 of the Government Code of the State of
