AN ORDINANCE OF THE CITY OF EL SEGUNDO,
CALIFORNIA, ADOPTING THE "1987 EDITION OF THE
NATIONAL ELECTRICAL CODE," REPEALING IN ITS
ENTIRETY CHAPTER 16.08 OF, AND ADDING CHAPTER
16.08 TO, THE "EL SEGUNDO MUNICIPAL CODE"
RELATING TO THE ELECTRICAL CODE.
THE CITY COUNCIL OF THE CITY OF EL SEGUNDO, CALIFORNIA,
DOES ORDAIN AS FOLLOWS:
SECTION 1. CHAPTER 16.08 of the "E1 Segundo Municipal
Code" is repealed.
SECTION 2. Chapter 16.08 is added to the "E1 Segundo
Municipal Code" to read as follows:
CHAPTER 16.08
ELECTRICAL CODE
16.08.010 ESTABLISHED. The 1987 Edition of the
National Electrical Code, including the Appendix thereof,
promulgated and published by the National Fire Protection
Association, one copy of which has been filed and is on file
in the office of the City Clerk for public inspection, hereby
is adopted with the same force and effect as though set out
herein in full.
16.08.020 CHANGES AND ADDITIONS TO CODE. The National
Electrical Code is amended by changing, adding, or deleting
the chapters, articles, sections and portions of sections
designated in Sections 16.08.030 through 16.08.490.
16.08.030 SECTION 110 -8 ADDITIONS - WIRING METHODS.
Subsections (a), (b), (c), (d), (e), (f) and (g) are added to
Section 110 -8 to read as follows:
(a) Wiring for accessory uses and accessory buildings
shall be in an underground conduit system installed in
compliance with this code.
(b) A three - fourths inch conduit shall be provided to a
convenient and accessible location in the attic and under-
floor areas of residential construction for future circuit
wiring.
(c) All relocated or moved -in structures shall comply
with the requirements of this code for new buildings.
(d) Any structure or portion of a structure which is
converted or altered on or after the effective date of this
code to any of the following occupancies, shall be wired in
accordance with the provisions of this code for that
occupancy.
(1) Occupancy as defined by Article 500 relative to
hazardous areas; and
(2) Occupancies defined as Group A thru Group R,
occupancies, of the 1985 Uniform Building Code (UBC).

(e) In locations where the existing electrical system
is of a type that was approved, but by the adoption of subse-
quent codes is no longer approved, an existing circuit may be
increased by this code to its maximum safe current carrying
capacity.
(f) All fire and life safety systems, regardless of
conductors voltages, shall be in a metal raceway, and shall
terminate in a metal box, panel, control panel, or enclosed
device.
(g) All electrical materials, devices, appliances, and
equipment installed or used shall be in conformity with the
provisions of the code. Conformity with the standards of the
Underwriters' Laboratories, Inc., or other approved testing
laboratory, shall be prima facie evidence of conformity with
approved standards for safety to life and property, and such
installations are permitted under this code. Previously
used materials shall not be reused for any work without the
written approval obtained in advance from the Building
Official.
EXCEPTION: (1) Component Parts Equipment. That equip-
ment which is not listed as set forth above, but is made up
entirely of listed component parts may be approved provided
such equipment and its component parts comply to all pro-
visions of this code as determined by special examination as
in (2) below.
(2) Special Equipment Examination. Custom, or spe-
cially designed equipment that is one of a kind, fabricated
for a particular use at a specific address may be submitted
for department approval. Such examination shall be applied
for on forms supplied by the department when submitted in
conformance to Section 105.19 Fees, Special Equipment Exami-
nation. The Building Official may require submittal of
special equipment for approval by a recognized testing
agency.
16.08.040 ARTICLE 100 - AMENDED - DEFINITIONS. The
following definitions are added in alphabetical sequence to
Article 100.
BUILDING CODE is the Uniform Building Code promulgated
by the International Conference of Building Officials, as
adopted by this jurisdiction.
BUILDING OFFICIAL is the officer charged with the
administration and enforcement of this code, or his duly
authorized representative, and is the authority having
jurisdiction for this code.
CHIEF ELECTRICAL INSPECTOR shall be the person providing
expertise for the Building Official in the area of electrical
regulations.
CODE ENFORCEMENT AGENCY is the department, division or
agency of this jurisdiction charged with the function of code
enforcement and shall be under the administration and oper-
ational control of the Building Official.
ELECTRICAL CODE is the National Electrical Code promul-
gated by the National Fire Protection Association, as
adopted by this jurisdiction.
ELECTRICAL CONTRACTOR means a state licensed electrical
contractor C10 classification engaged in the business of
installing, altering or repairing electrical wiring or
equipment.

ELECTRICIAN, CERTIFIED is a person engaged in the
business of installing or repairing electrical wiring or
equipment, or who does, or who holds himself out as willing
to do personally, or through direct supervision of his
employees, any work or services in connection with the
installation, alteration, or repair of any electrical wiring
or equipment, or part thereof, within the city, and who
possesses a C10 contractor's license pursuant to the pro-
visions of Chapter 9, Division 3 of the Business and
Professions Code of the State of California, and who is in
the employ of others.
ELECTRICIAN, MAINTENANCE is a person qualified by
training and experience to perform electrical maintenance
work as determined through tests administered by the Chief
Electrical Inspector and regularly employed in accordance
with the provisions of Sections 105.10 and 105.11.
ELECTRICAL WIRING means the installation, repair or the
alteration of any material, fixture, device, appliance or
equipment in or on any building, structure or premises used,
or designed or intended to be used to generate, transmit,
transform or utilize electric energy.
FIREWALL is the same as an area separation wall as used
in the Building Code.
MAINTENANCE WORK means the repairing, maintaining,
relocating and replacing of existing electrical installations
and equipment, including electric motors, raceways and
wiring; provided, where no increase in electrical energy is
required to be supplied from a main service, panel, subpanel
or feeder, and no disconnecting means is affected as to its
capacity. Maintenance work does not include new construc-
tion. The Chief Electrical Inspector shall resolve any
question as to whether or not any particular wiring, device,
material or installation is maintenance work and his decision
shall govern.
PUBLIC UTILITIES. Electrical corporation, telephone
corporation, telegraph corporation, railroad corporation and
street railroad corporations are used in this chapter as the
terms are respectively defined in the Public Utilities Act of
the State of California and such terms shall also be deemed
to include similar utilities which are municipally or govern-
mentally owned and operated. Privately owned telephone
systems are not in this category.
16.08.050 ARTICLE 105 - ADDED - ADMINISTRATION.
Article 105 entitled 'Administration' consisting of Sections
105.1 through 105.23 is added to Chapter 1 to read as
follows:
ARTICLE 105 - ADMINISTRATION
105.1 PRIMA FACIE EVIDENCE OF COMPLIANCE. All elec-
trical wiring, connections, fixtures, devices, appliances,
equipment, apparatus and other electrical materials and work
and the construction, connection, installation, arrangement,
location, protection, alteration, repair, use and operation
hereof within the city shall be furnished, constructed, con-
nected, installed, arranged, protected, altered and repaired
and shall be used, operated and protected so as to hold to a
minimum all fire, safety, use and operational hazards; and,
the quality of all materials used, the methods of connecting
or assembling such materials, the location, connection and
protection thereof shall be in accordance with nationally
recognized standards of quality and with generally recognized
and well established methods of construction, design, loca-
tion, control and protection such as compliance with all of
the provisions of:

(1) The 1987 edition of the National Electrical Code.
(2) The Standards of Underwriters' Laboratories, Inc.,
as approved by the American Standards Association; or other
approved recognized testing laboratory.
(3) The Electrical Safety Orders, issued by the Divi-
sion of Occupational Safety and Health of the State of
California, Subchapter 5 of Title 8, and
(4) The statutes of the State of California, current at
the time of the furnishing of the materials, the making of
the installations, connections and other matters affected
hereby and which are reasonably applicable thereto, shall be
and is hereby declared to be prima facie evidence of com-
pliance with the requirements of the Electrical Code as to
the feature involved.
In the event of conflict between any of the afore-
mentioned standards or regulations, the most stringent
standard or regulation, as determined by the Building
Official, shall prevail.
The Building Official is hereby charged with the duty of
obtaining and filing with the City Clerk currently as same is
issued, one copy of each of the standards, rules and regu-
lations hereinabove designated in subsections (1) and (2),
which copy so on file shall be open to public inspection. In
case of conflict between the provisions of this chapter and
the provisions of the National Electrical Code, designated in
subsection (1), the provisions of this chapter shall
control.
105.2 APPLICABILITY OF CHAPTER- EXCEPTIONS. The pro-
visions of this chapter shall apply to the construction,
connection, installation, arrangement, location, alteration,
moving, protection, repair and use of any electrical wiring,
apparatus, equipment or installation on any premises within
the city, except that of the federal government, that of the
state, work located on property owned and occupied by a
public school district, public utilities as specified in
Section 105.3 of this article, or work located primarily in a
public way.
105.3 EXEMPTION PUBLIC UTILITIES. The provisions of
this chapter shall not apply to any electrical work installed
under the exclusive control of electrical utility corpora-
tion, telegraph corporation, or railroad corporation on or
with any electrical equipment owned or controlled and
operated or used by, and for the exclusive benefit of the
corporation in the conduct of its business as a public
utility, or to any other work which the corporation may be
entitled by law to perform without payment of any local tax;
but, all provisions of this chapter shall apply insofar as
they may, consistently with the above, be applicable to all
other electrical work performed by the corporation.
105.4 ADMINISTRATION OF PROVISIONS. The Building
Official and his duly authorized assistants or deputies shall
administer the provisions of this chapter, the ordinances of
the city relative thereto and the electrical rules and regu-
lations issued under authority of all other statutes
governing electrical installations.
105.5 PERMIT REQUIRED. (a). It shall be unlawful for
any person, firm or corporation to install, remove, alter,
repair or replace or cause to be installed, removed, altered,
repaired or replaced any electrical wiring, fixtures, or

installations as defined under Section 105.2 without first
obtaining a permit to do such work from the Department of
Building and Safety.
(b) A separate permit shall be obtained for each build-
ing or structure.
(c) Work done under a permit shall be performed by
persons in the employ of the permittee only.
105.6 TO WHOM PERMITS MAY BE ISSUED. (a) No permit
shall be issued to any person, firm or corporation to cause
to be done any electrical work regulated by this code, except
to a person acting in conformance with the State Contractor's
License Law.
(b) Homeowners - The Building Official may issue to an
individual a special owner's permit (a qualifying examination
shall be required) authorizing such individual to install
electrical wiring or equipment in or on a building or
premises used exclusively for a single family residence of
which such individual is the legal owner, and in which such
residence he resides; provided however, no electrical work
authorized under special owner's permit shall be done nor
shall the owner holding any such permit allow any such work
to be done except by himself or a member of his household.
If this or any other provision of this section shall be
violated by the holder of such special owner's permit, such
permit shall be subject to immediate cancellation and the
holder of such permit shall be liable to the penalty provided
for violations of this code.
(c) General Contractor - Bl State and City Licensed
General Building Contractors shall not be required to hold a
separate City Electrical License when performing electrical
work pursuant to Section 7057 of the State Contractor's
License Law; (B & P. Code, DIV 3, Chapter 9).
105.7 ELECTRICAL PERMIT APPLICATION. Applications for
electrical permits, describing the work to be done, shall be
made in writing. Where a license is required by an ordi-
nance of the city, a permit shall not be issued unless the
applicant has such a license.
Applications shall give the location where the work is
to be done, either by street and house number, by lot, block,
and tract or similar description that will readily identify
and definitely locate the proposed work. In the instance of
large facilities, Bldg. No., coordinates, room or area
identification shall be provided. Each such application
shall be accompanied by drawings or blueprints as required by
the Chief Electrical Inspector.
Certified Plans and Specifications: Professional qual-
ity plans and specifications shall be prepared by and bear
the signature, registration number and seal of a California
Registered Electrical Engineer for:
(1) Theaters or motion picture theaters.
(2) Assembly rooms or similar places having a single or
combined capacity of 100 or more persons.
(3) Hospitals or other surgical facilities falling
within the scope of Article 517, National Electrical Code.

(4) A new building, or an addition, the computed area
of which exceeds 10,000 square feet, unless the total service
load does not exceed 42 K.V.A.
(5) High voltage installations (National Electrical
Code Article 710).
(6) Hazardous locations.
(7) Service or feeder disconnecting means exceeds 600
amperes or the connected load exceeds 400 amperes.
(8) All life safety and signaling as set forth in the
National Electrical Code Articles 640, 645, 685, 725, 760 and
800. Code changes in these articles by State mandate will be
automatic.
Plans and specifications shall be required by the Chief
Electrical Inspector for the following type projects which
may be prepared by a State and City licensed electrical
contractor for projects under his direct control:
(a) Any type of wiring not covered under certified plans
and specifications (1) thru (8), above.
105.8 ELECTRICAL PERMIT - EXPIRATION. Every permit
issued by the Building Official under the provisions of this
chapter shall expire by limitation and become null and void
if the building or work authorized by such permit is not
commenced within one hundred eighty days from the date of
issuance of such permit; or, if the work authorized by such
permit be suspended or abandoned at any time after the work
is commenced for a period of one hundred eighty days. Before
such work can be recommenced a new permit shall be first
obtained to do so.
105.9 APPLICATION FOR ANNUAL MAINTENANCE PERMIT. Any
firm regularly employing maintenance electricians who have
obtained a Certificate of Qualification may make application
for, and upon payment of the required fee, shall obtain an
Annual Maintenance Permit. Annual permits are issued on a
calendar year basis. All work performed under an Annual
Maintenance Permit must be done by maintenance electricians
passing a current Certificate of Qualification issued by the
Building Official as a result of satisfactory testing
results. For maintenance testing fees see Section 105.19.
105.10 APPLICATION FOR ANNUAL COMPREHENSIVE PERMIT.
(a) Any firm regularly employing Certified Electricians
may apply for an Annual Comprehensive Permit for the purpose
of installation, alterations or repairs of electrical systems
or equipment on its own premises. Applications for Annual
Comprehensive Electrical permits shall be made by completing
city forms provided for such purpose.
(b) Each application shall recite all conditions under
which the permit is granted and shall carry the name of each
person who is a Certified Electrician. Annual permits are
issued on a calendar year basis.
(c) All work performed under an Annual Comprehensive
Permit must be done by Certified Electricians with possession
of a current State Electrical Contractors license (C10).
(d) For the intent and purpose of this section, it
shall be understood that Certified Electricians are regular
employees of the holder of the annual comprehensive permit.
State licensed contractors, not on the regular payroll as
employees, shall utilize the normal permit process.

105.11 AUTHORITY GRANTED BY ANNUAL MAINTENANCE AND
COMPREHENSIVE PERMITS - REPORT -FEE. Holders of Annual Main-
tenance and Annual Comprehensive permits are entitled to
perform all electrical maintenance or electrical work,
respectively, on the premises, located at one address only as
described in the permit and shall not be transferable. Such
permits are limited to the M -1, M -2, or C -3 zones only. Each
holder of such permit shall submit a report on forms fur-
nished by the Building Official every three months covering
all work performed under the permit and at that time shall
pay a permit fee for work performed during the period
reported. All work shall be installed and done in accordance
with the provisions of this chapter, and the work shall be
inspected by the Chief Electrical Inspector or his authorized
deputies. Quarterly reports shall be submitted on or before
the last day of January, April, July and October of each
calendar year.
The Building Official reserves the right to revoke in
writing the permits held by such permittee under this
section, in the event any such permittee shall refuse or fail
to:
(1) Observe, abide by and conform to the conditions,
regulations and provisions, set forth in this section; or
(2) Cooperate with the Chief Electrical Inspector or
his authorized deputies in matters covered by this chapter.
Upon revocation of any such permit, all rights granted
by such permit shall immediately cease and terminate, and
such permittee, and the subject premises referred to therein,
shall thereupon be immediately subject to the provisions of
this chapter, as fully and for all intents and purposes as
though the permit under this chapter, had never been issued.
In order to reinstate such permit, a new permit fee
shall be paid and any and all certified maintenance elec-
tricians or certified electricians shall be subject to
recertification and repayment of certification fee, at the
discretion of the Building Official.
105.12 AUTHORIZED ELECTRICAL DEPUTY INSPECTORS
PROGRAM. Persons or firms may engage in the Authorized
Electrical Deputy Inspector Program subject to the rules,
regulations and limitations set forth in this section.
(a) Application shall be made annually on forms fur-
nished by the Building Official and shall be accompanied by a
fee of $400.00 for each Authorized Deputy Electrical Inspec-
tor. Authorization is issued on an annual basis with no
proration.
(b) Minimum qualification for an Authorized Deputy
Electrical Inspector shall be certification by the Inter-
national Conference of Building Officials or IAEI, or other
approved certifying agency, and approval of the candidate's
work history by the Building Official.
(c) Deputy Electrical Inspectors may make certain
inspections of electrical work as required by this chapter
and as directed by the Building Official or the Chief Elec-
trical Inspector. The scope of inspections, and record
keeping may be expanded, reduced, or terminated at the
discretion of the Building Official.
(d) The application shall clearly define the specific
address or addresses of buildings where each proposed Deputy
Electrical Inspector may be permitted to perform inspections
during any or all of the working hours that are required by
the Building Official.

(e) No person may perform the duties of an Authorized
Deputy Electrical Inspector without a valid authorization
issued by the Building Official.
(f) Inspections performed by an Authorized Deputy
Electrical Inspector shall have the same validity as an in-
spection performed by a regular electrical inspector employed
directly by the City of E1 Segundo.
(g) Nothing in this section shall be interpreted to
permit any Deputy Electrical Inspector to perform any func-
tion that requires registration as a professional engineer.
(h) In certain limited cases, as determined by the
Building Official or the Chief Electrical Inspector, an
Authorized Deputy Electrical Inspector may be permitted to
check proposed electrical plans for conformance to applicable
codes, issue electrical permits and submit all such permits
and fees to the Department of Building and Safety on a
quarterly basis.
(i) The Deputy Electrical Inspector shall be under the
direct control of the Building Official and the Chief Elec-
trical Inspector insofar as inspection, plan checking,
issuing permits or keeping records may concern code enforce-
ment, and the Buildiing Official's decisions shall be final.
105.13 INSPECTION OF WIRING- CERTIFICATE. Upon the
completion of the electrical wiring in or on any building or
structure of any nature, or tent or premises, except as
otherwise exempted in this chapter, the person installing the
same shall notify the Chief Electrical Inspector or his
authorized deputies, who shall inspect the installation, and
if it is found by him to be fully in compliance with the
provisions of this chapter, he shall issue a certificate of
inspection or approval tag authorizing connection to the
electrical service and /or the energizing of the installa-
tion.
105.14 COVERING WORK PRIOR TO INSPECTION. It is unlaw-
ful for any person to lath over, seal, cover or conceal any
electrical wiring or other electrical equipment for the
installation of which a permit is provided in this chapter,
until the electric wiring or other electrical equipment has
been inspected and approved by the Chief Electrical Inspec-
tor. The Chief Electrical Inspector or his authorized
deputies shall require the removal of any obstruction which
prevents proper inspection of any electrical equipment. Cost
of such removal shall not be borne by the city.
105.15 CORRECTION OF DEFECTS. All defects shall be
corrected within ten days after inspection and notification
or within such other reasonable time as is permitted by the
Chief Electrical Inspector.
105.16 CONNECTION WITH ELECTRICAL SUPPLY. It is
unlawful to energize or cause or permit to be energized any
electrical wiring coming under the provisions of this chap-
ter, until such electrical wiring has been inspected and
approved by the Chief Electrical Inspector; EXCEPTION: The
Chief Electrical Inspector may give written temporary per-
mission to allow electric current to or the use of electric
current through any electrical wiring for a length of time
not exceeding thirty days, if it appears to the Chief Elec-
trical inspector and he determines that the electrical wiring
may be used safely for such purpose and there exists an
urgent necessity for such use. Such use must be covered by a
separate "Temporary Service for Testing" permit (see Section
105 -19 Fees).

105.17 INSPECTION OF ELECTRICAL WIRING -RIGHT OF ENTRY.
(a) Emergency Investigation: The Chief Electrical
Inspector, or his duly authorized deputies, shall have the
authority to enter any building or premises for the purpose
of investigating the existence of suspected or reported
damage or defects which constitute an immediate danger to
human life or an immediate hazard to public safety or
health.
(b) Except in emergency situations as defined in sub-
section (a) above, the Chief Electrical Inspector, or his
authorized deputies, shall not enter any building or premises
without the consent of the owner or occupant thereof, unless
he possesses a search warrant authorizing entry and search of
the premises.
(c) No person shall hinder or prevent the Chief Elec-
trical Inspector or his authorized deputies, while in the
performance of his duties, from entering upon and into any
and all premises under his jurisdiction, at all reasonable
hours, for the purpose of inspecting the electrical system to
determine whether or not the provisions of this code and all
other applicable laws or ordinances pertaining to the
protection of persons or property are observed therein.
105.18 INSPECTION OF EXISTING INSTALLATIONS. The Chief
Electrical Inspector or his authorized deputy is hereby
authorized and empowered to make at such times and as often
as in his discretion it may seem necessary, a thorough rein -
spection of the installation in or on any building, structure
or premises of all electrical wiring, electrical devices and
electrical material now installed or that may hereafter be
installed within the incorporated territory of the city and
when the installation of any such wiring, device or material
is found to be in a dangerous or unsafe condition, the
person, firm or governmental agency owning, using or opera-
ting the same shall be notified, in writing, and shall make
the necessary repairs or changes required to place the
wiring, device or material in a safe condition and shall have
the work completed within a period of ten days after the
notice, or within the other reasonable period specified by
the Chief Electrical Inspector in the notice and shall obtain
all required permits and pay such fees as are required by the
provisions of this chapter.
The Chief Electrical Inspector is hereby empowered to
disconnect or to order the discontinuance of electrical ser-
vice to wiring, devices or materials found to be defective
until the installation of such wiring, device or material has
been made safe, and any person, political subdivision or
governmental agency ordered to discontinue the electrical
service shall do so within twenty -four hours after the
receipt of the notice and shall not reconnect the service or
allow the same to be reconnected until notified to do so by
the Chief Electrical Inspector.
No inspection of existing electrical systems shall be
made in any dwelling house while the same is occupied as a
dwelling house, without the consent of the occupant thereof,
unless the inspector possesses a search warrant authorizing
entry and search of the premises. It is unlawful for any
person to hinder or prevent, or to cause or permit to be
hindered or prevented, the Chief Electrical Inspector or his
duly authorized deputies from making any electrical
inspection provided for in this chapter.
105.19 FEES. To obtain an electrical permit the
applicant shall, at the time of filing an application
therefor, pay to the City of E1 Segundo a fee as required in
this section.

Special Equipment Examination Inspection:
(a) The Chief Electrical Inspector or his designee
shall inspect special equipment, which is exempt from
approval as set forth in Section 16.08.030 (i Excep-
tion 2), upon application therefor by the owner or
lessee of the equipment.

(b) The fee for special equipment examination shall
be charged at the rate of $200.00 per hour, 1 hour
minimum for each examiner. A $400.00 deposit shall be
required upon application. The fee required by this
subsection shall be in addition to the fees required
elsewhere in this code.
Other:
For any electrical installation for which an electri-
cal permit is required, but for which no fee is
provided in this section, the electrical permit fee
shall be based on a rate of sixty dollars per hour or
portion thereof.
Double Fees:
When work for which a permit is required by this code
is started prior to obtaining such permit, the fees
shall be doubled, but the payment of such double fee
shall not relieve any person from fully complying with
the requirements of this code in the execution of the
work nor from any other penalties prescribed for
violations of the provisions of this code. (See
Section 105.21.)

Plan Retention Fees:
Before issuing an electrical permit, the City shall
collect a fee for retaining electrical plans and the
related documents which the Building Official deter-
mines shall be kept as permanent records by the City.
The amount of the plan retention fee shall be:
Each sheet larger than 8 -1/2 in. x 11 in.... $ 1.00
Each sheet 8 -1/2 in. x 11 in. or smaller.... .50
In no case shall the charge be less than.... 1.00
Plan Check Fees:
Projects listed under Section 105.7 of this article
shall be charged a plan check fee equivalent to 65% of
the permit total, but in no case less than $20.00.
When plans and specifications are submitted for plan
check, the submittor will be notified by this de-
partment if there are code corrections or if the plans
are ready to issue. This department will notify the
submittor by phone and mail. If the plans which are
ready to issue after notification are not issued
within 180 days, the plans and specifications will be
destroyed and a new plan check will be required with
new fees.
105.20 FEES - REFUNDS. In the event any person shall
have obtained an electrical permit for which no portion of
the work or construction covered by such permit shall have
been commenced, and such permit is surrendered, or in the
further event there has been a surrender of said permit
because of the abandonment of the contemplated project with
no portion of the work or construction covered by the permit
under the provisions of this code having been commenced, the
person to whom such permit has been issued may deliver such
permit to the Chief Electrical Inspector with a written
request that such permit be cancelled. The Chief Electrical
Inspector shall thereupon stamp or write on the face of such
permit the words "Cancelled at the request of the permittee,"
or "Expired by time limitation." Thereupon such permit shall
be null and void and of no effect. Upon presentation to the
Chief Electrical Inspector of a written request for refund,
the permittee shall be entitled to a refund of eighty percent
of the electrical permit fee actually paid. When such refund
is granted, any subsequent reapplication for the same project
will require the payment of a full plan checking and electri-
cal permit fee.

The Chief Electrical Inspector, upon verifying that no
work involving city inspections has been done, shall approve
such claim to be paid as provided by law for the payment of
claims against the city.
Eighty percent of the plan check fee may be refunded
only if such plans have not been checked.
Expiration. Every permit issued by the Building Offi-
cial under the provisions of this code shall expire by
limitation and become null and void if the building or work
authorized by such permit is not commenced within 180 days
from the date of such permit, or if the building or work
authorized by such permit is suspended or abandoned at any
time after the work is commenced for a period of 180 days.
Before such work can be recommenced, a new permit shall be
first obtained so to do, and the fee therefor shall be one -
half the amount required for a new permit for such work,
provided no changes have been made or will be made in the
original plans and specifications for such work; and provided
further that such suspension or abandonment has not exceeded
one year.
Any permittee holding an unexpired permit may apply for
an extension of the time within which he may commence work
under that permit when he is unable to commence work within
the time required by this section for good and satisfactory
reasons. The Building Official may extend that time for
action by the permittee for a period not exceeding 180 days
upon written request by the permittee showing that circum-
stances beyond the control of the permittee have prevented
action from being taken. No permit shall be extended more
than once. In order to renew action on a permit after
expiration, the permittee shall pay a new full permit fee.
105.21 WORK COMMENCED WITHOUT PERMIT. When work for
which a permit is required by this code is started or pro-
ceeded with prior to obtaining such permit, the fees shall be
doubled, but the payment of such double fee shall not relieve
any person from fully complying with the requirements of this
code in the execution of the work nor from any other penal-
ties prescribed for violations of the provisions of this
code; provided, however, this provision shall not apply to
emergency work when it shall be proven to the satisfaction of
the Chief Electrical Inspector that the work was urgently
necessary and that it was not practical to obtain a permit.
Whenever any work for which a permit is required under
the provisions of this code has been commenced and /or com-
pleted without the authorization of such permit, the Chief
Electrical Inspector may deem it necessary to require a
special investigation prior to issuance of a permit; there-
fore, the applicant shall pay an investigation fee as
outlined in Section 105.19 of this article. The payment of
the investigation fee shall not exempt any person from
payment of the permit fee and compliance with the provisions
of this code nor from any other penalty prescribed.
105.22 REINSPECTION - FEES. A reinspection fee may be
assessed for each inspection or reinspection when such por-
tion of work for which inspection is called is not complete,
or when corrections called for are not made.
This Section is not to be interpreted as requiring
reinspection fees the first time a job is rejected for fail-
ing to comply with the requirements of this code, but as
controlling the practice of calling for inspections before
the job is ready for such inspection or reinspection.

Reinspection fees may be assessed when the permit card
is not properly posted on the work site or for failure to
provide access on the date for which inspection is requested.
To obtain a reinspection, the applicant shall file an
application therefor in writing upon a form furnished for
that purpose and pay the reinspection fee in accordance with
Section 105.19 of this article.
In instances where reinspection fees have been assessed,
no additional inspection of the work will be performed until
the required fees have been paid.
105.23 VIOLATION - PENALTY. Any person violating any
of the provisions or failing to comply with any of the man-
datory requirements of the ordinances of El Segundo shall be
guilty of a misdemeanor. Any person convicted of a misde-
meanor under the ordinances of E1 Segundo shall be punished
by a fine of not more than one thousand dollars, or by
imprisonment not to exceed six months, or by both such fine
and imprisonment. Each such person shall be guilty of a
separate offense for each and every day during any portion of
which any violation of any provision of the ordinances of E1
Segundo is committed, continued or permitted by any such
person, and he shall be punished accordingly.
16.08.060 SECTION 110 -16 AMENDED - WORKING SPACE ABOUT
ELECTRIC EQUIPMENT. Subsection (c) of Section 110 -16 is
amended to read as follows:
(c) Access and Entrance to Working Space. At least one
entrance of sufficient area shall be provided to give access
to the working space about electric equipment. Permanent
ladders or stairways shall be provided to give safe ready
access to the working space about electrical equipment
installed on platforms, balconies, mezzanine floors, roofs,
attics, roof machinery rooms or spaces. For switchboards and
control panels rated 1200 amperes or more and over 6 feet
wide, there shall be one entrance not less than 24 inches
wide and 6 -1/2 feet high at each end.
16.08.070 SECTION 200 -7 AMENDED - USE OF WHITE OR
NATURAL GRAY COLOR. The first paragraph of Section 200 -7 is
amended to read as follows, and all existing Exceptions shall
apply thereto:
A continuous white, or white with a stripe, covering on
a conductor or a termination marking of white shall be used
only for the grounded conductor on 120 volt systems; and
adding a paragraph thereto to read as follows:
A continuous natural gray, or natural gray with a
stripe, conductor, or a termination marking of natural gray
color, shall be used only for the grounded conductor on 277
volt systems.
16.08.080 SECTION 210 -1 AMENDED. Section 210 -1 is
amended to read as follows:
210 -1. Scope. The provisions of this article apply to
branch circuits supplying lighting or appliance loads or
combination of both. Where motors or motor - operated appli-
ances are connected to any branch circuit that also supplies
lighting or other appliance loads, the provisions of both
this Article and Article 430 shall apply. Article 430
applies where a branch circuit supplies motor loads only.
All appliances shall be supplied by branch circuits of
adequate capacity to supply their load and shall comply with
the following:

(a) Cooking Appliances. Individual branch circuits
shall be provided for each electric cooking appliance other
than that of the small portable type as follows:
(1) Freestanding Electric Range Outlet. Each outlet
for an electric range shall be supplied by a branch circuit
of not less than fifty amperes in rating.
(2) Electric Range. Each electric cooking appliance
consisting of an electrically heated oven or ovens and not
less than three other independently controlled heating ele-
ments shall be supplied by a branch circuit of not less than
fifty amperes in rating.
(3) Counter - mounted electric cooking unit. Each elec-
tric cooking appliance consisting only of three or more
separately controlled heating elements shall be supplied by a
branch circuit not less than thirty amperes in rating.
(4) Wall- mounted electric oven. Each electric cooking
appliance consisting only of an oven or ovens shall be sup-
plied by a branch circuit of not less than twenty amperes
in rating.
(b) Electric Clothes Dryer. Each electric clothes
dryer shall be supplied by an individual branch circuit of
not less than thirty amperes in rating.
(c) Each receptacle outlet installed for a washing
machine shall be supplied by an individual branch circuit of
not less than twenty amperes in rating.
(d) Individual Motor and Appliance Circuits. An indi-
vidual branch circuit of adequate capacity to supply the load
shall be provided for the following:
(1) Each portable appliance exceeding one -third horse-
power or 500 watts rating.
(2) Each gas clothes dryer, dishwasher and compactor.
(3) Each fixed motor - operated appliance exceeding one -
third horsepower or 7.2 amperes in rating and all other fixed
appliances exceeding one KW in rating.
(e) Garbage Disposal Units. A switched plug outlet
shall be provided in each dwelling unit, new or remodeled,
for disposal units. Dishwasher, compactor and garbage dis-
posals shall be connected by a 20 ampere grounded cord
assembly.
(f) Bathroom Heat. In bathrooms with a tub or shower,
a space heater of not less than 500 watts on a separate
twenty ampere circuit shall be installed. Space heaters
shall not be mounted behind doors or within thirty -six inches
of a bathtub.
EXCEPTION: If a register for a duct, from a forced air
furnace is located in a bathroom, no electrical heater need
be provided.
(g) Combination Motor and Appliance Circuits. A twenty
ampere, 120 -volt branch circuit may supply a combination of
fixed motor - operated appliances not exceeding 7.2 amperes or
one -third horsepower in rating and other fixed appliances not
exceeding one KW rating.

(h) Maximum Load on Appliance Branch Circuits. Appli-
ance branch circuits, including conductors, circuit breakers
or fuse holders, switches, and the like, shall not supply a
load greater than eighty percent of the branch circuit rating
for the supply of the following:
(1) Fixed space heaters.
(2) Combination motor - operated and heating appliances,
such as electric clothes dryers, dishwashers, and the like.
(3) A combination of motor - operated and other fixed
appliances.
16.08.090 SECTION 210 -4 AMENDED. Section 210 -4 is
amended to read as follows:
210 -4. Multi -wire Branch Circuits. When identified
conductors are used in multi -wire circuits, the arrangement
shall be such that the disconnection or removal of a recep-
tacle, fixture, or other device shall not interrupt the
continuity of the identified conductors. The branch circuit
disconnecting means shall be arranged to disconnect all
ungrounded conductors simultaneously. All conductors shall
originate from the same panel.
16.08.100 SECTION 210 -19 AMENDED - CONDUCTORS - MINI-
MUM AMPACITY AND SIZE. Subsections (d) and (e) are added to
Section 210 -19 to read as follows:
(d) Mechanical Equipment. Equipment regulated by the
Uniform Mechanical Code requiring electrical connections of
more than fifty volts shall have a positive means of discon-
nect adjacent to and in sight from the equipment served. A
120 -volt receptacle shall be located within twenty -five feet
of the equipment for service and maintenance purposes. Low
voltage wiring of fifty volts or less within a structure
shall be installed in a manner to prevent physical damage.
All wiring exposed to weather shall be installed in conduit
approved for exterior use.
(e) Other requirements. When referral to electrical
requirements is made in the latest editions of the Uniform
Building Code, Uniform Housing Code, Uniform Mechanical Code,
and the Uniform Plumbing Code, all such requirements shall be
in conformity with the provisions of the National Electrical
Code, as amended.
16.08.110 SECTION 210 -23 (a) 15 AND 20 AMPERE BRANCH
CIRCUITS AMENDED. Section 210 -23 (a) is amended to read as
follows:
(a) A 20 ampere branch circuit shall be permitted to
supply lighting units or other utilization equipment; but on
separate circuits. Lighting shall be on a separate 20A
circuit.
16.08.120 SECTION 210 -25 ADDITION - RECEPTACLE OUTLETS
REQUIRED. Section 210 -25 is added as follows:
Commercial and Industrial Occupancies. Receptacle
outlets shall be installed wherever portable cords are to be
used and in accordance with the following:
In every commercial building, office building, office
area, restaurant, store or similar uses, a general use
receptacle shall be installed in walls so that no point along
a wall space, as measured horizontally along a continuous
wall surface in that space, is more than six feet from a
receptacle outlet. (Wall space includes sliding panels in

exterior perimeter walls, all other portions of fixed walls,
partitions, and other fixed room dividers where not occupied
by doors, drawers, cabinets, shelves, etc.) Where the in-
stallation of a receptacle outlet on the wall is impractical,
a receptacle outlet in the floor within one foot of the wall
shall be considered as being on the wall. Receptacle outlets
shall insofar as practicable, be spaced equal distances
apart. Receptacles six feet, six inches and above shall be
switched by a wall switch in the same room containing the
receptacle. The provisions of this section shall not apply
to a clock hanger outlet which is used solely for electric
clocks.
16.08.130 SECTION 210 -26 ADDITION - LIGHTING OUTLETS
REQUIRED. Subsections (a) and (b) of Section 210 -26 are
added to read as follows:
(a) Lighting Branch Circuits. Lighting branch cir-
cuits supplying outlets for fixed lighting shall not supply
receptacle outlets, motors, or appliances. Lighting branch
circuits shall be twenty amperes in rating and the number of
outlets on a twenty ampere 120 -volt lighting branch circuit
shall not exceed sixteen.
Every livable room shall be provided with at least one
lighting outlet equipped for a lighting fixture. Closets,
hallways, laundry rooms, laundry areas, dressing rooms, and
garages shall be provided with lighting outlets and lighting
fixtures as required for livable rooms. Outlets in closets
shall be installed on the ceiling or on the wall above the
door and shall not be directly above any shelf. Pendants
shall not be installed in clothes closets. Pull chain
switched fixtures shall not be permitted.
EXCEPTION #1: Lighting outlets need not be installed in
wardrobe closets, or in closets having less than twelve
square feet of floor area. (A wardrobe closet is one not
more than thirty -six inches deep and is so designed that all
portions of the closet are accessible without entering same.)
Lighting outlets need not be installed in living rooms, bed-
rooms, or dens where one or more receptacle outlets in the
room is controlled by a wall switch adjacent to an entry or
door to the room and there are at least two branch circuits
supplying receptacle outlets in the room.
EXEMPTION #2: Outlets for ventilating fans, each not
exceeding three amperes in rating, and receptacle outlets
where installed over six feet, six inches high for the supply
of electric clocks may be supplied by lighting branch cir-
cuits. The number of fan outlets on a single lighting branch
circuit shall not exceed two.
(b) Residential Garages. One receptacle shall be pro-
vided for every two car spaces in each garage or garage area
or bay. All private garages shall have at least one wall
switched ceiling light for every twenty feet of width of
garage or fraction thereof; and the light and receptacles may
be on the same circuit, providing that circuit serves the
garage only.
Garages requiring exhaust ventilation shall be required
to use keyed switches.
16.08.140 SECTION 210 -63. Rooftop heating, air con-
ditioning, and refrigeration equipment outlets are deleted
from code.
16.08.150 SECTION 220 -4 AMENDED - BRANCH CIRCUITS
REQUIRED. Subsections (b) (1) and (2) of Section 220 -3 are
amended to read as follows:

(b) Small Appliance Branch Circuits - Dwelling
Occupancies.
(1) In addition to the number of branch circuits de-
termined in accordance with section 220 -3 (a), two or more
20- ampere small appliance branch circuits shall be provided
for all receptacle outlets specified by Section 210 -52 (b)
for the small appliance loads, including refrigeration
equipment, in the kitchen, pantry, breakfast room, dining
room, and family room or den of dwelling occupancies. Such
circuits, whether two or more are used, shall have no other
outlets. A branch circuit supplying only convenience
receptacle outlets shall not supply more than twelve such
outlets.
EXCEPTION: A receptacle installed solely for the elec-
trical supply to and support of an electric clock in any of
the rooms specified above may be supplied either by a small
appliance branch circuit or by a general purpose branch
circuit or by a lighting circuit.
(2) Receptacle outlets installed in the kitchen shall
be supplied by not less than two work area branch circuits,
either or both of which shall also be permitted to supply
receptacle outlets in the other rooms specified in (1) above.
A branch circuit supplying work area receptacle outlets shall
not supply more than eight such outlets.
16.08.160 SECTION 225 -22 AMENDED. Section 225 -22 is
amended to read as follows:
225.22 Raceways on Exterior Surfaces of Buildings.
Raceways on exterior surfaces of buildings shall be made rain
tight and suitably drained. All electrical wiring and
equipment installed outdoors shall be of a type approved for
outdoor installation or shall be installed in weatherproof
enclosures. All outdoor receptacle outlets shall be in-
stalled in approved raceway systems and shall be protected
by an approved ground fault circuit interrupter.
16.08.170 SECTION 230 -2 AMENDED. Section 230 -2 is
amended to read as follows:
230 -2 Number of Services (Drops). No building or group
of buildings on any one premise or lot shall be supplied
through more than one service drop per class of service
except for purposes as approved and authorized by the
Building Official.
16.08.180 SECTION 230 -40 NUMBER OF SERVICE ENTRANCE
CONDUCTOR SETS AND EXCEPTIONS are deleted from code.
16.08.190 SECTION 230 -41 AMENDED. Section 230 -41 is
amended to read as follows:
230 -41 Service and Feeder Capacity; Overhead and
Underground Systems.
(a) General Provisions. All new electrical services
shall be installed in an approved 2" minimum size underground
raceway. Conductors entering or on the exterior of buildings
or structures shall be insulated.
EXCEPTION: Existing single family dwellings. When
supplied from a 120 -240 volt single phase source, a service
of 100 ampere minimum capacity shall be required for each new
building to supply general lighting, or a combination of
lighting and other loads, except as provided in subsections
(b) thru (d) of this section. An overhead service shall

include a minimum of one and one - quarter inch rigid galvanized
steel conduit, insulated conductors having a current - carrying
capacity of 100 amperes, meter fittings and grounding and
switching equipment of 100 ampere capacity and feeders and
associated panels of 100 ampere capacity. Ampacity shall be
determined from Tables 310 -16 through 310 -19 and all
applicable notes to these Tables.
(b) Apartment Houses. For buildings of multiple family
occupancy having more than two dwelling units, the minimum
rating of the feeder for each dwelling unit shall be not less
than the computed demand load and not less than sixty amperes
three wire in a one inch conduit, or fifty amperes four wire
in a one inch conduit.
(c) Condominiums or Townhouses. The minimum rating of
feeders for each dwelling unit shall be not less than the
computed demand load and not less than one hundred amperes in
a one and one - quarter inch conduit.
(d) Nonresidential Occupancies. Service and feeder
conductors shall have a minimum capacity of not less than the
computed demand load and the following:
(1) Service conductors shall have a minimum capacity of
one hundred amperes.
(2) Feeder conductors shall have a minimum ampacity as
follows:
(i) One hundred amperes where supplying the entire load
of the service conductors; and
(ii) Thirty amperes where supplying no more than two
general lighting or receptacle outlet branch circuits.
(e) The grounded (neutral) conductor shall not be less
than the minimum size as required by Section 250 -23 (b).
(1) Where a service or feeder supplies electric cooking
ranges, or groups of 120 -240 or 120 -208 volt fixed cooking
appliances, in residential occupancies, the maximum unbalance
of that portion of load may be considered at seventy percent
of such load.
(2) Neutral conductors for 4 -wire systems shall have a
rated ampacity of not less than that required to carry the
maximum unbalance of load, but in no case less than seventy
percent of the ampacity of the overcurrent device protecting
the ungrounded conductors where rated less than 200 amperes,
nor fifty percent of the ampacity of the overcurrent device
protecting the ungrounded conductors where rated 200 amperes
or more.
16.08.200 SECTION 230 -43 AMENDED. Section 230 -43 is
amended to read as follows:
230 -43 Wiring Method 600 Volt Nominal or Less. Over-
head service entrance conductors shall be installed in rigid
metal raceways or other approved rigid metal systems. The
maximum length of overhead service raceway shall be thirty -
five feet measured from the point of entry in the building to
the service agency's metering equipment. Underground ser-
vices shall be installed with rigid non - metallic conduit, or
P.V.C. coated rigid steel conduit. Every service and all
service equipment shall comply with the provisions of this
amendment and the National Electrical Code.

No conductor, other than a service conductor and the
required grounding conductor, shall be installed in any
service wiring enclosure unless effective separation, satis-
factory to the Chief Electrical Inspector, is maintained
between such conductors and the service conductors. No
service conductor, including branches or taps, shall be
smaller than No. 6 copper.
16.08.210 SECTION 230 -71 AMENDED. Section 230 -71 is
amended to read as follows:
230 -71 Maximum number of disconnects. A single fusible
switch or automatic circuit breaker shall be provided to
disconnect all undergrounded conductors supplying each sepa-
rately metered occupancy. Meters and metering equipment
shall be installed as required by the serving agency. In
multiple occupancy buildings, all meters and main disconnects
shall be grouped in one location. Where more than six dis-
connect switches are installed, there shall be provided a
fusible main switch or circuit breaker ahead of all
disconnects.
16.08.220 SECTION 240 -24 ADDITION - LOCATION IN OR ON
PREMISES. Subsection (e) is added to Section 240 -24 to read
as follows:
(e) Location of Branch Circuit Protective Devices.
Branch circuit protective devices shall be installed in and
for each occupancy or in a location which is accessible to
occupants at all times. Nothing contained in this code shall
be deemed or construed to permit the installation of any
electrical device, outlet, or circuit in any occupancy, the
control of or the protection of which is not accessible to
the occupant at all times. No branch circuit protective
device shall be installed in any toilet room, bathroom,
restroom lounge or closet. No part of any circuit shall
supply electrical energy to more than one occupancy.
16.08.230 SECTION 250 -81 SUBSECTIONS (a), (b) AND (c)
AMENDED. The last paragraph of Section 250 -81 (a) is deleted
and a new last paragraph is added to read as follows:
Other Available Electrodes. Where a water system as
described in Section 250 -81 is available, the grounding
connections shall be made to the water system and all of the
electrodes as specified in subsections (b) and (c).
Section 250 -81 Subsections (b) and (c) are amended to
read as follows:
(b) Metal Frame of the Building. If available, the
metal frame of the building. The building's four corner
steel columns shall be grounded to its foundation reinforcing
steel by fusion welding. Where piles or caissons are used,
grounding shall be accomplished by fusion welding the
grounding conductor to a vertical reinforcing bar which
reaches to the bottom of the pile or caisson. This shall be
done to not less than three piles or caissons and all these
shall be electrically grounded together.
(c) Concrete - Encased Electrode. There shall be pro-
vided an electrode of the specified materials as outlined in
Table "A" hereof and installed along and within 3 inches of
the bottom of a concrete foundation footing which is in
direct contact with the earth, with one end terminating not
less than one foot above the foundation sill plate line or
finished concrete floor level directly under or in the main
electrical service panel. Refer to Table "A ", Concrete
Encased Electrode, UFER Grounding Table for conductor size.

practicable or possible, consult the Chief Electrical In-
spector for other means of grounding.

16.08.240 SECTION 250 -94 AMENDED. The first paragraph
of Section 250 -94 is amended and all exceptions thereto
deleted, to read as follows:
250 -94. Size of alternating- current grounding electrode
conductor. The size of the copper grounding electrode con-
ductor of a grounded or ungrounded A.C. system shall be not
less than given in Table 250 -94.
16.08.250 SECTION 250 -94 TABLE AMENDED. Table 250 -94
is amended by deleting the entire column relating to size of
grounding electrode conductor *Aluminum or Copper -clad
Aluminum.
16.08.260 SECTION 250 -95 AMENDED. The first paragraph
of Section 250 -95 is amended to read as follows:
250 -95 Size of Equipment Grounding Conductors. The
size of copper equipment grounding conductors shall not be
less than given in Table 250 -95.
16.08.270 TABLE 250 -95 AMENDED. Table 250 -95 is
amended by deleting the entire column relating to Aluminum
or Copper -clad Aluminum Wire No. *.
16.08.280 SECTION 300 -1 ADDITIONS - SCOPE. Subsection
(c) is added to Section 300 -1 to read as follows:
(c) All wiring installed in or on buildings or struc-
tures shall be in a metal protected wiring system of either
rigid metal conduit, electrical metallic tubing, intermediate
metal conduit or flexible metal conduit; wire ways, bus way,
copper -free aluminum conduit, F.C.C. cable, under floor metal
raceways; provided however, other equal installations may be
authorized in writing, in advance, by the Building Official.
EXCEPTION: Type V N wood framed residential occupancies
with no mixed occupancies.
16.08.290 SECTION 300 -5 AMENDED - UNDERGROUND INSTALLA-
TIONS. Subsection (a) is amended to read as follows:
(a) Minimum Cover Requirements. Direct buried conduit
or other raceways or duct approved for the purpose shall be
installed to meet the minimum cover requirements of Table
300 -5. Underground systems utilizing voltages 480 volts or

above shall be totally encased in not less than three inches
of red concrete. Red may be omitted from the concrete for
public utilities underground systems for their primary
conduits to the transformer.
16.08.300 TABLE 310 -16 THROUGH TABLE 310 -31 OF ARTICLE
310 AMENDED. Table 310 -16 through Table 310 -31 of Article
310 is amended by deleting under the table columns "Aluminum
or Copper Clad Aluminum" the wire sizes 18, 16, 14, 12, 10, 8
and 6.
16.08.310 TABLE 310 -17 OF ARTICLE 310 DELETED. Entire
Table 310 -17 is deleted.
EXCEPTION: By special written approval of the Director
of Building Safety.
16.08.320 TABLE 310 -19 OF ARTICLE 310 DELETED. Entire
Table 310 -19 is deleted.

16.08.330 SECTION 345 -3 (b) CORROSION PROTECTION
AMENDED. Section 345 -3(b) is amended to read as follows:
(b) Corrosion protection. Intermediate metal conduit,
elbows, couplings and fittings shall be permitted to be in-
stalled in earth or in concrete in contact with earth, or in
areas subject to severe corrosive influence when protected by
P.V.C. or other approved corrosion protection.
16.08.340 SECTION 346 -1 (c) CORROSION PROTECTION
AMENDED. Section 346 -1 (c) is amended to read as follows:
(c) Corrosion protection. Ferrous metal conduit,
elbows, couplings, and fittings shall be permitted to be
installed in earth, or in concrete in contact with earth, or
in areas subject to severe corrosive influence when protected
by P.V.C. or other approved corrosion protection. Aluminum
conduit shall not be installed within six inches of grade, or
in concrete.
16.08.350 SECTION 348 -1 (3) USE - AMENDED. Section
348 -1 (3) USE is amended to read as follows:
(3) Electrical metallic tubing shall not be installed
underground nor in any concrete in contact with earth. Where
practicable, dissimilar metals in contact anywhere in the
system shall be avoided to eliminate the possibility of gal-
vanic action.
16.08.360 SECTION 350 -2 (7) USE - ADDED. Section
350 -2 (7) USE is added to read as follows:
(7) As an exposed surface raceway system, except in
lengths not to exceed three feet where flexibility is re-
quired.
16.08.370 SECTION 370 -7(e) ADDED - CONDUCTORS ENTERING
BOXES OR FITTINGS. Subsection (e) is added to Section 370 -7
to read as follows:
(e) Box Width. Every box for a flush device having
raceways and cables entering the box at either or both sides
of a flush device or a combination of devices mounted on a
single strap shall be not less than four inches in width.

16.08.380 SECTION 384 -4 INSTALLATION - ADDITION. The
following paragraph shall be added to the existing section to
read as follows:
When these rooms or spaces are required by this or other
codes to have fire protection systems, the system shall not
be with water sprinklers. These rooms or spaces shall not be
used for storage of any type of material in any new or exist-
ing structure.
16.08.390 NOTES TO TABLE 400 -4 -2 - AMENDED. Section 2
of Table 400 -4 is amended to read as follows:
2. Cables constructed differently than specified herein
and listed as component parts of data processing shall be
permitted. Liquid -tight flexible conduit shall be installed
as per Article 351 as a fixed raceway.
16.08.400 SECTION 400 -7(c) ADDED - USES PERMITTED.
Subsection (c) is added to Section 400 -7 to read as follows:
(c) Flexible Cords. Flexible cords shall be limited to
six feet in length unless they are an integral part of an
approved appliance or other utilization equipment. Extension
cords are for temporary usage only.
16.08.410 SECTION 410 -22 AMENDED. Section 410 -22 is
amended to read as follows:
410 -22. Fixture Wiring - General. Wiring on or within
fixtures shall be neatly arranged and shall not be exposed to
physical damage. Excess wiring shall be avoided. Conductors
shall be so arranged that they shall not be subjected to tem-
peratures above those for which they are rated. Each outlet
for fixtures shall be controlled by a wall switch. Ceiling
pull switches or other types of pull chains shall not be
permitted. All light fixtures shall be wired in permanent
raceways, or as permitted by 16.08.280.
16.08.420 SECTION 410 -27 AMENDED. Section 410 -27 is
amended to read as follows:
410 -27. Pendant Conductors for Incandescent Filament
Lamps. Pendant lampholders with permanently attached leads,
where used in other than festoon wiring, shall be hung from
separate stranded, rubber - covered conductors which are sol-
dered directly to the circuit conductors but supported
independently thereof. Drop cords shall be used only where
they hang free in the air, shall not be used for the support
of more than one socket with its reflector equipment, and
shall not be used for the support of sockets fitted with
enclosing globes or bowls. Cord drops, as approved, which
are suspended from the ceiling with receptacles attached
thereto, shall have a strain relief chain, cable, or other
approved method to take the strain from the cord. The chain
shall be No. 10 jack or equal.
16.08.430 SECTION 410 -31 (a) ADDED - FIXTURES AS
RACEWAYS. Subsection 410 -31 (a) is added to Section 410 -31
to read as follows:
410 -31 (a) Where a multiwire branch circuit is run
through an assembly of lighting fixtures in accordance with
this Section 410 -31, the branch circuit disconnecting means
shall be arranged to disconnect all ungrounded conductors
simultaneously.
16.08.440 SECTION 410 -79 AMENDED. Section 410 -79 is
amended to read as follows:

410 -79. Switches (control).
(a) Snap switches shall comply with section 380 -14.
(b) Disconnecting Means. Fixtures or lamp installa-
tions shall be arranged to be disconnected either singly or
in groups by a suitable switch or circuit breaker. In places
of employment, the switch or circuit breaker shall be located
within sight of the fixtures or lamps (over fifty feet shall
be considered out of sight). EXCEPTION: A switch or circuit
breaker may be located elsewhere provided the branch circuit
switch or circuit breaker is provided with means for locking
in the open position.
16.08.450 SECTION 600 -2(b) AMENDED - DISCONNECT
REQUIRED. Subsection (b) of Section 600 -2 is amended to read
as follows:
(b) Control Switch Rating. Switches and similar
devices controlling transformers shall be either of a type
approved for the purpose, or have a current rating not less
than twice the current rating of the transformers. The use
of flashers is prohibited.
16.08.460 SECTION 600 -6 (b) AMENDED - BRANCH CIRCUITS.
Section 600 -6 (b) is amended to read as follows:
(b) Required Branch Circuit. A minimum of one Branch
circuit shall be provided and installed in a metal raceway
for the supply of exterior signs or outline lighting for the
ground floor of each commercial or store occupancy. The sign
circuit shall be extended to an accessible weatherproof
fitting at the exterior front wall of the occupancy, or to
any outdoor advertising structure, statuary, or post on the
premises of the occupancy involved when installed explicitly
for signs or outline lighting.
16.08.470 SECTION 645 -1 ADDITION - SCOPE. Section 645-
1 SCOPE is added to Article 645 to read as follows:
645 -1. For further standards for the protection of
Electronic Computer /Data Processing Equipment, see NFPA 75
1981.
16.08.480 SECTION 645 -6 ADDITION - DATA PROCESSING
SYSTEM. Section 645 -6 is added to Article 645 to read as
follows:
645 -6 All abandoned cables, conduits and boxes under
raised floor areas shall be removed.
16.08.490 SECTION 710 -9 AMENDED. Section 710 -9 is
amended to read as follows:
710 -9. Protection of Service Equipment, Metal- Enclosed
Power Switchgear, and Industrial Control Assemblies. Pipes
or ducts foreign to the electrical installation which require
periodic maintenance or whose malfunction would endanger the
operation of the electrical system shall not be located in
the vicinity of the service equipment, metal - enclosed power
switchgear, or industrial control assemblies. Protection
shall be provided where necessary to avoid damage from
condensation leaks and breaks in such foreign systems.
When fire protection is required it shall be a system
other than water and shall not be considered foreign to the
electrical installation. These areas shall not be used for
storage of any type of material in any new or existing
structure.

SECTION 3. VIOLATION - PENALTY. Any person violating
any of the provisions or failing to comply with any of the manda-
tory requirements of the ordinances of the City E1 Segundo shall
be guilty of a misdemeanor. Any person convicted of a mis-
demeanor under the ordinances of the City E1 Segundo shall be
punished by a fine of not more than one thousand dollars, or by
imprisonment not to exceed six months, or by both such fine and
imprisonment. Each such person shall be guilty of a separate
offense for each and every day during any portion of which any
violation of any provision of the ordinances of the City E1
Segundo is committed, continued or permitted by any such person,
and he shall be punished accordingly.
SECTION 4. The fees set forth in this ordinance are the
initial fees to be charged. Any future changes in these fees,
and the effective dates thereof, shall be fixed and established
by the City Council from time to time by resolution.
SECTION 5. All changes and modifications in the
National Electrical Code, 1987 Edition, as amended by this
ordinance, are reasonably necessary because of local conditions.
This finding is made pursuant to Section 17958.5 of the Health
and Safety Code of the State of California.
This ordinance becomes enforceable as to housing after
the State of California adoption of the 1987 National Electrical
Code.
SECTION 6. The Building Official, or his authorized
representative charged with the enforcement of this code, acting
in good faith and without malice in the discharge of his duties,
shall not thereby render himself personally liable for any damage
that may accrue to persons or property as a result of any act or
by reason of any act or omission in the discharge of his duties.
Any suit brought against the Building Official or employee
because of such act or omission performed by him in the enforce-
ment of any provision of this code shall be defended by legal
counsel provided by this jurisdiction until final termination of
such proceedings.

This code shall not be construed to relieve from or
lessen the responsibility of any person owning, operating or
controlling any building, structure or building service equipment
therein for any damages to persons or property caused by defects,
nor shall the code enforcement agency or its parent jurisdiction
be held as assuming any such liability by reason of the
inspections authorized by this code or approvals issued under
this code.
Cooperation of Other Officials and Officers. The
Building Official may request, and shall receive so far as is
required in the discharge of his duties, the assistance and
cooperation of other officials of this jurisdiction.
SECTION 7. This ordinance shall become effective at
midnight on the thirtieth day from and after the date of the
final passage and adoption thereof.
SECTION 8. The City Clerk shall certify to the passage
and adoption of this ordinance; shall cause the same to be
entered in the book of original ordinances of said city; shall
make a minute of the passage and adoption thereof in the records
of the meeting at which the same is passed and adopted; and shall
within fifteen days after the passage and adoption thereof, cause
the same to be published once in the El Segundo Herald, a weekly
newspaper of general circulation, published and circulated within
said city of E1 Segundo and which is hereby designated for that
purpose.
