AN INTERIM ORDINANCE OF THE CITY OF EL
SEGUNDO, CALIFORNIA, PROHIBITING DEVELOPMENT
IN THE RESIDENTIAL -3 (R -3) ZONE, DECLARING THE
URGENCY THEREOF; AND SETTING A PUBLIC HEARING
FOR THE PURPOSE OF CONSIDERING AN EXTENSION OF
THIS ORDINANCE.
THE CITY COUNCIL OF THE CITY OF EL SEGUNDO, CALIFORNIA, DOES
ORDAIN AS FOLLOWS:
SECTION 1. This ordinance is adopted pursuant to the terms and
conditions of Section 65858 of the Government Code.
SECTION 2. The City Council of the City of E1 Segundo hereby
directs the Planning Department and the Planning Commission to
conduct a study for the purpose of holding public hearings and
.making recommendations to the City Council relating to the adoption
of amendments to Chapter 20.24 (Residential -3 (R -3) Zone) .
SECTION 3. Pending such study and the conclusion thereof,
applications for any and all land use entitlements for dwellings and
buildings in the R -3 zone, as the same are defined in Sections
20.08.075 and 20.08.155 of the E1 Segundo Municipal Code, including,
but not limited to, building permits for the uses permitted in the
R -3 zone, shall not be accepted by the City of E1 Segundo, and no
approvals or permits for the same shall be granted by the City for
such properties unless an application for a building permit, which
includes working plans and drawings, has been filed with the City
prior to the effective date of this ordinance.
SECTION 4. The City Council of the City of E1 Segundo hereby
finds that there is a current and immediate threat to the public
health, safety, or welfare. The City Council further finds that the
approval of additional subdivisions, re- zonings, land use permits,
variances, building permits or any other applicable entitlements for
use which is required in order to comply with the current zoning
ordinance would result in a threat to the public health, safety or
welfare, for reasons stated in the staff report presented to the
City Council and incorporated herein by reference.
SECTION 5. This ordinance is hereby declared to be an urgency
measure necessary for the immediate protection of the public health,

safety and welfare and shall take effect immediately upon its
adoption by not less than a four - fifths (4/5) vote of the City
Council of the City of el Segundo. The facts constituting such
urgency are as follows:
The City Planning Commission and Planning Department
have been directed in good faith to conduct the
studies mentioned in Section 2 hereinabove. In
addition, the City Council has found in Section 4
hereinabove that the approval of any land use
entitlement during the period of the effectiveness of
the ordinance would result in an immediate threat to
the public health, safety and welfare.
SECTION 6. A public hearing shall be held before the City Council
on Tuesday, May 19, 1987, beginning at the hour of 7:00 p.m., or as
soon thereafter as may be heard, in the Council Chamber of the City
Hall for the purpose of considering an extension of this ordinance
for a period of time as authorized by law, and notice shall be given
of such hearing in the time, form and manner required by law.
SECTION 7. This ordinance shall take effect upon its adoption and
shall continue in effect forty -five (45) days after the adoption
hereof unless extended as authorized by law.
SECTION 8. The City Clerk shall certify to the passage and
adoption of this ordinance; shall cause the same to be entered in
the book of original ordinances of said city; shall make a minute of
the passage and adoption thereof in the records of the meeting at
which the same is passed and adopted; and shall within fifteen days
after the passage and adoption thereof, cause the same to be
published once in the E1 Segundo Herald, a weekly newspaper of
general circulation, published and circulated within said City of E1
Segundo and which is hereby designated for that purpose.

West, and Mayor Siadek
