AN ORDINANCE OF THE CITY COUNCIL OF THE CITY
OF EL SEGUNDO, CALIFORNIA, APPROVING PROPOSED
GENERAL PLAN AMENDMENT 86 -1, AND
ENVIRONMENTAL ASSESSMENT EA -110 AND AMENDING
TITLE 20 (THE COMPREHENSIVE ZONING ORDINANCE)
OF THE "EL SEGUNDO MUNICIPAL CODE" BY
AMENDING THE ZONING MAP REFERRED TO IN
SECTION 20.16.030 OF SAID CODE WITH RESPECT
TO PROPERTY LOCATED AT 411 AND 406 -412 WEST
GRAND AVENUE, IN THE CITY OF EL SEGUNDO (ZONE
CHANGE 86 -1).
WHEREAS, an application was received from Alan West and
A.J. Rossi; and
WHEREAS, the Planning Commission held, pursuant to law, a
duly advertised public hearing on such matter in the Council
Chamber of the City Hall, 350 Main Street, in the City of
E1 Segundo on September 25, 1986, and notice of said hearing was
given in the time, form and manner prescribed by law; and
WHEREAS, opportunity was given to all persons to present
testimony or documentary evidence for or against proposed General
Plan Amendment 86 -1, Zone Change 86 -1 and Environmental
Assessment EA -110 and testimony was received; and
WHEREAS, the Planning Commission by Resolution No. 2156
recommended denial of the application of Alan West and A.J.
Rossi; and
WHEREAS, upon the appeal of applicants the City Council
held, pursuant to law, a duly advertised public hearing on such
matter in the Council Chamber of the City Hall, 350 Main Street,
in the City of El Segundo on November 18, 1986, and notice of
said hearing was given in the time, form and manner prescribed by
law; and
WHEREAS, opportunity was given to all persons to present
testimony or documentary evidence for or against proposed General
Plan Amendment 86 -1, Zone Change 86 -1 and Environmental
Assessment EA -110 and testimony was received; and
WHEREAS, at said hearing the following facts were
established:
1. The applicants request an amendment to the City's General
Plan and rezoning of two existing parcels from General
Commercial (C -2) to Residential -3 (R -3) at 411, 406 and 412
West Grand Avenue which both front on Virginia Street;
2. The West property consists of 6,721 sq. ft. with a brake
repair shop and two residences. The Rossi property consists
of 6,231 sq. ft. with a chiropractic office and a residence;
3. The surrounding land uses to these properties are conforming
R -3 uses to the north, west and south, and C -2 properties to
the east. The residential zones are separated by a 14 -foot
alley or directly abut the subject properties. The
commercial zones are separated by Virginia Street. All
zones are in conformance with the City's General Plan;
4. The proposed change would incrementally increase the City's
existing housing stock by allowing up to 13 units to be
constructed on the properties (.20% of the City's total
housing stock);

5. The proposed change will decrease the existing C -2 zoned
properties by .30 acres (1.5% of the City's total C -2 land);
6. The properties cannot be subdivided for condominium purposes
because the parcels are not of sufficient size as required
by the proposed zone which requires a 10,000 sq. ft. minimum
lot size for condominium development; and
7. At the meeting of September 3, 1986, the Environmental
Quality Board recommended a Negative Declaration of
Environmental Impact for the proposed applications.
WHEREAS, after considering the above facts, hearing public
testimony and study of proposed General Plan 86 -1, Zone Change
86 -1 and Environmental Assessment EA -110, the City Council makes
the following findings:
1. With respect to the General Plan Amendment:
a. The proposed General Plan Amendment to designate the
properties for residential use will create more
compatibility with adjoining properties which are
planned and zoned for and developed as multiple - family
residences than the present General Commercial
designation.
b. The proposed General Plan Amendment will increase
housing opportunities within the City by allowing up to
13 additional housing units to be constructed on the
two sites.
C. The proposed change to a multi - family residential
designation will not encroach into the City's single -
family residential zones as required by the City's Land
Use and Housing Elements.
d. There exists adequate sites for neighborhood commercial
uses within one -half mile of the site in the downtown
shopping district and small business district of the
Smoky Hollow area.
2. With respect to the Zone Change:
a. No negative environmental impacts will occur with the
implementation of the General Plan amendment, rezoning
of the properties and subsequent construction of
residential units on the two properties.
b. The rezoning would implement development standards in
support of the General Plan residential designation.
3. With respect to the Negative Declaration of Environmental
Impact:
a. The City Council hereby approves and certifies that the
Negative Declaration of Environmental Impact EA -110 for
General Plan Amendment 86 -1 and Zone Change 86 -1 as
prepared and forwarded to the Planning Commission and
to the City Council has been completed in compliance
with the California Environmental Quality Act (CEQA)
and that the said Declaration has been presented to the
City Council and that the City Council has reviewed and
considered the information contained in the said
Declaration prior to approving the project. The City
Council finds that there is no evidence that the
project will have a significant effect on the
environment.

NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF EL
SEGUNDO DOES HEREBY ORDAIN:
SECTION 1. The City Council hereby grants the appeal of
applicants and approves General Plan Amendment 86 -1.
SECTION 2. The General Plan of the City of E1 Segundo is
hereby amended by reclassifying the following described real
property located within the City of E1 Segundo, County of Los
Angeles, State of California, to wit:
A. Lot 9 of Block 47, Sheet 2 E1 Segundo, as
recorded in Map Book 18, page 145, except the
Southerly 3 feet thereof, of the Office of
the County Recorder, Los Angeles, County,
State of California
B. Lot 16 of Block 19, Sheet 1 El Segundo, as
recorded in Map Book 18, Page 69 of the
Office of the County Recorder, Los Angeles
County, State of California
from general commercial to Multi - family residential.
SECTION 3. The City Council hereby grants the appeal of
applicants and approves Zone Change 86 -1.
SECTION 4. Title 20 (The Comprehensive Zone Ordinance of
the E1 Segundo Municipal Code) and in particular the "Zoning Map
of the City of E1 Segundo" on file in the Planning Department, be
and the same is hereby amended by reclassifying and rezoning in
the manner hereinafter set forth, the following described real
property located within the City of E1 Segundo, County of Los
Angeles, State of California, to wit:
A. Lot 9 of Block 47, Sheet 2 E1 Segundo, as
recorded in Map Book 18, page 145, except the
Southerly 3 feet thereof, of the Office of
the County Recorder, Los Angeles, County,
State of California
B. Lot 16 of Block 19, Sheet 1 E1 Segundo, as
recorded in Map Book 18, Page 69 of the
Office of the County Recorder, Los Angeles
County, State of California
from general commercial (C -2) to residential 3 (R -3).
SECTION 5. This ordinance shall become effective at
midnight on the thirtieth day from and after the final passage
and adoption hereof.
SECTION 6. The City Clerk shall certify to the passage and
adoption of this ordinance; shall cause the same to be entered in
the book of original ordinances of said city; shall make a minute
of the passage and adoption thereof in the records of the meeting
at which the same is passed and adopted; and shall within fifteen

days after the passage and adoption thereof, cause the same to be
r published once in the E1 Segundo Herald, a weekly newspaper of
general circulation, published and circulated within said City of
E1 Segundo and which is hereby designated for that purpose.

approved and signed by the Mayor of said City, and attested by
the City Clerk of said City, all at a regular meeting of the said
Council held on the 16th day of December, 1987, and that the same
