ORDINANCE 10795779 ORDINANCE NO. 1079 AN ORDINANCE OF THE CITY OF EL SEGUNDO, CALIFORNIA, CERTIFYING A NEGATIVE DECLARATION OF ENVIRONMENTAL IMPACT AND ADOPTING AMENDMENT #1 TO PRECISE PLAN #2 -81 FOR PROPERTY LOCATED AT 2240 - -2260 EAST IMPERIAL HIGHWAY WITHIN SAID CITY WHEREAS, on June 2, 1981, the City Council of the City of E1 Segundo, after hearings duly and regularly held, adopted Resolution No. 3071, entitled: "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EL SEGUNDO, ADOPTING WITH CERTAIN CONDITIONS PRECISE PLAN NO. 2 -81 FOR PROPERTY LOCATED ON IMPERIAL HIGHWAY BETWEEN DOUGLAS STREET AND NASH STREET WITHIN SAID CITY "; and, WHEREAS, the Planning Commission of the City of E1 Segundo, after a public hearing duly held, has adopted its Resolution No. 2128, recommending to the City Council the certification of a Negative Declaration of Environmental Impact and the adoption of Amendment #1 to Precise Plan #2 -81, with conditions; and, WHEREAS, the City Council held a duly noticed public hearing on December 17, 1985, in the time, form, and manner prescribed by law; NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF EL SEGUNDO, CALIFORNIA, DOES ORDAIN AS FOLLOWS: SECTION 1. The City Council hereby certifies the Negative Declaration of Environmental Impact of Amendment #1 to Precise Plan #2 -81, as prepared and forwarded by the Planning Commission. SECTION 2. The City Council hereby approves and adopts Amendment #1 to Precise Plan #2 -81, subject to the following conditions: 1. All deliveries, except for small parcels and messengers, shall be made at the truck door located at the rear of the parking structure. 2. No materials shall be stored in the areas designated for parking, either in the structure or in the surface parking places. 3. Pedestrian paths within the complex shall be appropriately marked. Plans for signs, striping, etc. shall be submitted to the City Engineer for his review and approval. Pedestrian access to the retail area shall be controlled so as to ensure pedestrian circulation is on appropriately marked paths. 4. Any changes in site access resulting from completion of the Route 105 Freeway shall be reviewed and approved by the Fire Chief. J:121785 -1.ORD 5'779 5. That the ground floor level of the parking structure be fully sprinklered or equivalent alternatives shall be provided to the satisfaction of the Fire Chief and the Director of Building Safety. 6. That security plans for the commercial retail area be approved by the Chief of Police prior to issuance of a Certificate of Occupancy. 7. That the conversion area shall only be used for support service and retail uses in substantial compliance with the described uses of the amended Precise Plan application as submitted, and shall not be converted to office floor space. S. That the applicant shall submit a building floor area analysis which indicates that the total floor area on the site does not exceed 700,088 sq. ft. and a parking ratio of one space for every 355 sq. ft. of floor area. The analysis shall be verified by the Director of Building Safety prior to the issuance of any building permit for the proposed conversion. 9. That all conditions of Precise Plan n2 -81 shall remain in effect except as amended by this amendment. SECTION 3. This ordinance shall become effective at midnight on the thirtieth day from and after the date of the final passage and adoption thereof. SECTION 4. The City Clerk shall certify to the passage and adoption of this ordinance; shall cause the same to be entered in the book of original ordinances of said city; shall make a minute of the passage and adoption thereof in the records of the meeting at which the same is passed and adopted; and shall within fifteen days after the passage and adoption thereof, cause the same to be published once in the E1 Segundo Herald, a weekly newspaper of general circulation, published and circulated within said City of El Segundo and which is hereby designated for that purpose. 1986.
