ORDINANCE 1068ORDINANCE NO. 1068 r AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF EL SEGUNDO, CALIFORNIA, AMENDING TITLE 20 (THE COMPREHENSIVE ZONING ORDINANCE) OF THE EL SEGUNDO MUNICIPAL CODE RELATING TO CHAPTER 20.54 (ON -SITE PARKING AND LOADING). WHEREAS, on August 21, 1984 the City Council of the City of E1 Segundo, California, adopted its Ordinance No. 1063, entitled: "AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF EL SEGUNDO, CALIFORNIA, AMENDING TITLE 20 (THE COMPREHENSIVE ZONING ORDINANCE) OF THE EL SEGUNDO MUNICIPAL CODE RELATING TO LOT COVERAGE AND TO CHAPTER 20.54 (ON -SITE PARKING AND LOADING). "; and, WHEREAS, the Planning Commission of the City of El Segundo conducted a public hearing and has considered further Amendments to said Ordinance No. 1063; and, WHEREAS, the Planning Commission of the City of E1 Segundo has recommended the within Amendments to Ordinance No. 1063 as contained in its Planning Commission Resolution No. 2091, adopted by the Planning Commission on November 29, 1984, to the City Council of the City of E1 Segundo, NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF EL SEGUNDO, CALIFORNIA, DOES ORDAIN AS FOLLOWS: SECTION 1. Subsection C(6) only of Section 20.54.020, entitled "PARKING SPACES REQUIRED," is herewith amended in its entirety to read as follows: (6) Places of Public Assembly including, but not limited to Theatres, Auditoriums, Banquet Facilities, Meeting Rooms, Clubs, Lodges and Mortuaries: (a) with fixed seats (b) without fixed seats 1 space per 3 seats. 1 space per 30 square feet of floor area used for assembly purposes." SECTION 2. Subsection A(1) only of Section 20.54.060, entitled "GENERAL REQUIREMENTS," is herewith amended in its entirety to read as follows: r"\ 5'720 521 "A. STALL SIZES AND AISLE WIDTHS. (1) Each non - residential required parking stall shall be a minimum of 8 -1/2 feet wide by 18 i' feet deep and any stall which is adjacent to a wall or other obstruction shall be one addi- tional foot in width. For residential uses in R and P zones, required spaces shall be pro- vided as follows: Single family dwellings, each space shall be not less than 10 feet wide and 20 feet deep. Two family dwellings, each space shall be not less than 9 feet wide and 20 feet deep; except where the lot is of sub- standard size, the minimum parking stall shall be 8 -1/2 feet wide by 20 feet deep. Multi- family dwellings, each space shall be not less than 9 feet wide and 20 feet deep; except where the lot is of substandard size, the minimum parking stall shall be 8 -1/2 feet wide by 20 feet deep. For all residential parking which is required to be, or is provided, within a fully enclosed building, the dimensions noted herein shall be outside measurements." SECTION 3. Subsection A(3) only of Section 20.54.060, "GENERAL REQUIREMENTS," is herewith amended in its entirety to read as follows: "(3) The provision of stalls for required parking in sizes below these minimums or in a tandem configuration is prohibited in all zones unless authorized in accordance with a pro- cedure requiring approval of the Planning Commission or City Council, except compact car parking shall be allowed up to and including twenty percent (20 %) of required parking space for office and manufacturing uses. Compact spaces shall be a minimum of 7.5 feet in width and 15 feet deep. Compact spaces must comply with the requirements of Section 20.54.060 A. (1)." SECTION 4. This ordinance shall become effective at midnight on the thirtieth day from and after the final passage and adoption hereof. SECTION 5. The City Clerk shall certify to the passage and adoption of this ordinance; shall cause the same to be entered in the book of original ordinances of said city; shall make a minute of the passage and adoption thereof in the records of the meeting at which the same is passed and adopted; and shall within fifteen days after the passage and adoption thereof, cause -2- the same to be published once in the E1 Segundo Herald, a weekly newspaper of general circulation, published and circulated within said city of El Segundo and which is hereby designated for that purpose.
