ORDINANCE NO. 1059
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY
OF EL SEGUNDO, CALIFORNIA, AMENDING ORDINANCE
NO. 844 GRANTING AN UNCLASSIFIED USE PERMIT
FOR OPERATION OF A HELISTOP- LIMITED USE ON
PROPERTY LOCATED AT 2200/2230 EAST IMPERIAL
HIGHWAY.
WHEREAS, on May 7, 1974, the City Council of the City
of E1 Segundo, California, after hearings duly and regularly held,
adopted Ordinance No. 844 entitled:
AN ORDINANCE OF THE CITY OF EL SEGUNDO,
CALIFORNIA, GRANTING AN UNCLASSIFIED USE
PERMIT, SUBJECT TO CERTAIN LIMITATIONS AND
CONDITIONS, TO KILROY INDUSTRIES TO OPER-
ATE A HELISTOP- LIMITED USE ON PROPERTY
LOCATED AT 2200 EAST IMPERIAL HIGHWAY,
WITHIN SAID CITY; and
WHEREAS, the Planning Commission of the City of E1
Segundo received an application from Rockwell International, tenant
of the 2230 East Imperial Highway building upon which the subject
helistop was constructed, to amend certain conditions related to
the operation of helistops, as contained in the said Ordinance
No. 844; and
WHEREAS, the Planning Commission held a duly adver-
tised public hearing on the matter on January 12, 1984; and
WHEREAS, on January 26, 1984, the Planning Commission
adopted its Resolution No. 2060 recommending to the City Council
certain amendments to the Unclassified Use Permit granted by
Ordinance No. 844; and
WHEREAS, the City Council did hold, pursuant to law,
a duly advertised public hearing on such matter in the Council
Chamber of City Hall, 350 Main Street, in the City of E1 Segundo,
on February 21, 1984; and
WHEREAS, opportunity was given at said public hearing
to all persons to present testimony or documentary evidence for
or against the proposed Amendment to said Unclassified Use
Permit and to address all issues associated therewith; and

WHEREAS, the City Council finds and declares that:
1. The City has been issuing limited use helistop
approvals since 1954. All helistops approved
since 1979 have a prohibition on flights from
9:00 p.m. to 6:00 a.m.; including the heli-
stop immediately adjacent to the east of the
subject site.
2. Ordinance No. 844 prohibits flights from or
to the subject helistop during the night
between one -half hour after sunset and one -
half hour before sunrise.
3. The subject helistop has been operated in a
satisfactory manner in accordance with the
conditions of approval enacted in 1974;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF EL
SEGUNDO, CALIFORNIA, DOES ORDAIN AS FOLLOWS:
SECTION 1. Paragraph No. (4) of Section 1 of Ordin-
ance No. 844 is hereby amended to read as follows:
"(4) There shall be no flights to or from the
helistop during the night between 9:00 p.m.
of one day and 7:00 a.m. of the next day."
SECTION 2. The following paragraphs are hereby added
to Section 1 of Ordinance No. 844:
"(7) Any operation involving the movement of
equipment or machinery by helicopter is restricted
to the period between one -half hour after sunrise
and one -half hour before sunset; 24 hour notice
of such operations shall be given to the E1 Segundo
Fire Department so that standby fire protection
can be provided during landing and take -off.
(8) Aircraft using the helistop facility shall
not fly over the residential area of E1 Segundo
in approaching and leaving the helistop; no
flights shall be made west of Sepulveda Boulevard
in that area bounded by Imperial Highway on the
north and E1 Segundo Boulevard on the south; and
no route of flight along Imperial Highway west
of Sepulveda Boulevard shall be used.
(9) The applicant shall furnish to the City a
list of aircraft identification numbers for all
craft authorized to use the subject helistop."
SECTION 3. The environmental documents prepared for
the original helistop request in 1974 (Ordinance No. 844) have
been reviewed, found to be applicable to this amendment as
well and are hereby approved for this ordinance and incorporated
herein by reference.

SECTION 4. This ordinance shall become effective
at midnight on the thirtieth day from and after the date of
the final passage and adoption thereof.
SECTION 5. The City Clerk shall certify to the
passage and adoption of this ordinance; shall cause the same
to be entered in the book of original ordinances of said city;
shall make a minute of the passage and adoption thereof in the
records of the meeting at which the same is passed and adopted;
and shall within fifteen days after the passage and adoption
thereof, cause the same to be published once in the El Segundo
Herald, a weekly newspaper of general circulation, published
and circulated within said City of E1 Segundo and which is hereby
designated for that purpose.
