ORDINANCE NO. 1053
AN ORDINANCE OF THE CITY COUNCIL OF THE
CITY OF EL SEGUNDO, CALIFORNIA, CERTIFYING
A NEGATIVE DECLARATION OF ENVIRONMENTAL
IMPACT AND ADOPTING PRECISE PLAN NO. 83 -1
FOR THE PROPERTY LOCATED AT 325 -333 RICHMOND
STREET WITHIN SAID CITY.
WHEREAS, the Planning Commission of the City of E1
Segundo, California, received from G. Hanson and J. Buckingham
a Precise Plan application to allow expansion of a residential
and commercial utilized site at 325 -333 Richmond Street, in
the C -RS Zone, a legal description of which is on file in
the Planning Department; and
WHEREAS, the Planning Commission conducted duly
advertised public hearings on the matter on May 12, 1983 and
on June 9, 1983; and
WHEREAS, at the said public hearings, the Planning
Commission made certain findings, and, at its June 9, 1983
meeting adopted its Resolution No. 2031, entitled:
A RESOLUTION OF THE PLANNING COMMISSION OF
THE CITY OF EL SEGUNDO, CALIFORNIA RECOM-
MENDING THAT THE CITY COUNCIL CERTIFY A
NEGATIVE DECLARATION OF ENVIRONMENTAL IMPACT
AND RECOMMENDING TO THE CITY COUNCIL THE
ADOPTION OF PRECISE PLAN NO. 83 -1 FOR THE
PROPERTY LOCATED AT 325 -333 RICHMOND STREET
WITHIN SAID CITY; and
WHEREAS, the City Council of the City of El Segundo,
California, held a duly advertised public hearing on the
matter at its meeting on July 5, 1983, in the City Council
Chamber of City Hall, 350 Main Street, in the City of E1
Segundo; and
WHEREAS, opportunity was given at said public
hearing to all persons to present testimony or documentary
evidence for or against the proposed Precise Plan No. 83 -1;
and
WHEREAS, at its meeting of July 5, 1983, the City
Council made certain findings, as follows:
1. That the proposed Precise Plan is consistent
with the uses in the Commercial - Retail Service
(C -RS) Zone;
2. That the proposed development is desirable because
it will rectify a preexisting undesirable land
division situation by combining parcels; and
3. That the proposed development will substantially
upgrade the existing on -site development;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF EL
SEGUNDO, CALIFORNIA, DOES ORDAIN AS FOLLOWS:
SECTION 1. The Negative Declaration of Environmental
Impact referred to in Planning Commission Resolution No. 2031,
adopted June 9, 1983, is hereby approved, adopted and certi-
fied.
SECTION 2. Precise Plan No. 83 -1, to allow the
expansion of a residential and commercial utilized site at
325 -333 Richmond Street, in the city of El Segundo, is hereby
adopted subject to the following conditions:
1. That the building be constructed in compliance
with the 1979 edition of the UBC and Title 29
(handicapped access) requirements as well as
all other applicable City regulations.
2. That all utilities shall be underground.
3. That the Fire Marshal's recommendations with
regard to providing dry standpipe and modi-
fications of proposed openings less than five
feet from property lines be adhered to.
9. That the developer consult with the Police
Department regarding appropriate security
considerations.
5. That all residential and commercial parking
spaces shall be clearly marked and maintained
as to the appropriate use; i.e., apartment
No. 1, book store, etc.
6. That none of the dwelling units in the whole
project may be used for, or converted to,
commercial purposes, including home occupations,
without prior approval of the Planning Commission
and City Council.
7. That a loading area shall be provided and
approved by the Planning Commission and City
Council if existing office use area or proposed
new office space is utilized for retail sales
purposes.

8. That the 400 square foot enclosed storage
area behind the three enclosed commercial
stalls shall be for the use of the resi-
dential tenants of the site only.
9. That the final landscape plan is to be
approved by the Director of Planning.
10. That a single site covenant tying together
the three parcels referred to as parcels
numbered 22, 50 and 52 of the August, 1982
edition of the County Assessor's map book
No. 4136, page 17, shall be recorded for
the site with the County Recorder.
SECTION 3. This ordinance shall become effective
at midnight on the thirtieth day from and after the date of the
final passage and adoption thereof.
SECTION 4. The City Clerk shall certify to the
passage and adoption of this ordinance; shall cause the same
to be entered in the book of original ordinances of said city;
shall make a minute of the passage and adoption thereof in the
records of the meeting at which the same is passed and adopted;
and shall within fifteen days after the passage and adoption
thereof, cause the same to be published once in the E1 Segundo
Herald, a weekly newspaper of general circulation, published
and circulated within said City of E1 Segundo and which is
hereby designated for that purpose..
