ORDINANCE NO. 1041
AN ORDINANCE OF THE CITY OF EL SEGUNDO, CALIFORNIA,
AMENDING CHAPTER 20.18 OF TITLE 20 (THE COMPREHEN-
SIVE ZONING ORDINANCE) OF THE EL SEGUNDO MUNCIPAL
CODE RELATING TO THE REGULATIONS OF THE OPEN SPACE
(0 -S) ZONE.
THE CITY COUNCIL OF THE CITY OF EL SEGUNDO, CALIFORNIA, DOES
ORDAIN AS FOLLOWS:
SECTION 1. That Sections 20.18.010, 20.18.020, and
20.18.040 of Chapter 20.08 of Title 20 (The Comprehensive Zoning
Ordinance) of the E1 Segundo Municipal Code are amended to read as
follows:
20.18.010 INTENT. The Open Space (0 -S) Zone is estab-
lished to provide adequate recreational opportunities and pre-
serve open space to provide for anticipated needs of both
present and future residents of and employees in the City; to
preserve and protect natural resources; to provide visual re-
lief from intense urban development; and to prevent incompatible
development of areas that should be preserved or regulated for
scenic, recreation, conservation, transportation or public
health and safety purposes. The 0 -S Zone provides for limited
recreational development of land and necessary public facili-
ties.
20.18.020 PRINCIPAL PERMITTED USES. The following
principal uses are permitted in the O -S Zone:
(1) Public outdoor recreation, including but not limited
to ball parks and bleachers, swimming pools, parks and other
areas of active or passive recreational usage; trails and
other suitable corridors including off -road bicycle paths;
(2) The preservation and conservation of natural re-
sources, including, but not limited to areas required for the
preservation of plant and animal life and areas required to
provide visual relief from intense urban development and
growth;
(3) The managed production of resources, including
but not limited to agricultural lands and mineral deposits;
(4) The regulation of areas for public health and
safety including, but not limited to areas which require
special management or regulation because of hazardous or
special conditions;
(5) Transportation uses.
20.18.040 USES SUBJECT TO CONDITIONAL USE PERMIT.
The city council determines that the following uses are compa-
tible with the intent and purpose of the 0 -3 zone if such uses
are deveoped in a manner consistent with the open space ob-
jectives of the C -S zone. The following uses shall not be
permitted in the 0 -S zone unless a conditional use permit auth-
orizing the use has been granted:
(1) Landscape nurseries (no wholesale or retail sales
on premises);
(2) Private recreation;
(3) Recreational or multi - purpose recreational building
in conjunction with park or playground facilities;
(4) Transportation use;
(5) Utility facilities;
(6) Any other use which in the opinion of the city
council is similar to the permitted uses and comple-
mentary to the intent of the 0 -S zone.
SECTION 2. This ordinance shall become effective at mid-
night on the thirtieth day from and after the date of the final
passage and adoption thereof.
SECTION 3. The City Clerk shall certify to the passage
and adoption of this ordinance; shall cause the same to be entered
in the book of original ordinances of said city; shall make a
minute of the passage and adoption thereof in the records of the
meeting at which the same is passed and adopted; and shall within
fifteen days after the passage and adoption thereof, cause the same
to be published once in the El Segundo Herald, a weekly newspaper
of general circulation, published and circulated within said City of
El Segundo and which is hereby designated for that purpose.
